Each set of minutes are separated by a horiztonal line. 2231 Regular Session Town Council October 07, 2020 The Regular Session of Town Council was called to order by Mayor Stoddart at 5:58 pm with Councillor Stoddard, Councillor Quinlan, Councillor Link, Councillor Baker, Councillor Newell and Councillor Atkinson in attendance. ADDITIONS TO THE AGENDA: Community garden-Leigh Lights at gazebo- Cara Candidate info on website- Trudy APPROVAL OF THE AGENDA: It was moved by Councillor Baker, seconded by Councillor Stoddard to approve the agenda as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Atkinson and seconded by Councillor Newell to approve the previous minutes. Motion Carried unanimously. APPOINTMENTS: Town of Clark’s Harbour Nominated Volunteers 6pm The 8 nominated volunteers from the town of Clark’s harbour were invited to come to the Town Hall in order to receive their certificates of appreciation and gift bags. Normally there is a supper and awards ceremony held in April during volunteer appreciation week, but due to COVID restrictions that was unable to take place and had to be postponed. Beth-Anne Goreham (Provincial Award Recipient), Lois Goreham, Donna Nickerson, Sheena Pace, Billy Pace, and Gary Sears were present to accept their awards, Stacey Swim and Steven Nickerson were unable to attend. 2232 MATTERS ARISING FROM THE MINUTES: Approval of Dog Bylaw-Amendments: A copy of the proposed amendments for the Town of Clark’s Harbour’s dog by-law was given to councillors on September 02nd meeting for review. It was moved by Councillor Stoddard and seconded by Councillor Newell that the amendments be approved. 2nd reading of the amended By-Law will take place on December 2nd regular meeting of Council. Motion carried, unanimously REPORTS Streets, Sewers and Unsightly Premises: Public Works Report was presented to Council and discussed. Recreation: Pumpkin weigh off was a huge success, with a very large turnout. New lights were installed at the playground it is now lit up better after dark. Councillor Newell had a report from a resident about lights had been busted out of the gazebo. There were 76 of 92 bulbs purposely smashed on the floor of the gazebo. Mackenzie’s Security is going to be called again for availability for patrol of the area. Police have been contacted and the Town will advertise for a night watchperson to patrol the area. Signs will be erected stating the playground and town hall premises will close at dusk hoping to prevent any further vandalism from taking place. It was moved by Councillor Atkinson and seconded by Councillor Link that advertising begin right away for a night watchperson. Motion carried unanimously. Building Inspectors Report: No Permits issued for September Mayor/Councillors: CORRESPONDENCE: Thank you Card: Councillors were given a Thank you Card from The CSI new Horizons group for the financial donation for the installation of internet for the building. 2233 NEW BUSINESS: Memorandum of Understanding: The Town received a request from the neighbouring towns and Municipalities in Shelburne County requesting a signature to enter into an agreement to back up support for the sewer treatment facilities should an operator in charge become sick with COVID-19. This is a suggestion from the Dept. of Environment. It was moved Councillor Baker and seconded by Councillor Stoddard to discuss the memorandum with Rodney Shand our ODRC and if he is in agreement, that TOCH sign the memorandum. Motion carried unanimously. Public Works Building: The company that gave a quote to TOCH for the new public works maintenance building is no longer interested in the job. Scott’s Masonry gave a quote of $12,500 to put in a concrete footing with 32” walls. It was moved by Councillor Stoddard and seconded by Councillor Atkinson that the concrete be installed to get the building ready to be built in the spring. Advertisement for Tenders will be put out for the wooden part of the structure in the near future. Motion carried unanimously. New Roof at Sewer treatment Plant: The roof is leaking in spots at the treatment plant and is in need of repair. Quote of the materials for trusses and shingles is $7275.22 hst included. It was moved by Councillor Stoddard and seconded by Councillor Quinlan that the materials be ordered. Motion carried unanimously. Kid’s Night Halloween: The Town Of Clark’s harbour is going to have a Kids Halloween Parade once again this year. Councillor Newell once again is willing to head the function. It was moved by Councillor Baker and seconded by Councillor Link that the Kids Parade be held at the ball field on October 29 at 630pm, with treats being given out at that time. That is also the kids night at the haunted house from 6-8pm, parent are encouraged to take their children as they see fit, there will be no march this year. Motion carried, unanimously. 2234 Marlene Smith-TOCH Housing Representative Marlene Smith represents Clark’s harbour on the N.S Housing Authority Board she does this with no pay. Each year The Town of Clark’s harbour has given her a certificate for a weekend stay at a place of her choosing, as a token of appreciation for her representation. It was moved by Councillor Newell and seconded by Councillor Atkinson that the Town continue with past procedures. Motion carried unanimously. Toy Airplane The toy Airplane that was purchased for the playground last summer was destroyed. The small children enjoyed the toy very much. The piece of equipment cost approximately $1000. Doug and Daughter are able to make something similar. Council will look into it in the future. ADDITIONS TO THE AGENDA: Community Garden: Mayor Stoddart updated Council on the progress of the fence at the community garden. 50 posts had been delivered and are ready to be installed. Leigh will call Gary Sears and have the posts put in the ground in preparation for the walls to be put up next spring. Candidate Information: Councillor Quinlan was asked by a resident if it would be possible to have all the candidates’ information on the town’s website to make it more accessible and have everything in the same place. With the first advance poll being the next day it was not possible to make it fair for all. It was a good Idea and something to look at in the future. 2235 Supervisor of Public Works: It was moved by councillor Newell and seconded by Councillor Atkinson that a supervisor for Public works be selected at a special meeting of Council on October 22nd , 630pm. Motion carried unanimously.
