Each set of minutes are separated by a horiztonal line. 2350 Regular Session Town Council March 01, 2023 The Regular Session was called to order by Mayor Stoddard at 7:00 pm with Councillors Russell Atkinson, Irene Baker and Louann Link (arrived 7:02) present. Regrets from Councillor Quinlan, absent due to an out of area medical appointment. ADDITIONS TO THE AGENDA: a) Transfer to Special Reserve Loan payments in the amount of twenty four thousand and nine hundred and twenty one dollars and sixty seven cents ($24 921.67) is due to be repaid to the Special Reserve Fund. Councillor Baker motioned that the Clerk transfer that amount from the Operating Account to the Special Reserve account, Councillor Link seconded the motion, motion carried. b) Letter of Appreciation Councillor Baker motioned to write a letter to Suzy Powly commending her on her willingness to share events happening in the Town of Clark’s Harbour on the social media platforms that she administers, Councillor Link seconded the motion, motion carried. APPROVAL OF THE AGENDA: It was moved by Councillor baker and seconded by Councillor Atkinson that the agenda as well as the additions be approved as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Atkinson and seconded by Councillor Baker that the minutes from the previous meeting be approved as circulated. Motion carried unanimously. APPOINTMENTS: No appointments 2351 MATTERS ARISING FROM THE MINUTES: a) Draft Dog By Law Councillor Atkinson motioned to accept the draft dog by law and to consult with the Town’s Solicitor to move forward with the final, Councillor Link seconded the motion, motion carried. b) REMO – Regional Emergency Measures Organization Councillor Baker motioned to accept the REMO agreement between the Municipalities of Barrington and Shelburne and the Town’s of Clark’s Harbour, Lockeport and Shelburne, Councillor Atkinson seconded the motion, motion carried. c) 2023/2024 Preapproved Grants Councillor Baker motioned to grant the organizations the allotted amounts discussed if requested, Councillor Atkinson seconded the motion, motion carried. d) Recreational Shared Service Review As per agreement made in 2021, the first year of the recreational shared service with the Municipality of Barrington, this service was reviewed. Councillor Baker motioned to continue with the agreement, Councillor Link seconded the motion, motion carried. e) Augusta Nickerson Recognition Ideas At the last regular meeting of Council, former mayor Leigh Stoddart (who was approached by a family member of a late mayor, Augusta Nickerson) asked that Council present some ideas in which to acknowledge her accomplishments during her years as mayor and that of a school teacher. Some of the ideas was that of a bench, a donation of books to the library and/or a plaque in her memory. REPORTS: Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. 2352 Recreation: At the last regular meeting of Council, the idea of a pickleball court was discussed for the fenced in paved area adjacent to the Town’s children playground. Mayor Stoddard measured the area in question, and it was thought that two courts could be occupied by the space provided. Councillor Link motioned to purchase nets and related items for pickleball, Councillor Baker seconded the motion, motion carried. The tentative date for the Seniors Garden Party was set for the 16th of August, 2023. Building Inspector Report: No report was available. Mayor/Councillors: Mayor Stoddard was approached by a reporter from Saltwater Publications to discuss the vacant office space which in the past was occupied by a doctor and a nurse practitioner. This was a follow-up from an interview Councillor Link did in an unrelated (related?) matter. CTV News has also requested an interview, which is slated for Wednesday, March 08, 2023. CORRESPONDENCE: a) Kids Fair Play Fund Contribution Proposal Adam Dedrick presented a proposal to the Mayors/Wardens and CAO’s/Clerks at their monthly five municipal unit meeting on the 15th of February in which a funding formula be considered for the Kids’ Fair Play Fund. This funding formula is based on the population of each unit in Shelburne County. The amount that was formulated for the Town of Clark’s Harbour was in the amount of five hundred ($500) dollars per year (this was discussed during the deliberations of preapprove grants, above). The Town requests a written request by organizations that needs funding and although Council agreed to the amount in the proposal, a written request is still required. NEW BUSINESS: a) Barrington and Island Fire Department Budget Each year since amalgamation, the Barrington and Island Fire Department presents a budget for approval in which the Town’s share of contributions is highlighted. It was discovered that the funding formula was outdated and that the fire rate allocated for this area of 12.9% per 100 dollars of the uniform assessment be considered instead. This not only expedites budgetary consultation, but also the Clerk/Treasurer needs not to wait for a Barrington and Island Fire Department budget to be prepared. 2353 The Town’s share for 2023/2024 is fifty three thousand, three hundred and fifty dollars ($53,350), which is about 1500 dollars less than previous years. Councillor Link motioned to accept the budget as presented, Councillor Atkinson seconded the motion, motion carried. b) Boardwalk Seawall Mayor Stoddard consulted with Council the need for the boardwalk seawall to be repaired and/or modified to prevent further erosion along that area as well as to protect the boardwalk. Council requested that the Mayor obtain quotes from three local contractors before making a final decision.
