Each set of minutes are separated by a horiztonal line. 1967 Special Meeting Town Council May 17, 2016 A Special Meeting of Town Council was called to order by Mayor Leigh Stoddart at 7:00 pm with Councillors Trudy Quinlan, Rex Stoddard, Sherry Atkinson, Russell Atkinson and Irene Baker present. Councillor Cecil Brannen was absent. Additions to the Agenda: No additions were added to the agenda. Approval of the Agenda: It was moved by Councillor Stoddard and seconded by Councillor S Atkinson that the agenda be approved as presented. Motion carried. Personnel Committee Recommendations: It was motioned by Councillor S Atkinson and seconded by Councillor Quinlan to accept the recommendation from the Personnel Committee to hire Drew Amirault as CAP employee and Ridge Penney for parks. Motion carried. Litter Clean Up: A letter was received from a grade nine student at Barrington Municipal High School, Dilanya Premachandra, who expressed interest in the litter cleanup of Main Street in the Town of Clark’s Harbour. She stated that her, and a group of friends would be interested in this endeavor and that she would donate the full amount of money ($600) to the Rosalin Nickerson “Care” Fund Society. Councillor Quinlan motioned that the Town hire Dilanya Premachandra to do the litter clean up, Councillor R Atkinson seconded this motion, motion carried. RCMP Meet and Greet: In celebration of RCMP Week, there will be a RCMP/CAO meet and greet held at the Visitor Information Centre, Barrington, NS, on Thursday, May 19 2016. Everyone is welcome. At 7:45pm it was moved by Councillor Baker that the meeting be adjourned. Motion carried. __________________________ _______________________ Town Clerk Mayor 1966 Personnel Committee May 17, 2016 A meeting of the Personnel Committee, to conduct interviews, was called to order by Mayor Leigh Stoddart at 6:30pm with Councillors Russell Atkinson and Rex Stoddard in attendance, Councillor Cecil Brannen was absent. There were no additions to the Agenda. It was moved by Councillor Stoddard and seconded by Councillor R Atkinson to approve the agenda as circulated. Motion carried. Interviews: Two students were present for interviews, Ridge Penney and Drew Amirault. Demiah Symonds and Hunter Atkinson, whom had both were employed by the Town in the previous year were being rehired for the same positions in which they had worked previously. It was motioned by Councillor R Atkinson, and seconded by Councillor Stoddard that the Personnel Committee recommends to Council that Drew Amirault be hired as the CAP student, and that Ridge Penney be hired as the second parks maintenance person. Motion carried. The meeting was adjourned at 6:55 pm. ________________________ ________________________ Town Clerk Mayor 1962 Regular Session Town Council May 3, 2016 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7:00pm with Councillors Rex Stoddard, Sherry Atkinson, Trudy Quinlan, Irene Baker, Cecil Brannen and Russell Atkinson present. ADDITIONS TO THE AGENDA a) Scotia Fundy Inshore Fisherman’s Association b) CAP – Councillor S Atkinson APPROVAL OF THE AGENDA: It was moved by Councillor Brannen and seconded by Councillor Quinlan to approve the agenda, as well as the additions, as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Stoddard and seconded by Councillor R Atkinson to approve the previous minutes. Motion carried. APPOINTMENTS: There were no appointments. MATTERS ARISING FROM THE MINUTES: a) Paving Project Tenders Two tenders were received for the Town’s 2016/2017 paving projects, which includes patch work throughout the Town and the repaving and shouldering of Woodland Street. Town and Country presented of tender of $50 144.84 to cap Woodland Street, $4 561.00 for the patch work, and $1 000 to $1 500 for shouldering. LaHave Paving presented a tender of $71 500.00 for Woodland Street, $6 890.00 for the patch work and there was no tender for shouldering. Councillor Stoddard motioned that the project be awarded to Town and Country, Councillor S Atkinson seconded this motion, motion carried. 1963 b) Property Tenders There were no tenders received for the properties that the Town had acquired during a tax sale. These properties being that of the ‘Bowling Alley’ and a vacant piece of land located behind the Leahy residence. Councillor R Atkinson motioned that they be listed with East Bay Realty for taxes, expenses, and commissions owed. Councillor Stoddard seconded this motion, motion carried. REPORTS Streets, Sewers and Unsightly Premises: The monthly report was read and discussed. Council also discussed the amount of litter that is alongside of Main Street and in the ditches. In a motion made by Councillor Stoddard that the Town hire someone to clean up the roadside for $100 per kilometer, Main Street only, which is approximately 3 kilometers long. Councillor R Atkinson seconded this motion, motion carried. Recreation: There was no recreation report available at this time. Building Inspectors Report: The annual