Regular Session


Town Council


June 04, 2024


The Regular Session was called to order by Mayor Stoddard at 7pm with Councillors Louann Link, Irene Baker, and Russell Atkinson present.

Councillor Trudy Quinlan absent due to illness.



ADDITIONS TO THE AGENDA:


  1. Municipal Election Information on the Town’s Website


APPROVAL OF THE AGENDA:


It was moved by Councillor Atkinson and seconded by Councillor Baker that the agenda as well as the additions be approved as circulated. Motion carried unanimously.


APPROVAL OF THE PREVIOUS MINUTES:


It was moved by Councillor Atkinson and seconded by Councillor Link that the minutes from the previous meeting be approved as circulated. Motion carried unanimously.


APPOINTMENTS: None


MATTERS ARISING FROM THE MINUTES:


  1. Operating Budget


The operating budget was passed by Council with no changes as presented.


Councillor Baker motioned to approve the operating budget as presented, Councillor Link seconded the motion, motion carried.


  1. Dishwasher


The dishwasher at the Community Centre was discussed again. Councillor Link had spoken with a member of the Lion’s Club and was told that they had contacted Hobart’s for repairs.

No motions were made to repair the dishwasher.

  1. Paving Tender Date Extension


The Town had been asked by a paving company to extend the due date for paving tenders, which was June 04, 2024, as they did not get clear clarification of what streets needed paving repairs when they first visited and had to return a second time and would not get a tender in by the closing date.


Councillor Atkinson motioned to extend the date of the paving tenders to 3pm on June 28th, 2024, Councillor Link seconded the motion, motion carried.



  1. Cove Street


At the last meeting, May 07, 2024, Councillor Atkinson motioned to have Cove Street surveyed to determine where the boundaries were. It has been discovered that the area in question had already been surveyed, it measures forty five feet wide and approximately two hundred feet in length.


Councillor Atkinson motioned to rescind his motion on May 07,2024 that a survey be completed to determine the boundaries of Cove Street, Councillor Link seconded the motion, motion carried.



REPORTS:


Streets, Sewers and Unsightly Premises:

The Public Work’s Report was presented to Council and discussed. No major issues indicated at this time.


Recreation:


The date for the Seniors Garden Party has been changed from August 07, 2024 to August 14th, 2024.


Building Inspector Report:


No report available at the time of meeting.


Mayor/Councillors:


Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.

CORRESPONDENCE:


All relevant correspondence was shared with Council via email and only that that required action is listed below.



NEW BUSINESS:


  1. July 1st Dance


During a July 1st meeting earlier last month with the volunteers, a dance was considered by one or more of the volunteers, but upon further discussion at this meeting, it was determined that unless the Town was sanctioning such dance, it would not be feasible to do so.


  1. Provincial Capital Assistance Program (PCAP)


This program supports investment in high priority municipal infrastructure projects. Since the Town needs a new wastewater facility, the Clerk asked of Council to support her suggestion of applying for capital assistance for the preliminary costs of preparing design drawing and specifications as well as the costs of construction inspection and administration.


Councillor Baker motioned to apply to the program for funding for the preparation of design drawings and specifications and the of the construction inspection and administration costs, Councillor Atkinson seconded the motion, motion carried.




  1. Student Employment


The Town received one applicable application for student employment, Council decided to hire her without an interview.


Councillor Baker motioned to hire Emma Brannen for the position of ball park maintenance, Councillor Link seconded the motion, motion carried.


  1. Tax Sale Property (25 Kenney Street)


Of the five properties that the Town had slated for tax sale, only one didn’t try to pay or make other arrangements.

Councillor Atkinson motioned to advertise the above-mentioned property for taxes, sewer service fees, and any incurred expenses at the time of the sale, Councillor Link seconded the motion, motion carried.


Councillor Atkinson motioned to advertise in the Vanguard, Lobster Bay Shopper, and on the Town’s website with a discretionary mention on social media, Councillor Link seconded the motion, motion carried.

ADDITIONS


  1. Municipal Election Information on the Town’s website


With a recommendation from the Returning Officer for the Town of Clark’s Harbour, Councillor Baker motioned to put Municipal Election information on the Town’s website, Councillor Atkinson seconded the motion, motion carried.


As there was no further business to discuss, Councillor Baker motioned to adjourn the meeting at 8:20pm.
