Town Council

November 01, 2017

                                                                                                                         

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7pm with Councillors Irene Baker, Russell Atkinson, Cara Newell, Trudy Quinlan, Louann Link and Rex Stoddard present.

APPROVAL OF THE AGENDA:

 

            It was moved by Councillor Stoddard and seconded by Councillor Quinlan to approve the agenda as well as the additions as circulated.  Motion carried.

 

APPROVAL OF THE PREVIOUS MINUTES:

 

            It was moved by Councillor Newell and seconded by Councillor Quinlan to approve the previous minutes.  Motion carried.

REPORTS

 

Streets, Sewers and Unsightly Premises: 

            The report was read and discussed.  

 

Recreation:

             No report available for this period.

 

Building Inspectors Report:

            There were no permits issued for the month of October.

 

Fire:

                        No report available for this period.

 

            Police:

                         No police report available at this time.

 

            Mayor/Councillors:

                        Mayor Stoddart, Councillors Quinlan, Newell, and Link gave an update on their activities and meetings since the last regular meeting of Council.

                      

 

CORRESPONDENCE: 

 

            a)  Shelburne County Housing Coalition:

                        The Shelburne County Housing Coalition is asking The Town of Clark’s Harbour to pass a motion in support of proposed resolutions, both federal and provincial, relating to affordable housing at the UNSM conference being held later this fall. They were also asking for support to advocate for the inclusion of additional resolutions, such as to allow municipalities to sell or lease property and/or land at a price less than market value to the private sector for the purpose of affordable housing development, to enter into an agreement with the private sector for phasing-in freeze of assessments before renovations for the purpose of affordable housing and to extend the definition whom municipal housing corporations are for to include all citizens of the municipality.

                        This needs more exploratory within the federal and provincial governments as well as municipal units to determine what the overall financial burden these proposed resolutions would ensue on the property tax payer, therefore it was Council’s decision to table this request at this time.

            b)  Town of Lockeport:

                        The Town of Clark’s Harbour received a copy of a letter from the Town of Lockeport stipulating that they would not be in favour of the Shelburne County Tourism Partners Proposal.

                      

            c)  Town of Shelburne:

                        The Town of Shelburne was seeking support in the form of a letter to the NS Health Authority for a Dialysis Unit at the Roseway Hospital.

                        Council felt that until they could determine if the Barrington and Area Dialysis Unit Committee had gone defunct and were no longer seeking a dialysis unit for Barrington, they could not support another region at this time.

                        Councillor Link motioned, seconded by Councillor Quinlan, to find out if the Barrington Dialysis Group were still advocating for a kidney dialysis unit in Barrington before supporting a dialysis unit at another location.  Motion carried.

 

            d)  UNSM – Cannabis Update and Information:

                        Correspondence was received from the Union of Nova Scotia Municipalities, updating the process of the legalization of cannabis and what potential municipal issues and concerns this may create.

 

            e)  NS Shellfish Working Group meeting:

                        An invitation was received from the Nova Scotia Shellfish Working Group that a meeting will be held on November 8th, 2017 at 10 am at the Bedford Institute of Oceanography.  The classification of Shelburne County beaches are the topic of discussion.

                      

                      

                      

NEW BUSINESS

 

            a) 2018 Fall Festival:

                        Tiffinni Atwood has messaged the Clerk regarding having a fall festival next year (2018) with events such as:  trunk or treat, children’s parade, pumpkin people, pumpkin bowling, face painting, photo booths, scarecrows, pumpkin carving and so on.

                        Council decided that they would like to meet with Tiffinni and those that would be putting this event together.

 

            b)  Remembrance Day Ceremonies:

                        Councillor Newell will be representing the Town of Clark’s Harbour on November 10th at the Barrington Municipal High School during their Remembrance Day Services.

                        Mayor Stoddart will lay the wreath during the Stone Church Ceremonies on November 11th.

ADDITIONS TO THE AGENDA

 

            a)  Yarmouth Hospital Foundation:

                        Correspondence was received from the Yarmouth Hospital Foundation thanking the Town of Clark’s Harbour for their contribution.   A 2016/2017 annual report is available for anyone interested to see how donor dollars have made a difference in the healthcare services provided to residents of Yarmouth, Shelburne and Digby.

 

            b)  Peewee AA Foggies:

                        A thank you card and a photograph of the Peewee AA Foggies Atlantic Championship game title winners were received from the Peewee AA Foggies.

 

            c)  Joint Police Advisory Board:

                        The Clerk was informed by the CAO of Barrington, Rob Frost, that the Town of Clark’s Harbour lacked a representative on the Joint Police Advisory Board.

                        Councillor Baker motioned, seconded by Councillor Newell, that a advertisement stating that we were seeking a representative be posted on our face book page, our website and in the local paper.  Motion carried.

            (Note:  Cecil Brannen volunteered for this position before these minutes could be posted)

                      

            d)  Downsizing of Council:

                        The Mayor asked those Councillors who had voted at a special meeting on May 10 2017 to reduce the size of Council if there was a change of heart before proceeding with proper protocol.  The decision remains, four (4) Councillors and one (1) Mayor will be voted for at the next municipal election in 2020.  An application will be made to the Nova Scotia Utility and Review Board.

 

            e)  Public Works Building:

                        A proposed new public works building for storage of the Town’s motorized vehicles and out of season paraphernalia was discussed.  It was suggested that if two thirds of the cost of this building could be granted federally and provincially, and then Council would then look at the overall picture to determine if there would be extra costs to the taxpayer.

 

            f)  Cannabis By-Law:

                        Mayor Stoddart stated that at a future meeting of Council, that a by-law regarding the use of cannabis, when it becomes legal, be considered.  When provincial legislation becomes available, these guidelines will be considered.

 

            g)  Haunted House Coordinators:

                        In previous years, the coordinators of the haunted house (Shannon O’Sullivan and Della Smith) had been granted a monetary donation, this year, instead of Council indicating to whom the grant should be awarded, it was decided that an overall budget be approved and that Shannon O’Sullivan would divvy up the money to which she thought was most deserving.

It was decided that $1400 be the total granted.  (This budget, having already been approved by Council as part of the overall budget, need not be motioned and seconded.)

   

As there was no other business to discuss, at 10:05pm Councillor Baker motioned that the meeting be adjourned.  Next regular meeting of Council will be Wednesday December 6th.
