Town of Clark's Harbour : Town Minutes - November, 2023Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2385 Regular Session Town Council November 08, 2023 The Regular Session was called to order by Mayor Stoddard at 7pm with Councillors Irene Baker, Trudy Quinlan, Louann Link and Russell Atkinson present. ADDITIONS TO THE AGENDA: Office Hours At 8pm, Councillor Baker motioned to move in camera to discuss a change in office hours, Councillor Link seconded the motion, motion carried. At 8:05pm, Councillor Baker motioned to move out of camera, Councillor Link seconded the motion, motion carried. Councillor Atkinson motioned, seconded by Councillor Link, that the office hours be changed to the following: Monday to Thursday 8am to 3:30pm and Friday 8am to 1pm commencing November 14, 2023, all were in favor, motion carried. Haunted House Volunteers The haunted house had another successful year with revenues of ten thousand, one hundred fifty thousand dollars ($10,150). Councillor Baker motioned, seconded by Councillor Quinlan to award the volunteers twenty-one hundred dollars ($2100) for a job well done, all were in favor, motion carried. Regular Council Meeting Change Due to employment obligations, Councillor Baker had inquired about changing the meeting nights from the first Wednesday of each month to the first Tuesday of each month. Councillor Baker motioned, seconded by Councillor Link that for February and March of 2024, the regular meeting of Council be held on the first Tuesday of the month, and January, because of the holidays, the meeting be held on the 9th of the month, which is the second Tuesday, all were in favor, motion carried. 2386 Committee Appointments Councillor Atkinson motioned, seconded by Councillor Baker that all 2024/2025 committee members remain the same as in 2023/2024, motion carried. APPROVAL OF THE AGENDA: It was moved by Councillor Quinlan and seconded by Councillor Atkinson that the agenda as well as the additions be approved as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Link and seconded by Councillor Atkinson that the minutes from the previous meeting be approved as circulated. Motion carried unanimously. APPOINTMENTS: None MATTERS ARISING FROM THE MINUTES: Wastewater Treatment Facility Council was presented with four (4) options regarding the Wastewater Treatment Facility and the possibility of partnering with the Municipality of Barrington each with their own advantages and disadvantages. They were asked by Mayor Stoddard to consider each one carefully and that a motion would need to be made at a meeting to be held on the 15th of November 2023, commencing at 6:30pm, to move forward. The options are: Joint Ownership and Operation Shared Capital Upgrades with Independent Operations Shared Operations with Independent Capital Upgrades Full Town Ownership with the MOB as a Paying Customer Mechanical Thumb for Backhoe At the May 3rd meeting, it was motioned to obtain a price for a mechanical thumb for the backhoe. The price of thirty-one hundred dollars ($3100) would secure one from Toromont Cat. Councillor Baker motioned, seconded by Councillor Atkinson, that the mechanical thumb be purchased from Toromont Cat, motion carried. 2387 REPORTS: Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Recreation: Breakfast with Santa will be held December 02, 2023, commencing at 9:30am. Building Inspector Report: No permits were issued for the month of October. Mayor/Councillors: Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council. CORRESPONDENCE: All relevant correspondence was shared with Council via email and only that that required action is listed below. a) Region 6 Solid Waste Management If the Town needs representation for their participation in the Extended Producer Responsibility for products, packaging and paper, Councillor Baker motioned, seconded by Councillor Atkinson, that Christine McClare, regional coordinator for Region 6, be appointed as the Town’s representative, motion carried. BMHS Remembrance Day Service Mayor Stoddard will be attending the service at BMHS. 2388 NEW BUSINESS: Deed Transfer Tax The deed transfer tax for the month of October was twelve hundred and fifty dollars. ($1250) Holiday Bonuses Councillor Link motioned, seconded by Councillor Quinlan, that the full-time employees receive a five hundred dollars ($500) and the cleaner receive two hundred and fifty dollars ($250), motion carried. Financial Review The Clerk presented Council the financials as of the end of October 2023, except for some street improvements, which were not budgeted for, all else was on par. Transfer of Capital Funds to General Operating The Clerk presented to Council the Capital projects completed to date, as there is no other projects slated to be started/ending before year end, she asked permission to transfer eighty three thousand, fifty nine dollars ($83 059) from Capital Reserve to General Operating to cover the costs of the completed projects. Councillor Atkinson motioned, seconded by Councillor Quinlan, to authorize the transfer, motion carried. Computer Server Replacement After experiencing many breakdowns and disruptions from the current Server, the Clerk inquired about a replacement. A quote was received from IT Real Simple in the amount of seven thousand ($7000). It was decided to move forward with the purchase of the new Server. Councillor Atkinson motioned, seconded by Councillor Baker to approve the purchase of a new server from IT Real Simple, motion carried. Guarantee Investment Certificates At the previous meeting (October 6, 2023) the Clerk received permission to reinvest the current GIC’s, upon closer inspection of the reserve accounts it was decided that there should be more invested than just the current GIC investment. Councillor Baker motioned, seconded by Councillor Atkinson, that five hundred and thirty thousand (530K) of the Capital Reserve be used to purchase a one year cashable GIC, two hundred and seventy thousand (270K) of the Operating 2389 Reserve be used to purchase a one year cashable GIC and that seventy four thousand five hundred (74.5K) of the Canada Community Building Fund be used to purchase a one year cashable GIC, motion carried Holiday House Decorating Contest The Town will once again will be doing the Holiday House Decorating Contest, details will be shared soon. Lighthouse Lens The Mayor received a call from the Cape Sable Historical Society asking if the Town would be interested in the lighthouse lens that was once a part of the Cape Sable Lighthouse. Council suggested that the Historical Society contact other museums in the province to see if there is interest.
