Each set of minutes are separated by a horiztonal line. 2067 Regular Session Town Council March 07, 2018 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7pm with Councillors Irene Baker, Louann Link, Cara Ross, Russell Atkinson and Rex Stoddard present. Councillor Quinlan was absent. ADDITIONS TO THE AGENDA: a) Gardens of Grace b) Municipal Modernization/FYI c) NS Mass Choir d) Donna Nickerson/2019 Anniversary Website e) House of Tartan APPROVAL OF THE AGENDA: It was moved by Councillor Stoddard and seconded by Councillor Atkinson to approve the agenda, as well as the additions, as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Newell and seconded by Councillor Atkinson to approve the previous minutes. Motion carried. APPOINTMENTS: Laura Ross of Been There, Done That Fitness Ms Ross was present to express her interest in renting the legion in order to provide fitness classes for residents of all ages of the Town and neighboring areas. Her suggested days were: Monday and Wednesday mornings, Tuesday and Thursday evenings and Saturday mornings for children’s events. She wasn’t one hundred percent sure if the interest from the public was there, but would like to give it a try. Council discussed the pros and cons of this at length and decided to allow Ms Ross to use the legion at no cost for 1 month, and then charge her the going rental rate thereafter. Councillor Baker motioned that Ms Ross use the legion on a trial basis for one month, and then if the classes were to continue that she be charged the going rental rate. Councillor Newell seconded this motion, motion carried. 2068 MATTERS ARISING FROM THE MINUTES: None REPORTS Streets, Sewers and Unsightly Premises: The report was read and discussed. As a result from an accident on February 18th, the plow truck is still at Swaine’s Garage for repairs. Cleanup was completed following previous storm damages. Materials were purchased for repairs to the boardwalk that was extensively damaged due to the wind storms. Recreation: No report available for this period. Building Inspectors Report: There were four (4) permits issued in February with an estimated value of $109 000. Fire: No fire report available at this time. Police: No police report available at this time. Mayor/Councillors: Councillors Link and Atkinson reported on their activities on behalf of the Town since the last regular meeting of Council. CORRESPONDENCE: a) Joanna Hyde – Art Exhibit: Ms Hyde has inquired if the Town has adequate space to exhibit fifteen (15) to twenty (20) multi-dimensional abstract paintings. Unfortunately there is nothing available at this time, she will be asked to inquire at a later time. b) Affordable Housing/Join Us for a Conversation: An invitation from the Shelburne County Housing Committee to attend an information session at the Mariners Centre Community Room on March 21st was relayed to Council. 2069 c) South Shore Tourism Cooperative: The Town received an invoice for partnership commitment from the NS South Shore Tourism Co-operative in the amount of $350.00 which is considerably more than in previous years. Council felt that due to some upcoming planned events for this and next year, 2019 (the 100th Anniversary) that they would be unable to join the NS South Shore Tourism Co-operative at this time. Councillor Atkinson motioned that the Town not participate at this time, Councillor Stoddard seconded this motion, motion carried. d) Shelburne County Tourism Association/AGM: The Annual General Meeting of the Shelburne County Tourism Association will be held on March 14th at the Mackay Library in Shelburne from 6-8pm. Councillor Newell will be attending this meeting on behalf of the Town. e) International Women’s Day: A celebration of International Women’s Day is being held on March 8th at the Black Loyalist Heritage Centre. Sherry Atkinson, who throughout her life time, has contributed greatly to the Town, as an employee with the Royal Bank, as Councillor, and as a volunteer, was nominated by Council to represent the Town during these celebrations. NEW BUSINESS a) Financial Condition Index: Ahmad Shahwan and Kathy Cox-Brown will be meeting with Council on March 15th at 6pm to discuss the Financial Condition Index. b) Staff Salaries and Council Honorarium 2018: Councillor Atkinson motioned that staff and Council receive an increase of 2% to salaries and honorariums, the same as in previous years. Councillor Newell seconded this motion, motion carried. ADDITIONS TO THE AGENDA: a) Gardens of Grace: Paula Harmon, Founding Director of Gardens of Grace, asked for support on Motion 110, which is a motion instructing the Standing Committee on Human Resources to study the impact on parents who have suffered the loss of an infant child and to look at ways to provide better support for grieving parents. Although Council sympathized with Ms Harmon, they felt that this was a federal issue and not a mandate of the Town of Clark’s Harbour. 2070 b) Municipal Modernization: Information regarding Municipal Modernization was distributed to Council members present. c) NS Mass Choir: The Nova Scotia Mass Choir has been asked to be part of our 100th Anniversary celebrations in 2019. The cost is $4000.00 and the proposed date is May 26th, 2019, which falls on a Saturday. They will perform at the United Baptist Stone Church. Councillor Stoddard motioned that the Town hire the Nova Scotia Mass Choir as part of our 100th Anniversary celebrations. Councillor Newell seconded this motion, motion carried. d) Donna Nickerson: Donna Nickerson of Clark’s Harbour indicated that she would like to do a website and possibly a face book page to commemorate the Town’s 100th anniversary. The proposed website/face book page would feature photographs of the Town in 1919 and 2019, a ‘then and now’ type thing. Council gave their blessing to do so. e) House of Tartan: Mayor Stoddart provided Council members with a website on which they could create their choice of tartan for the Town. The chosen one will be selected on the 19th of March.
