Town of Clark's Harbour : Town Minutes - September, 2020Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2230 Special Council September 17, 2020 A Special Council meeting was called to order by Mayor Leigh Stoddart at 6:30 pm with Councillors Rex Stoddard, Irene Baker, Russell Atkinson and Louann Link present. Additions to the Agenda Pumpkin weigh off update New Business: Security for Town Hall There have been several instances of vandalism, excessive littering and lots of very bad language from teenage persons around the playground area and Town Hall. It was moved by Councillor Atkinson and seconded by Councillor Baker that security be hired for 5hrs a day for one month to try to and help rid of the problem. Also extra lighting be installed at the playground to enhance the security down there. Motion carried unanimously. Additions to the agenda: Pumpkin Weigh off: It was moved by Councillor Baker and seconded by Councillor Link that the pumpkin weigh off be held at its normal spot behind the town hall on Oct 4th from 1-4pm. Motion carried unanimously. As there was no further business Councillor Atkinson moved the meeting be adjourned at 8pm. ____________________________ ______________________ Mayor Town Clerk 2229 Special Council September 14, 2020 A Special Council meeting was called to order by Mayor Leigh Stoddart at 6:29 pm with Councillors Rex Stoddard, Trudy Quinlan, Cara Newell, Irene Baker, Russell Atkinson and Louann Link present. Additions to the Agenda None New Business: Appointment – Sheena Pace: Sheena asked permission of Council to use the Legion one day a week for 2-3 hrs for that day. It was moved by Councillor Atkinson and seconded by Councillor Quinlan to allow Sheena’s home school group to use the legion one day a week. Under a town sponsored event. Motion carried unanimously. As there was no further business the meeting was adjourned at 7:30. ____________________________ ___________________________ Mayor Town Clerk 2225 Regular Session Town Council September 02, 2020 The Regular Session of Town Council was called to order by Mayor Stoddart at 6:52 pm with Councillor Stoddard, Councillor Link, Councillor Baker and Councillor Newell, Councillor Atkinson in attendance. ADDITIONS TO THE AGENDA: Legion rental fee for Meet and Greet- Laura Ross Pumpkin Weigh Off- Irene Fisherman’s Memorial Legion – Line Dancing Lights at Boardwalk APPROVAL OF THE AGENDA: It was moved by Councillor Stoddard, seconded by Councillor Newell to approve the agenda as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Atkinson and seconded by Councillor Stoddard to approve the previous minutes. Motion Carried unanimously. APPOINTMENTS: NONE MATTERS ARISING FROM THE MINUTES: None REPORTS Streets, Sewers and Unsightly Premises: Public Works Report was presented to Council and discussed. 2226 Recreation: Blown Lights are being replaced at the Ball Field on Sept 2nd Building Inspectors Report: August 4 permits Issued valued at $65,000 Mayor/Councillors: Nothing to report CORRESPONDENCE: Handout Councillors were given a Thank you Letter from the Roseway Hospital Charitable Foundation for the donation of $7000 to help fund a new Digital X-Ray machine. NEW BUSINESS: Dog By-Law Amendment: The suggested amendments to the Town’s Dog By-law was handed to Councillors to review for the first reading on Oct 7th regular meeting of Council. Town Clock: The clock at town hall was taken for repair and was not able to be fixed. Mayor Stoddart asked council what their wishes were, to put up a new one or not. It was moved by Councillor Stoddard and seconded by Councillor Newell to replace the clock with the same as was there for a cost of approximately $4000. Motion carried unanimously. Wi-Fi New Horizons: The new Horizons group needed to have internet installed for there to be presentations at the hall the cost for a transmitter was approximately $800. It was asked by the group if the town would help with the cost. It was moved by Councillor Atkinson and seconded by Councillor Baker that the Town would split 50\50. Motion carried unanimously. 2227 Volunteers: The annual provincial Volunteer week is usually held the third week in April. Due to COVID restrictions we were not able to hold the annual recognition ceremony and supper. The Town wishes to recognize the 8 nominated Volunteers for The town of Clark’s harbour, Beth-Anne Goreham, Donna Nickerson, Lois Goreham, Stacey Swim, Steven Nickerson, Gary Sears, Sheena Pace and Billy Pace. It was moved by Councillor Newell and seconded by Councillor Atkinson that the 8 volunteers be invited to come to Town Hall on Oct 7th for their presentation of appreciation. The Town of Clark’s harbour 20-21 Budget: The fiscal 20-21 budget was prepared and presented to Council. It was moved by Councillor Stoddard and seconded by Councillor Link that the budget be accepted and approved. Motion carried unanimously. Fall Clean-up: The date was set for the fall clean up on September 21 7am. Request for Donation: The Barrington Exhibition association sent a donation request asking the town of Clark’s Harbour for a donation of money to help with improvements to the grounds and existing buildings on the property. It was moved by Councillor Baker and seconded by Councillor Newell that $200 be donated. Motion carried unanimously. ADDITIONS TO THE AGENDA: Use of Legion: A candidate for the upcoming municipal election was inquiring on a fee to use the legion for a meet and greet. It was moved by Councillor Atkinson and seconded by Councillor Baker that the normal fee for the use of the Legion be charged of $25 for the first hour and $15 each hour thereafter. Motion carried unanimously. Fisherman’s Memorial: It was decided the fisherman’s memorial would take place this year once again. The memorial will be held on the 27th of September at 2pm behind the town hall at the statue 2228 Lighting at boardwalk: It was brought to Councillor Atkinson’s attention that the lights were out on the board walk. The switch was off and they were put back on the night before council Pumpkin Weigh Off: The town hall and councillors were taking questions to whether the pumpkin Weigh of was going to take place this year or not. Councillor Baker was going to check with other places that hold the same event and determine the best way to hold the event in light of COVID restrictions. Information will be posted on town website and face book site as to how and if it will take place this year. Line dancing group: A local group of people were looking for a place to hold line dancing classes nearby in the community. It was asked if the Legion could be used for the event to take place once a week. It was moved by Councillor Newell and seconded by Councillor Atkinson that the town would sponsor the event and the group could donate money to the local school breakfast program or a local charity if the so wished to do so. Motion carried unanimously. Certificate for Property Improvements It was moved by councillor Stoddard and seconded by Councillor Atkinson that certificates be given to Gregory Symonds Boat Builder for improvements to the exterior of the boat shop and Clark’s Harbour Red and White to Sam El-Jakl for the significant improvement and restoration of the house on the property.
