Regular Session

Town Council

March 3, 2015

 

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:55pm with Councillors Rex Stoddard, Cecil Brannen, Russell Atkinson, and Sherry Atkinson present.

 

Additions to the Agenda:  There were no Additions to the Agenda.

 

Approval of the Agenda: It was moved by Councillor Brannen and seconded by Councillor Stoddard that the Agenda be approved as circulated. Motion carried.

 

Approval of Minutes: It was moved by Councillor Stoddard and seconded by Councillor R. Atkinson that the Minutes from the previous meeting be approved as circulated. Motion carried.

 

APPOINTMENTS



There were no appointments.

 

 

MATTERS ARISING FROM THE MINUTES



None

 

REPORTS

 

Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. There has been significant plowing and salting during February. There were problems with the well line at the Legion freezing up; Public Works will be looking into this further when weather permits.

 

Recreation: There was no Recreation Report for February.

 

Building Inspector:  There was one building permit issued in January with a value of $3,000.00 and one in February with a value of $200 000.

 

Fire:  There was no Fire Report for February.

 

Police: There was no Police Report for February.

 

 

1907

 

Mayor/Councilors: Councillor Brannen gave a report on a police advisory meeting he attended on February 18 2015.

 

CORRESPONDENCE

 

Discover Shelburne County:  It was moved by Councillor Brannen and seconded by Councillor S. Atkinson that the Town of Clarks Harbour place an eighth of a page ad in the Discover Shelburne County pamphlet.  Motion carried.

 

Forest Products Association of Nova Scotia:  Correspondence was received from FPANS asking for support on their ‘no hunting on Sunday’ stance with the province of Nova Scotia.  It was moved by Councillor Brannen and seconded by Councillor R Atkinson that Council not support FPANS on this stance.   Motion carried.

 

Friends of the Cape Light:  Council received a letter from the Friends of the Cape Light Society asking for a donation of $250.00 toward their Cape Day festivities.  It was moved by Councillor S. Atkinson and seconded by Councillor Brannen that they grant this request.  Motion carried.

 

NEW BUSINESS

 

Gas Tax Fund:  It was moved by Councillor Brannen and seconded by Councillor R. Atkinson that the Town Clerk write a cheque in the amount of $67 797.62 from the Gas Tax Fund Account to the general operating account to cover the Gas Tax projects that were performed in 2014/2015 fiscal year.  Motion carried.

 

 

2014/2015 Capital Borrowing: Council was presented with a Capital Borrowing Resolution to cover capital projects completed during 2014/2015. It was moved by Councillor S. Atkinson  and seconded by Councillor Stoddard that the Town borrow $26 424.29 from the Town’s Special Reserve to cover the capital projects completed during 2014/2015 and that this amount to be repaid over a ten year period at a rate of interest of 5.5%.  Motion carried.

 

Property of Randy Malone:  Complaints had been received concerning water from a sump pump being pumped across a Town street and freezing causing a hazardous area.  It was moved by Councillor Stoddard and seconded by Councillor Brannen that a letter is written to the home owner asking that the hose be directed in a different direction.  Motion carried.

 

Other:  Council discussed holding a small dinner gathering for Rudy (Buster) Link, whom served as a Council member for many years.

As it was 8:40pm and there was no further business, it was moved by Councillor Brannen and seconded by Councillor R. Atkinson that the meeting be adjourned. Motion carried.
