Regular Session

Town Council

October 04, 2016

 

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7pm with Councillors Rex Stoddard, Sherry Atkinson, Trudy Quinlan, Irene Baker, Cecil Brannen, and Russell Atkinson present.

APPROVAL OF THE AGENDA:

 

            It was moved by Councillor Brannen and seconded by Councillor S Atkinson to approve the agenda, as well as the additions, as circulated.  Motion carried.

 

APPROVAL OF THE PREVIOUS MINUTES:

 

            It was moved by Councillor Quinlan and seconded by Councillor R Atkinson to approve the previous minutes.  Motion carried.

 

APPOINTMENTS:   Shannon O’Sullivan/Della Smith – Haunted House 2016

          

            Shannon O’Sullivan and Della Smith were present to give an update on the Haunted House 2016 preparations.

            The dates of the haunted house for 2016 are as follows:  Adults – October 26th, 28th, and the 29th, all from the hours of 7pm to 9pm at a cost of $7 per person.  Kid’s night will be on the 27th, from 6pm til closing with an admission fee of $3.  This event will be advertised on the Town’s Facebook page, website, local radio, and the local newspaper.

Streets, Sewers and Unsightly Premises:  The monthly report was read and discussed.

 

Recreation: There was no report for this period.

          

            Building Inspectors Report:  There was no report available for this period.

 

1983

 

          

            Fire:  No fire report available at this time.

 

            Police:  No police report available at this time.

 

            Mayor/Councillors:

                        Councillor Quinlan reported on a Kid’s Fair Play Fun’D committee meeting she attended on behalf of the Town of Clarks Harbour.

                        Councillor S Atkinson reported on Region Six Solid Waste, CAPS and the Western Counties Regional Library.

                        Councillor Baker reported on the Roseway Hospital Charitable Foundation.

                      

 

 

CORRESPONDENCE: 

 

            a)  UNSM – Municipal Awareness Week:

                      

                        A letter from UNSM was received stating that Municipal Awareness Week will be November 21-25 2016.  They are encouraging all municipalities to participate during this time.

 

            b)  Darrell Locke – Shelburne County Firefighters Mutual Aid:

 

                        A copy of a letter that was written to the Honorable Lloyd Hines was received via Darrell Locke.  The letter was asking for a “no burning’ restriction on Shelburne County due to the considerable lack of precipitation in this area.  As of the reading of this letter, Shelburne County had been experiencing a ban, which has since been lifted across the province.

 

 

            c)  Municipality of Digby:

 

                        A letter was received from the Municipality of Digby asking that municipalities  respect that “Gateway to the Bay of Fundy” designation is reserved for the geographical area of Brier Island, Digby County.

 

 

            d)  Clean Energy Financing Program:

 

                        Information was shared regarding this program, which is an incentive program to aide homeowners in upgrading the energy efficiency of their homes.

 

 

 

1984

 

 

NEW BUSINESS

 

            a)  VIC Stats:

 

                        There were a total of one thousand eight hundred and three (1803) visitors at the VIC this past season, that’s one thousand and seventy two (1072) more than last year.

 

            b)  Business Award Dinner Tickets:

 

                        Council was asked as to how many would be attending the Business Awards Dinner on October 20th, 2016.  Councillors Quinlan, Baker, Stoddard, R Atkinson, S Atkinson and Mayor Stoddart will be attending.

 

            c)  Halloween Patrol:

 

                        Public Works employees will, once again, be patrolling the streets on Halloween night to ward off any potential mischief makers.

 

ADDITIONS TO THE AGENDA

 

            a)  Bonnie Symonds – VIC Manager

 

                        A thank you note was received and read from Bonnie Symonds, thanking Council for their continued support in employing her as the VIC manager.

 

            b)  Hunter Atkinson – Student Employee

 

                        A thank you note was also received from Hunter Atkinson expressing his gratitude for the last two years of employment.

 

            c)  Citizens Concerns:

 

                        Councillors Quinlan, Baker and R Atkinson all brought some concerns from the local citizens to the table.  They included a dangerous road crossing from Bruce St across Main St., protruding nails on the boardwalk, squeaky swings at the playground interrupting sleep and a request from a citizen to borrow or use town property without getting consent to do so from the proper authorities.

                        Councillor Brannen motioned that a crosswalk and the appropriate signs be put from the sidewalk coming up Bruce St across Main St.  Councillor Quinlan seconded this motion, motion carried.

 

 

 

1985

                      

          

                        Councillor Quinlan motioned that any Town property or equipment that is asked to be borrowed, the borrowee needs to obtain permission from the Clerk, Mayor, or Council and that a sign out and in sheet be signed and dated.  Councillor Brannen seconded this motion, motion carried.

 

 

At 9:15pm, and there being no other business to discuss, Councillor S Atkinson motioned to adjourn.
