Each set of minutes are separated by a horiztonal line. 2274 Regular Session Town Council October 06, 2021 The regular session of Town Council was called to order by Mayor Stoddard at 7 pm with Councillor Quinlan, Councillor Link, Councillor Atkinson in attendance Councillor Baker attended via phone. ADDITIONS TO THE AGENDA: EMO Exercise Scarecrow and Pumpkin people Contest Flags for Town Hall APPROVAL OF THE AGENDA: It was moved by Councillor Atkinson, seconded by Councillor Quinlan to approve the agenda as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Quinlan and seconded by Councillor Link to approve the previous minutes. Motion Carried unanimously. APPOINTMENTS: None MATTERS ARISING FROM THE MINUTES: Cenotaph Wall: Costing of stones for refurbishing the back cement wall of the Cenotaph was $4-$5k. It was decided that was too much cost. It was decided that The Mayor could pick something more cost effective. 2275 Shelburne Co. Housing Coalition Sub-Group: It was asked if a member of council or Staff wanted to sit on a new sub-committee for housing. No one has come forward to sit on the committee as there is not enough information on what the committee stands for. The clerk will contact the mayor of Shelburne to get more information and forward to council. REPORTS Streets, Sewers and Unsightly Premises: Public Works Report was presented to Council. A new fibreglass fuel tank is being installed at the community hall next week. Recreation: Building Inspectors Report: September 2 building permits issued totalling $6,000 Mayor/Councillors: Councillor Quinlan, councillor Link and Mayor Stoddard gave reports of recent meetings they attended. CORRESPONDENCE: Sou’West Nova Transit: A request was received from Sou’West Nova Transit association asking for a letter of support from all the Municipal units in Shelburne County. They are seeking funding from The Rural Transit Solutions Fund to hire a consultant to research areas of improvement to their Services. It was moved by Councillor Baker and seconded by Councillor Quinlan that a letter be sent from The Town of Clark’s Harbour. Motion carried unanimously. NEW BUSINESS: Approval of 2020-2021 Financial Statements as presented: It was moved by Councillor Link and seconded by Councillor Atkinson that the 2020-2021 financial statements be approved as presented. Motion carried, unanimously. Approval of 2021-2022 operating Budget: It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the 2021-2022 financial statements be approved as presented. Motion carried, unanimously. 2276 Approve and Pass Changes to TOCH Policies: Changes were proposed for some of the Town of Clark’s Harbour Policies . It was moved by Councillor Quinlan and seconded by Councillor Link that the changes be passed. Motion carried, unanimously. Halloween: Halloween this year falls on a Sunday. It is anticipated that security may be necessary for Saturday night as well with the recent vandalism that has been taking place in the Town as of late. It was moved by Councillor Link and seconded by Councillor Baker that Security is out on both nights. Motion carried, unanimously. Wheel Chair at Legion: It was brought to the attention of the mayor that the wheelchair that is at the legion is not in good repair and a new one was needed. It was moved by Councillor Link and seconded by Councillor Atkinson that a new wheelchair be purchased, with the price range $700-$1000. Motion carried, unanimously. Speed Bumps: A complaint was given to the mayor of traffic moving very fast on Hibbert Street and asked if there could be speed bumps installed. It was discussed in length amongst the Councillors. It was moved by Councillor Atkinson and seconded by Councillor Link that to be effective two speed bumps should be installed. The Mayor was asked to find the best solution of either seasonal or permanent and have them installed. Motion carried, unanimously. Heritage Hall Café: The operator of the Twisted Sisters Café that operated in The Seaside Heritage Hall last summer asked if it was possible to have the same agreement next season as this one to be free from rent. It was moved by Councillor Quinlan and seconded by Councillor Link that the café operate rent free as long as the hall could double as a Tourist Bureau without the town hiring an attendant. Motion carried, unanimously. Additions to the Agenda: EMO Exercise: The Barrington and Clark’s Harbour Joint EMO committee met and are planning an ECC exercise for November 13th 2021. EMO Co-Ordinator Dwayne Hunt and Rhonda Matthews are going to plan the exercise and give details to the committee. 2277 Scarecrow and Pumpkin People Contest: A resident has informed the Mayor that a group of citizens were encouraging the Town residents to participate in a Scarecrow and Pumpkin People lawn Decorating Contest. It was moved by Councillor Quinlan and seconded by Councillor Atkinson to donate $150 towards the prizes. Motion carried, unanimously. Flags for Town Hall: The mayor asked Council if they were in favor of flying Remembrance Day flags at the Town hall for the month of November. They all agreed it was a good idea.
