Each set of minutes are separated by a horiztonal line.1936 Special Meeting Town Council November 06 2015 A Special Meeting of Town Council was called to order by Mayor Leigh Stoddart at 7:00pm with Councillors Cecil Brannen, Trudy Quinlan, Rex Stoddard, Sherry Atkinson, Russell Atkinson and Irene Baker present. Additions to the Agenda: No additions were added to the agenda. Approval of the Agenda: It was moved by Councillor Brannen and seconded by Councillor R Atkinson that the agenda be approved as presented. Motion carried. Appointment: Parnell Walker Council informed Parnell Walker that the Events Coordinator position with the Town had been eliminated and that the events (Volunteer Supper, Canada Day, Seniors Tea, Pumpkin Weigh off and the Haunted House) would be tendered out and that she could apply if she desired. It was motioned by Councillor Brannen and seconded by Councillor R Atkinson that the recreation committee become a committee of the whole. Motion carried. It was motioned by Councillor Brannen and seconded by Councillor Quinlan that Candace Nickerson, Shannon O’Sullivan and Della Smith be allowed to volunteer to organize the haunted house for 2016 only. Motion carried. It was motioned by Councillor S Atkinson and seconded by Councillor Brannen that Mayor Stoddart and the Town Clerk be the new administrators for the facebook page “What’s Happening in the Town of Clark’s Harbour” and that a filter be added to the page to monitor what could be posted. Motion carried. There will be a Town Christmas Party on December 4 2015 from 6:30pm to 9:30pm at the Legion at 12 Kenney Street. 1937 At 7:50pm it was moved by Councillor Brannen that the meeting be adjourned. Motion carried. ________________________ ________________________ Town Clerk Mayor November 3, 2015 - Special Meeting - In Camera Town Council.............Town of Clark's Harbour A discussion took place regarding the events coordinator position. After much discussion, it was decided to go out of camera. Moved by Sherry and seconded by Rex that we go out of camera. Motion passed. A meeting was called to deal with the events coordinator. It was moved by Sherry and seconded by Rex that we eliminate the events coordinator job, that we bring Parnell in to explain to her our decision and that the individual events for the coming year will be put out for advertisement and she can apply if she wishes. Date for that meeting was set for Friday, November 6th, 2015 at 7:00 pm. Motion passed. Meeting was then adjourned. 1933 Regular Session Town Council November 03, 2015 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7:00pm with Councillors Rex Stoddard, Cecil Brannen, Sherry Atkinson, Trudy Quinlan, Irene Baker and Russell Atkinson present. Additions to the Agenda There were no additions to the agenda. Approval of the Agenda: It was moved by Councillor Baker and seconded by Councillor R Atkinson that the Agenda be approved as circulated. Motion carried. Approval of Previous Minutes: It was moved by Councillor Stoddard and seconded by Councillor S Atkinson that the Minutes from the previous meeting be approved as circulated. Motion carried. APPOINTMENTS: a) Sheila Bird from the Shelburne County Housing Coalition was present to discuss with Council the need for affordable, inclusive, and supportive housing options in Shelburne County. A power point presentation was made showing the statistics in Digby, Shelburne, and Yarmouth counties for the need of this type of housing. MATTERS ARISING FROM THE MINUTES: a) Recognition plaques for home and/or business improvements – New-Gore Lobster Limited, Wally and Shirlene Blades, and Freddie and Helen Blades. REPORTS Streets, Sewers and Unsightly Premises: The Public Works Report presented to Council was read and discussed. Recreation: No recreation report was presented. 1934 Building Inspectors Report: The Building Inspectors Report for October was presented. There were two building permits issued in October with an estimated value of $42 000. Fire: There was no Fire report available. Police: There was no Police Report available. Mayor/Councillors: Councillor S Atkinson reported on a Region 6 meeting she had attended. Mayor Stoddart reported on a meeting he attended regarding the emergency room closures at Roseway Hospital in Shelburne. Councillor Baker reported on a meeting she attended for the Roseway Hospital Charitable Foundation. She also presented to Council some examples of monetary contributions made by other municipalities and towns of Shelburne County for this year and previous years to the Foundation for the Student Sponsorship Program. Councillor S Atkinson made a motion to grant this program $300 from the Town of Clarks Harbour; the motion was seconded by Councillor Baker. Motion carried. CORRESPONDENCE The Town received a letter from the Royal Canadian Legion, branch # 342, Clarks Harbour stating that they no longer required a phone service in their meeting room, and asked the town to take over the account. Councillor S Atkinson motioned, seconded by Councillor Brannen that the Town offer to pay half of their phone expense account. Motion carried. NEW BUSINESS a) Mayor Stoddart and Councillor S Atkinson volunteered to lay the Remembrance Day Wreaths at the Stone Church and the Barrington Municipal High School, respectively. b) Events Coordinator/Personnel – At 8:35 Council entered into an ‘in camera’ session to discuss the position of the Events Coordinator, Parnell Walker; the Town Clerk was asked to leave the meeting at this time and Councillor S Atkinson took over the minutes of the rest of the meeting.