building permit report for the Town of Clark’s Harbour was presented. There were fourteen permits issued for the 2015/2016 fiscal year, totaling $356 500. The building permit report for April 2016 was presented. There was one permit issued in the amount of $70 000. Fire: There was no Fire report available. Police: Councillors Quinlan and Brannen gave a report of a police advisory meeting they had attended on April 20 2016. One of the topics that was discussed at this meeting was the use of a mobile speed detector. Councillor Quinlan motioned that a letter be written to the Department of Transportation to request one of these units for the Town of Clark’s Harbour, Councillor Brannen seconded this motion, motion carried. Mayor/Councillors: Councillor S Atkinson reported on a meeting she attended for the Shelburne Coalition for Affordable Housing in Shelburne County on April 7th 2016. CORRESPONDENCE a) UNSM –Request for Applications to serve on Fire Study UNSM was seeking an elected official to serve on the Working Committee to oversee the work of the consultant whom is reviewing fire services throughout the province. 1964 b) Queen of Hearts Dory Club The Queen of Hearts Dory Club requested from the Town of Clark’s Harbour the sum of $1 500.00 to go towards the purchase of a new dory which costs $6 000.00. Councillor Baker motioned that the Town donate $1 000.00 toward the cost of a new dory, and that the club have the option of the litter clean up, Councillor Stoddard seconded that motion. Motion carried. c) Municipality of Shelburne – Penny Smith – 150th Anniversary of Confederation An inquiry was received from Penny Smith, Municipal Clerk with the Municipality of Shelburne, regarding the 150th anniversary of Confederation, if the Town had planned any events surrounding this and if the Town would be interested in partnering with the neighboring units to celebrate this. Council stated that the Town already celebrates Canada Day in a big way and that if any of the neighboring units would like to share in the costs of the fireworks for a bigger and better display, then that would be welcome. NEW BUSINESS a) Island and Barrington Passage Fire Department 2016/2017 Budget : The 2016/2017 Island and Barrington Passage Fire Department budget was presented to Council. Clark’s Harbour’s share of that budget is $32 118.00, Councillor Brannen motioned that the budget be approved as circulated; Councillor S Atkinson seconded this motion. Motion carried. b) Marjory Ross Property – Sculptured Lion: The property on which the sculptured lion resides was offered to the Town Of Clark’s Harbour for the amount of $20 000.00. This offer was declined at this time. c) Warren/Marlene Smith Property: A piece of property owned by Warren and Marlene Smith, the corner of Saunders and Main Street, was offered to the Town of Clark’s Harbour for the price of $10 000.00. After much discussion, Councillor Quinlan motioned that the Town purchase this property for $10 000.00 to set up a park, Councillor R Atkinson seconded this motion. Motion carried. d) Complaints Policy: The handling of complaints was discussed and in a motion by Councillor Stoddard, it was stated that a written complaint must be received by the Town before any action can be taken, Councillor Quinlan seconded this motion, motion carried. 1965 e) 2011 Dodge Ram Repairs: Due to a mishap between this vehicle and that of Wayne Newell’s during garbage collection, some repairs are required. There were three estimates received, Victor Powers, Shelburne in the amount of $750.00, Allan Christie’s Body Shop in the amount of $807.70 and Hubert’s Collision Centre in the amount of $780.93. Councillor Stoddard motioned that Allan Christie’s Body Shop be awarded the tender for the repairs. Councillor Quinlan seconded this motion, motion carried. f) Student Applications: There were five student applications for the three possible positions available. May 16th at 6:30pm is the date that interviews will take place. ADDITIONS TO THE AGENDA: a) Scotia Fundy Inshore Fisherman’s Association: Judith Maxwell, representative for the Scotia Fundy Inshore Fisherman’s Association, expressed interest in expanding their office space in the old Visitor Information Centre in which they have an office. Councillor S Atkinson motioned that for the extra office space the rent be increased to $750 a month and that any renovations required be carried out by the Public Works employees. Councillor Brannen seconded this motion, motion carried. b) CAP Program: Following a CAP (Community Access Program) meeting in Yarmouth, Councillor S Atkinson expressed concern that funding for this program was coming to an end. This may be the last year for funding, and it wasn’t positive that all regions would get their funding this summer, which would eliminate a job position within the Town. The Clerk was instructed to write a letter to CAP representative, Ryan McKenzie, requesting that the Town of Clarks Harbour receive a CAP student for this summer.
