Each set of minutes are separated by a horiztonal line.1915 Recreation Committee May 12, 2015 A meeting of the Recreation Committee was called to order by Mayor Leigh Stoddart at 6:30pm with Councillors Russell Atkinson, Trudy Quinlan, Irene Baker, Rex Stoddard and Special Events Coordinator Parnell Walker. The Recreation Committee discussed the Walk Away the Pounds program, the Volunteer supper, the planned events for July 1st celebrations, the Seniors Tea, the pumpkin weigh off, the haunted house and Halloween parade and the Christmas Social. Events coordinator Parnell Walker brought new ideas to the table for the July 1st celebration week. They included the Darren Hudson’s Axe Competition, Musical entertainment by “Day & Night”, a Teeny Tot pageant, and a Street Dance and beer barn to be held at the ball field on June 27th. Regarding the street dance and beer barn, it was moved by Councillor R Atkinson and seconded by Councillor Quinlan that the recreation committee recommend to Council that this event be held. Motion carried. The meeting was adjourned at 7:30 pm by a motion made by Councillor Baker and seconded by Councillor Quinlan __________________________ __________________________ Town Clerk Mayor 1912 Regular Session Town Council May 05, 2015 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7:00pm with Councillors Rex Stoddard, Cecil Brannen, Russell Atkinson, and Sherry Atkinson, Irene Baker and Trudy Quinlan present. Additions to the Agenda: There were no additions to the agenda. Approval of the Agenda: It was moved by Councillor Brannen and seconded by Councillor S Atkinson that the Agenda be approved as circulated. Motion carried. Approval of Previous Minutes: It was moved by Councillor R. Atkinson and seconded by Councillor Quinlan that the Minutes from the previous meeting be approved as circulated. Motion carried. APPOINTMENTS There were no appointments. MATTERS ARISING FROM THE MINUTES a) Legion Fire Alarm System: Two quotes were received for the installation of a fire alarm dialer system for the legion. One from Dorey’s Security Systems for $1450.00 and one from DBM Research for $1275.00, as the quote from DBM Research was missing the monthly monitoring fee, Council requested that once that fee was determined, the Clerk and Mayor was then charged with choosing the more economical choice. REPORTS Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Council also discussed the amount of garbage that was in the ditches along Main Street; the Clerk was instructed to contact the Barrington Municipal High School to inquire of students that may be looking for volunteer hours, and is interested in taking on this project. They also expressed concerns about the conditions of School Street Extension, Courtney Street and Boundary Street. Public Works personnel will be notified of this. 1913 Recreation: A Recreation Committee meeting will be held on May 12 2015 at 6:30pm in Council Chambers. The Sunday ball schedule will remain as in previous years, which is that no games be held before 2pm on every other Sunday, unless it’s a tournament. Building Inspectors Report: The Annual Building Permit Report was presented and discussed. Total permit values for residential for the year was $118 500 and for commercial was $845 900, totalling $964 400 for the 2014/2015 fiscal year. There was one building permit issued in April 2015 with an estimated value of $37 000. Fire: There was no Fire Report for March. Police: There was no Police Report for March. Mayor/Councillors: Councillor Quinlan reported on a SASI meeting that she attended. She stated that the group had great concerns over the Child Protection Services closure of the Department of Community Services in Barrington and the impact it would have on the children in need of this service in our area. The Land Use by-laws was discussed and it was moved by Councillor R. Atkinson and seconded by Councillor S. Atkinson that the Land Use by-laws be put on our website. Motion carried. CORRESPONDENCE VON: A letter was received from VON Canada asking Council to declare the week of May 17-23 2015 VON week. It was moved by Councillor Baker and seconded by Councillor Brannen that Council recognize this. Motion carried. Everything Lobster Society: Correspondence was received from Everything Lobster Society asking for a donation, monetary or otherwise, to assist in their “Monte Carlo Night” fundraiser. It was motioned by Councillor R. Atkinson and seconded by Councillor Brannen that this request is denied at this time. Motion carried. Sou’West Nova Transit: A letter was received from Sou’West Nova Transit Association to make Council aware that there have been several cuts in programs that assisted their clients, mainly Seniors; Lend a Hand program, administered by Continuing Care, has been cut and the Department of Community Services has enforced spending caps on some trips. Tri County Pregnancy Care: A letter of thanks was received from the Tri County Pregnancy Care Centre for our donation. 1914 Municipality of Shelburne: A copy of letter to Dr Peter W. Vaughan, Deputy Minister, Department of Health and Wellness, was received from the Municipality of Shelburne regarding the Barrington/CSI Dialysis Support Group. It was read and discussed. NEW BUSINESS Banners: It was moved by Councillor S. Atkinson and seconded by Councillor Brannen that 6 pole banners be purchased by the Town at a cost of $160.00 each to advertise the Town’s events, such as July 1st celebrations, Senior’s Tea, Cape Days, Pumpkin Weigh off, the Haunted House and the Town’s Annual Christmas Party. Motion carried. Old VIC Rental: It was motioned by Councillor Brannen and seconded by Councillor Stoddard that the rent for the Old Visitor Information Centre be increased by $50.00 per month to $500.00. Motion carried. Gerald Keddy Tribute: It was moved by Councillor S. Atkinson and seconded by Councillor Stoddard that a ticket be purchased for Mayor Stoddart at the price of $75.00 to attend the tribute to Gerald Keddy Supper. Motion carried. Summer Student Applications: To be considered on May 26 2015. Tentatively, interviews will be held on June 3rd 2015 in Council Chambers. Tourist Bureau/Museum: It was moved by Councillor Baker and seconded by Councillor Quinlan to advertise for the position of Visitor Information Centre Manager, for this season only, as the current manager is out on sick leave. Motion carried. Barrington Passage and Island Fire Dept Budget: It was moved by Councillor Quinlan and seconded by Councillor Baker to accept the fire department budget as presented. Motion carried. Legion – Wedding Reception/Dance: It was motioned by Councillor Quinlan and seconded by Councillor Baker that Chelsea Pettigrew and Shane Atwood are allowed to hold a wedding reception and dance, by invitation only, on July 31st 2015. Motion carried.
