Town of Clark's Harbour : Town Minutes - March, 2019Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2133 Regular Session Town Council March 6, 2019 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:54pm with Councillor Stoddard, Councillor Quinlan, Councillor Baker, Councillor Link, Councillor Atkinson and Councillor Newell all in attendance. ADDITIONS TO THE AGENDA: Household pickup memo Logo Design For 100th Anniversary Garbage Can Cover Request APPROVAL OF THE AGENDA: It was moved by Councillor Newell, seconded by Councillor Atkinson to approve the agenda as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Stoddard and seconded by Councillor Quinlan to approve the previous minutes. Motion Carried APPOINTMENTS: No Appointments 2134 MATTERS ARISING FROM THE MINUTES: There were no Matters from the previous minutes REPORTS Streets, Sewers and Unsightly Premises: Report was presented to Council and discussed. It was requested by council that because of some recent problems with the sewer lines being plugged, a memo be sent to residents. Recreation: Sheena and Billy Pace presented drafts for the Community garden Beds. Work will start for clearing the land and getting it ready when the weather permits. Names may be submitted at Town Hall for a spot in the Garden. Building Inspectors Report: There was1 permit issued in February with an estimated value of $45,000 Mayor/Councillors: Councillor Quinlan reported of her most recent meeting with SASI CORRESPONDENCE: a. Letter from the Town of Shelburne A letter was read to Council from Mayor Karen Mattatall seeking support from Municipal Units of Nova Scotia, asking for a small portion 0.75% of the 18% HST collected, to be given back to municipal units. It was Moved by Councillor Baker and seconded by Councillor Quinlan that a letter of support be sent to the Town of Shelburne. Motion Carried. 2135 b Municipality of East Hants A copy of a letter was read to Council that The municipality of East Hants sent to Minister Chuck Porter .It was concerning time lines and rsvp dates of meetings. Meeting notices and RSVP dates were only 2 days apart and did not give many a chance to be able to attempt to attend. c Town of Westville A copy of a letter sent to Deputy Minister of Communities, Culture and Heritage from The Town of Westville was read to Council they wanted to voice their disappointment with how the proposed funding model for NS libraries was handled. There were no Municipalities at the table during discussions and there were significant increases for the Municipalities /Towns in upcoming 2020\2021 fiscal year. Considering Towns and Municipalities already cover significant expenses related to the libraries. d. News Release from NSFM A recent News Release letter was read to council about proposed changes by the Government of NS to Grant the provinces 50 municipalities greater autonomy on how they can expend money. NEW BUSINESS a) Advertise For Summer workers It was determined that it was time to advertise for help for the summer months for the Grounds keeping and Heritage Hall. It was moved by Councillor Quinlan and Seconded by Councillor Link that the Clerk put advertisements on the Town Website, Facebook, Job bank and Sou West Employment Services. Motion carried. b) Permission to Transfer Money It was requested by The Clerk for permission to transfer $43,600 from the GIC to the operating account to pay for the Courtney street paving project completed in the summer of 2018. It was moved by Councillor Stoddard and seconded by Councillor Newell that the funds may be transferred. Motion carried. 2136 c) Loan Renewal The loan from The Royal bank has come up for Renewal. A new Interest rate had to be chosen either Variable of prime +1.25% or Fixed 4.48%.. It was moved by Councillor Quinlan and seconded by Councillor Baker that the Town take the Fixed Rate @ 4.48%. Motion carried. d) Senior Services Funding Senior Services Shelburne County, proposed a new 2 year agreement as the previous 3 year term ends on March 31 2019, funding from the Town of Clarks Harbour, requesting $1660.02 for 2019 and $1785.87 for 2020. It was moved by Councillor Baker and Seconded by Councillor Newell that the funding be approved. Motion Carried. e) Island and Barrington Fire Department 2019 Budget The IBPFD presented the 2019 budget to Clarks Harbour, the towns portion of the funding will be $39,743.00 for 2019. It was moved by Councillor Baker and seconded by Councillor Link that the budget be approved. Motion carried. f) Property Valuation Services Corporation The PVSC sent out the required funding contribution from The Town of Clark’s Harbour of $12,154 to be paid in quarterly installments beginning April 1 2019. g) Region Of Queens Solid Waste Management Facility Fees The new rates for the Region Of Queens Solid Waste Management Facility were read to council by the Clerk. Effective April 1 2019 1.59% increase on tipping Fees. h) Town Of Clarks Harbour YTD financial Update. A YTD update was given to Council by The Clerk, pending no unforeseen critical incidents 2018/2019 financials look to come in on budget. 2137 Additions to the Agenda a) Household Garbage and Sewer It was requested by council that a letter be sent out to residents about household garbage pick-up, sewer and concern about sharps being in the garbage. It was moved by Councillor Baker and seconded by Councillor Atkinson that The Clerk send out a newsletter to Residents. Motion carried. b) LOGO For Towns 100th Anniversary A logo to celebrate the Town of Clark’s Harbours 100th anniversary was created by Suzy Atwood and asked if it could be used to promote events this year. Council liked the design and approved the Logo. c) Message from Concerned Citizen Councillor Newell read a concern sent to her on Facebook from citizen about having covers put on the garbage cans at the playground and around the boardwalk to prevent birds and animals from getting in and spreading the garbage everywhere. Council agreed to have covers built for the garbage cans. As there was no further business it was moved by Councillor Stoddard and seconded by Councillor Atkinson the meeting be adjourned at 8:50 pm.
