Regular Session


Town Council


September 10, 2024


The Regular Session was called to order by Mayor Stoddard at 6:50pm with Councillors Irene Baker, Trudy Quinlan and Russell Atkinson present.

Councillor Louann Link was absent.



ADDITIONS TO THE AGENDA:


  1. REMO – Regional Emergency Management Organization Agreement



APPROVAL OF THE AGENDA:


It was moved by Councillor Quinlan and seconded by Councillor Atkinson that the agenda as well as the additions be approved as circulated. Motion carried unanimously.



APPROVAL OF THE PREVIOUS MINUTES:


It was moved by Councillor Baker and seconded by Councillor Quinlan that the minutes from the previous meeting be approved as circulated. Motion carried unanimously.



APPOINTMENTS:


  1. Belliveau Veinotte Inc (Mike Metcalf and Jennifer Thomas)


Mr Metcalf and Ms Thomas was present to present the draft financial report for fiscal year 2023/2024. There was a surplus of two hundred seventy-two thousand, one hundred forty-five dollars ($272,245). Motions will be made when the finals are complete.

MATTERS ARISING FROM THE MINUTES:


  1. Community Centre/Legion – Engineer’s Report


Mayor Stoddard presented Council with the engineer’s report regarding the Community Centre/Legion. The report stated that there was considerable rot in the main entry lobby area under the floor and deemed that section of the building unsafe. The floor joists, beams and floor sheathing under the stage area of the building is also in a severely decayed condition. The entire crawl space is unventilated with no vapor barrier on the ground resulting in moisture dripping from the floor joists and beams causing mold growth on a large portion of the wood structure. (Entire report can be found attached to the minutes). His recommendations were that the main lobby area be off limits to the public and be restricted to maintenance persons only, and that the remainder of the building be restricted to twenty (20) persons max.


The very rear of the building, which is mainly used by legions members, seems to be mold free and structurally sound and that they could, if they wish and at their own risk, continue their monthly meetings there with access to the washrooms which are in the main area of the building.


Councillor Quinlan motioned to allow the legion members to continue their monthly meetings at their own risk, in the very rear of the building, Councillor Baker seconded the motion, motion carried.


Councillor Quinlan motioned to close the building down to the public until further discussions have been had, Councillor Atkinson seconded the motion, motion carried.


Note: a mold test was completed but no report was available at the time of the meeting.


  1. Canada Post Parking Area


At the regular meeting of Council in April, Council elected for the Mayor to collaborate with Canada Post to enlarge the parking area of the Post Office, located at 2797 Main Street.

Canada Post issued consent that the Town could pursue their endeavor to enlarge the parking area to make it safer for persons entering and leaving the parking area.


Councillor Atkinson motioned to proceed with the enlargement, Councillor Quinlan seconded the motion, motion carried.

REPORTS:


Streets, Sewers and Unsightly Premises:

The report was read and discussed.


Recreation:


Upcoming recreation activities were shared with Council: Volunteer supper to be held on

the 25th of September at the West Head Church community room and the annual

Pumpkin Weigh off will be held on October 6th behind the Town Hall.

.

Building Inspector Report:


No permits were issued for the month of August.


Mayor/Councillors:


Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.


CORRESPONDENCE:


All relevant correspondence was shared with Council via email and only that that required action is listed below.


  1. Barrington and Shelburne Area Chambers of Commerce:


The Barrington and Shelburne Chambers of Commerce will be holding their annual Business recognition awards on the 7th of November and has asked of the Town to donate toward the event.


Councillor Atkinson, seconded by Councillor Quinlan that the Town donate five hundred dollars ($500), motion carried.

NEW BUSINESS:


  1. Personnel Matter


Councillor Baker motioned to go in camera at 8:50pm seconded by Councillor Quinlan to discuss a personnel matter, motion carried. At 8:55pm, Council Baker motioned to move out of in camera, Councillor Atkinson seconded the motion, motion carried.


Councillor Baker motioned to allow an employee one week vacation without pay, Councillor Quinlan seconded the motion, motion carried.



Addition to the Agenda



  1. REMO – Regional Emergency Management Organization Agreement


Councillor Quinlan motioned to approve of the REMO agreement as presented, Councillor Baker seconded the motion, motion carried.







As there was no further business to discuss, Councillor Quinlan motioned to adjourn the meeting at 9pm.
