Regular Session


Town Council


September 06, 2023


The Regular Session was called to order by Mayor Stoddard at 7pm with Councillors Louann Link, Irene Baker and Russell Atkinson present.

ADDITIONS TO THE AGENDA:


a) Peter Fairweather – noise complaint – appointment

b) July 1st

c) Recreation


APPROVAL OF THE AGENDA:


It was moved by Councillor Baker and seconded by Councillor Link that the agenda as well as the additions be approved as circulated. Motion carried unanimously.


APPROVAL OF THE PREVIOUS MINUTES:


It was moved by Councillor Atkinson and seconded by Councillor Link that the minutes from the previous meeting be approved as circulated. Motion carried unanimously.


APPOINTMENTS:


a) Mark MacPherson – Staff Sargeant – RCMP


Sargeant MacPherson was present to discuss the proposed district policing model for Shelburne County. In this model, Sargeant MacPherson would act as District Commander and the Barrington Detachment Sargeant would act as Officer in Command. There would be no change to the allotment of Officers throughout the County.

b) Mike Metcalf – Belliveau Veinotte – 2022/2023 Audited Financials


Mr. Metcalf presented Council with the audited financials for fiscal year 2022/2023. The town had a surplus of one hundred forty five thousand, seven hundred and twelve dollars (145 712.00).



Councillor Link motioned to approve the audited financial statements as presented, Councillor Atkinson seconded the motion, motion carried.

Councillor Baker motioned that the surplus be transferred to the Operating Reserve account, Councillor Link seconded the motion, motion carried.


c) Peter Fairweather – Noise Complaint (addition to agenda)


Mr Fairweather did not appear for his appointment.


MATTERS ARISING FROM THE MINUTES:


REPORTS:


Streets, Sewers and Unsightly Premises:

The Public Works Report was presented to Council and discussed.

Public Works Supervisor, Tyrell Goodwin, stressed that a new zero turn mower was required, as the old one has expired. (approx. 12yrs old)

Councillor Atkinson motioned to purchase a new zero turn mower for a reasonable amount, Councillor Link seconded the motion, motion carried.


Recreation:


As of this date, the Haunted House is a go.

Pumpkin Weigh-Off is slated for October 8th, 2023, commencing at 1:30pm.

Councillor Link (addition to the agenda) indicated that she would like to start a “Walk Away the Pounds” session at the Community Centre in the Fall/Winter months.

Councillor Baker (addition to the agenda) would like to see a few additional events added to the July 1st program.

Building Inspector Report:


No report available.


Mayor/Councillors:


Mayor and Councillors shared their activities and meetings attending since the last regular meeting of Council.


Mayor Stoddard gave an update on the Boardwalk renovations; it was discovered that a lot of fill/gravel had washed away under the boardwalk along the seaway and that would have to be replaced before commencing with new construction. This is part of the Accessibility Grant that was received in February 2023.


Promotional items were also discussed as there has been inquiries regarding such items from promoters of the area.

Councillor Link motioned to purchase pens, mugs, and other small promotional items with the Town’s crest on them, Councillor Atkinson seconded the motion, motion carried.


CORRESPONDENCE:


All relevant correspondence was shared with Council via email and only that that required action is listed below.


a) Municipality of Barrington – Joint Police Advisory Board


Council was presented with a Terms of Reference for the Joint Police Advisory Board, in which Councillors Atkinson and Quinlan are a part of. The Board shall consist of nine (9) members, two (2) members from each municipal/town Council, two (2) member from each municipal/town community and one (1) member appointed by the Minister.

Councillor Baker motioned to accept the Terms of Reference as presented, seconded by Councillor Link, motion carried.


NEW BUSINESS:


a) Beautification Grants:


Mayor Stoddard requested of Council that they allow the Clerk to apply for any future Beautification Grants to purchase more art panels, some flower bulbs, and other beautification items that would enhance the Town.

Councillor Atkinson motioned to approve this request, Councillor Link seconded the motion, motion carried.

b) Public Washrooms:


Many visitors of the area usually enter the Town Hall to use the washrooms, while this is not exactly a problem, it was the consensus that perhaps some public washrooms could be established at the back of the old Visitor Information Centre, which is currently being rented by Scotia Fundy Fisheries Association. They have been consulted, and this will not create an inconvenience for them.

Councillor Baker motioned to construct the washrooms in the empty space at the back of the old VIC, Councillor Atkinson seconded the motion, motion carried.







As there was no further business to discuss, Councillor Baker motioned to adjourn the meeting, the time being 9:05pm.
