Town of Clark's Harbour : Town Minutes - October, 2022Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2328 Regular Session Town Council October 12, 2022 The Regular Session was called to order by Mayor Stoddard at 7:00 pm with Councillors Trudy Quinlan, Irene Baker, Louann Link and Russell Atkinson present. ADDITIONS TO THE AGENDA: 1. Driftscape for Web An email was received from a company called Driftscape, an app for androids, inquiring if the Town would be interested in providing content for individuals to see what is happening within the Town. Councillor Atkinson motioned to not participate, as no costs were available, Councillor Link seconded the motion, motion carried. 2. Donation in Memory of Linda Lou Cunningham Councillor Baker motioned to donate one hundred ($100) in memory of Linda Lou Cunningham to the Kid’s Fair Play Fun’d, seconded by Councillor Quinlan, motion carried. APPROVAL OF THE AGENDA: It was moved by Councillor Quinlan and seconded by Councillor Atkinson that the agenda as well as the additions be approved as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Atkinson and seconded by Councillor Link that the Minutes from the previous meetings be approved as circulated. Motion carried unanimously. APPOINTMENTS: Stella Nickerson/Paula Waybret – representatives of the Chamber of Commerce Cancelled 2329 MATTERS ARISING FROM THE MINUTES: a) Memorandum of Understanding – MOB/TOCH Talks have been ongoing regarding a wastewater treatment facility, located in the Town of Clark’s Harbour, that would accommodate parts of the Municipality of Barrington, specifically the West Head/Newellton areas and those of Lower Clark’s Harbour, The Hawk and South Side. As this is in its initial stages, a draft Memorandum of Understanding (MOU) between the Municipality of Barrington and the Town of Clark’s Harbour, underlining the steps to be taken, was presented to Council for approval. Councillor Quinlan motioned to accept the draft of the MOU to explore a feasibility study of a regional wastewater service, Councillor Atkinson seconded the motion, with a vote of three (3) for and two (2) against, motion carried. Councillors Baker and Link voted against the draft MOU. . REPORTS: Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Recreation: Councillor Baker relayed to Council the success of the Annual Pumpkin Weigh off held on October 2 2022. Councillor Quinlan discussed the possibility of having a Breakfast with Santa program on December 3 2022. Building Inspector Report: The building inspectors report for the month of September was presented to Council. In total there were three (3) permits issued in September with a total value of fifty five thousand dollars ($55 000) compared to last year with two (2) permits and a total of six thousand dollars ($6 000). Mayor/Councillors: Mayor Stoddard and Councillors reported to Council on meetings that they attended since the last regular meeting of Council. 2330 CORRESPONDENCE: 1. E-Mail – Rebecca Kolstee, AMANS Mayor Stoddard shared correspondence with Council advising of a ‘Rules of Order and Meeting Process Workshop’ geared toward elected officials being held in Truro, NS on November 25 2022, commencing at 9am. 2. Western Counties Regional Library Adopt a Book Campaign Councillor Baker motioned to donate one hundred dollars ($100) towards the adopt a book campaign, Councillor Link seconded the motion, motion carried. 3. Mayor Pam Mood – Town of Yarmouth – Letter of Support NS Ferry to USA Councillor Atkinson motioned that the Clerk write of letter of support as requested by Mayor Mood, to keep the NS to USA ferry operational, Councillor Quinlan seconded the motion, motion carried. NEW BUSINESS: a) Deed Transfer Tax The deed transfer tax for August and September was shared with Council. b) Shelb Co Firefighters Association revised Mutual Aid Agreement Councillor Baker motioned to accept the revised Mutual Aid Agreement as presented, Councillor Link seconded the motion, motion carried. c) Housing Representative, Marlene Smith Councillor Quinlan motioned that the Town purchase a one night’s stay at the Quarter Deck, Summerville Beach, for Ms Smith’s representation of the Town on the board of the Housing Authority, Councillor Atkinson seconded the motion, motion carried. d) Halloween Security Security for all hallows eve will be covered by Public Works staff. 2331 e) December’s Regular Meeting of Council The regular meeting of Council which would be held on December 07 2022 has been moved forward to November 23 2022, to accommodate those that are involved in the lobster industry, which is slated to open on November 28th. Councillor Quinlan motioned that the regular meeting of December be moved forward as discussed, Councillor Link seconded the motion, motion carried. f) Lacey Swaine Ms Swaine has volunteered to assist people who wish to participate in a scarecrow festival as well as to organize a trick or trunk for the children during Halloween. Councillor Baker motioned to donate one hundred fifty dollars ($150) towards the scarecrow festivities, Councillor Quinlan seconded the motion, motion carried. Councillor Baker motioned to allow Ms Swaine to use town property to hold the trick or trunk, Councillor Link seconded the motion, motion carried. g) Donation – Memory of Bonnie Symonds Councillor Baker motioned to donate one hundred dollars ($100) in memory of Bonnie Symonds, whom was employed by the town for 26 years as a tourist bureau operator, to the Roselind Nickerson Care Fund, Councillor Quinlan seconded the motion, motion carried. g) Transfer of Funds from Operating Reserve to Operating Monies slated for regular operation of town’s business was prematurely transferred into Operating Reserve before the 21/22 fiscal year audit was completed. Once the audit was completed, it was discovered that too much had been transferred and the Clerk asked for the difference between the actual transfer and the surplus be transferred back to the operating account. Councillor Atkinson motioned for the Clerk to proceed with the requested transfer, Councillor Baker seconded the motion, motion carried. The Clerk also had a meeting with Renee Nickerson of RBC, the business account manager for the Town of Clark’s Harbour, and was informed that the GIC interest rates had increased since the last investments made. The Clerk asked permission to reinvest that already invested as well as an additional two hundred thirty thousand dollars ($230 000) from Capital Reserve at a rate of 3.25 percent. Councillor Atkinson motioned to grant the Clerk’s request, seconded by Councillor Quinlan, motion carried. 2332 h) Town Clerk Review (Probation Period Expired) At 8:55pm Councillor Baker motioned to move in camera to discuss a personnel matter, Councillor Atkinson seconded the motion, motion carried. At 9:05pm Councillor Baker motioned to move out of in camera session, seconded by Councillor Quinlan, motion carried. Councillor Baker motioned to retain the present Clerk and bring her salary up to the former Clerk’s salary, Councillor Quinlan seconded the motion, motion carried.
