Each set of minutes are separated by a horiztonal line. 2181 Regular Session Town Council November 06, 2019 The Regular Session of Town Council was called to order by Mayor Stoddart at 6:55 pm with Councillor Stoddard, Councillor Quinlan, Councillor Link, Councillor Baker and Councillor Atkinson present. Councillor Newell was unable to attend. ADDITIONS TO THE AGENDA: Comfort Center Christmas party APPROVAL OF THE AGENDA: It was moved by Councillor Stoddard, seconded by Councillor Quinlan to approve the agenda as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Quinlan and seconded by Councillor Link to approve the previous minutes. Motion Carried APPOINTMENTS: Brennan Brannen Brennan met with Town Council and made a presentation to Create Awareness to Council members about the AFF Atlantic Fisheries Fund. MATTERS ARISING FROM THE MINUTES: None. 2182 REPORTS Streets, Sewers and Unsightly Premises: Public Works Report was presented to Council and discussed. No issues arising from report. Council discussed the concern of having two dwellings on one property. It was moved by Councillor Atkinson and seconded by Councillor Stoddard that a letter be sent to the property owner stating that they are in violation of the Town of Clark’s Harbour Land use By law, that it is illegal to have 2 dwellings on one lot and it is illegal for a camper to be used for permanent human habitation. The property owner is to be given 2 weeks to have the camper removed from the property as a residence. Motion carried. Recreation: Ball Park Back stop : A bid was taken from ARB Scott’s Masonry for $2900 for installation of a concrete wall to support a new backstop for the F A Brannen Memorial Ball park. It was moved by Councillor Stoddard and seconded by Councillor Quinlan that the bid be accepted and that if possible the work be completed in November weather permitting if not then the work be done in the spring when the weather is more favorable. Motion carried. Building Inspectors Report: October : 1 demolition permit Issued . Mayor/Councillors: Councillor Quinlan, Mayor Stoddart and Town Clerk, reported information on the most recent meetings they attended. CORRESPONDENCE: Colton Leblanc: Colton reached out to Councillors and the Mayor to schedule a meeting, it was decided that they could meet with Colton on Dec 4 530pm before the next regular meeting of Council. 2183 Andrea Mood-Nickerson : An e-mail was read to Council from Andrea Mood- Nickerson, inviting anyone to attend an information session concerning the proposed New Recreation Facility. The meeting is at Forest Ridge Academy on November 13, 7pm. NEW BUSINESS: New Year’s Levy: After some discussion amongst Council it was determined that there will not be a 2020 New Years’ Levy this year. It was held in 2019 to commemorate the 100 year anniversary of the Town Dog By Law: Residents registering their dogs. This is not a new practice and has always been part of the Dog By-Law. It was moved by Councillor Stoddard and seconded by Councillor Atkinson that a notification be sent out to residents telling them that beginning in May 2020 they will have to come to Town Hall and register each dog, in return they will be issued a dog tag for each dog they own for a cost of $5 per tag renewable each year in May. Motion carried. Roofing Tender- Seaside Heritage Hall : It was moved by Councillor Baker and seconded by Councillor Quinlan that The Clerk send out invitations for tender of Shingling or Installation of Metal Roofing for The Seaside Heritage Hall. Motion carried. Painting of Town Hall: It was moved by Councillor Baker and seconded by Councillor Quinlan that The Clerk send out invitations for tender for painting of the Town Hall next spring. Motion carried. Clerk Requesting Approval: The clerk requested approval of council to accept revisions to fiscal 19-20 budget, revisions were necessary to transfer $10,692 from Environmental Health Expense to Capital Expense for the purchase of Pumps. It was moved by Councillor Baker and seconded by Councillor Atkinson that the revision be approved and accepted. Motion carried. Clerk Requesting Approval: The Clerk was requesting approval of the revision of The CIP 19-20 year 1 schedule 2. Street upgrading and purchase and installment of lift station pumps. It was moved by Councillor Atkinson and seconded by Councillor Baker that the two projects be approved. Motion carried. 2184 Additions to the Agenda Christmas Party: Planning for Breakfast with Santa and the Clark’s Harbour annual Christmas Party are well underway. Clark’s Harbour Christmas Party will be held on Friday December 6th, Breakfast with Santa will be on Saturday Dec 7th. Comfort Center: Mayor Stoddart attended a meeting with EMO regarding protocol for the opening of Comfort Centers in our area should an emergency situation arise. Mayor Stoddart went over with Councillors some of the discussion held at the meeting. EMO and Comfort Center representatives are in the process of continuing discussions. As there was no further business it was moved by Councillor Stoddard the meeting be adjourned at 10:05 pm.
