Town of Clark's Harbour : Town Minutes - July, 2020Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2220 Special Council July 28, 2020 A Special Council meeting was called to order by Mayor Leigh Stoddart at 6:29 pm with Councillors Rex Stoddard, Trudy Quinlan, Cara Newell, Irene Baker and Louann Link present. Additions to the Agenda Tenders for Used 3\4 ton Dodge Approval Of the Agenda: It was moved by Councillor Quinlan and seconded by Councillor Newell that the agenda be approved as circulated. Motion carried unanimously. New Business: Summer Replacement Employee: There were 5 applications received for the position. Council reviewed the applications and chose 2 employees. It was moved by Councillor Stoddard and Seconded by Councillor Quinlan that Kamden Goodwin and Warren Amirault be hired for the Grounds maintenance position. Kamden and Warren will both begin on August 10th, Kamden will work until school begins and Warren will continue until no longer needed perhaps until the end of September. Motion carried unanimously. Upcoming Election Business: The Returning Officer is seeking Council to set a pay schedule for Poll Clerks and Deputy returning Officers for the upcoming Municipal Election. A total combined cost suggested was $1330. It was moved by Councillor Baker and seconded by Councillor Newell that pay of $1330 for 2 advanced polls and Election Day be set for the wage. Motion carried unanimously. Recommended dates for sitting and revisions to the preliminary list of electors were accepted by Council. August 10 to August 14, 9am-4pm. The amended list is to be delivered to the returning officer on August 26th. Cameras: It has become necessary to have cameras installed on the Town Hall Property due to some recent instances, current system requires major upgrading. A quote from Dorey’s Security systems for 6 cameras installed for $3500+tax. It was moved by Councillor Link and seconded by Councillor Quinlan that the Town purchase the upgraded system from Dorey’s Security. Motion carried unanimousl 2221 Additions to the Agenda Tenders for the used 3\4 ton Dodge Truck There were 6 tenders received for the truck to date. Closing date for receiving tenders is July 31st at 3pm. It was moved by Councillor Baker and seconded by Councillor Link that the truck is sold to the highest bidder. Motion Carried unanimously. As there was no further Business it was moved by Councillor Stoddard at 7:36pm the meeting be adjourned. _______________________ ___________________ Mayor Town Clerk 2216 Regular Session Town Council July 15, 2020 The Regular Session of Town Council was called to order by Mayor Stoddart at 6:56 pm with Councillor Stoddard, Councillor Link, Councillor Baker and Councillor Newell, Councillor Quinlan, Councillor Atkinson in attendance. ADDITIONS TO THE AGENDA: Green Building Vendors at Boardwalk Sea Side Heritage Playground Supervisor of Public Works APPROVAL OF THE AGENDA: It was moved by Councillor Stoddard, seconded by Councillor Quinlan to approve the agenda as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Newell and seconded by Councillor Stoddard to approve the previous minutes. Motion Carried unanimously. APPOINTMENTS: Belliveau Veniot – Draft financial Statements The Draft Financial statements were presented to Council by Doug Drane and April Dedrick. It was moved by Councillor Stoddard and seconded by Councillor Link that the Draft Financials be approved. Motion carried unanimously. MATTERS ARISING FROM THE MINUTES: None 2217 REPORTS Streets, Sewers and Unsightly Premises: Public Works Report was presented to Council and discussed. Recreation: Playground equipment installation was discussed and the new equipment will be put up within the next week. Building Inspectors Report: May- 1 permit issued to erect a barn $6000 June - 1 permit issued Residential repair value $40,000 . Mayor/Councillors: Nothing to report CORRESPONDENCE: Handout to councillors from NS power N.S power sent out a Q&A for all councillors to have, so they may be able to help answer any Questions concerning Smart Meters. Beginning July 27, 2020 the installation will be done from Liverpoolt to Yarmouth. . NEW BUSINESS: Clerk requesting approval to move Money: Clerk requested approval to move surplus funds of $42,239 from operating funds to Special Reserve Account. It was moved by Councillor Newell and seconded by Councillor Quinlan that the money be transferred as per Auditors- Belliveau Veniot direction. Motion carried, unanimously. 2218 Summer Employee: One of the Grounds Maintenance employees hired for the summer decided to leave his employment at the town. The Position was filled with a temporary casual employee. It was moved by Councillor Baker and seconded by councillor Newell that the Town advertise for the positon, on the Town sign and the Towns Facebook Site for 1 week, ending on July 27th. Motion Carried. In Favor were Councillor Baker, Councillor Newell, Councillor Atkinson, Councillor Link and Councillor Quinlan. Opposed, Mayor Stoddart and Councillor Stoddard. Councillor Baker wished to amend the previous Motion. It was moved by Councillor Baker and seconded by Councillor Newell to hire a casual employee for the interim to mow the parks and other areas in the town until advertising is complete and a regular part time employee is selected from the applications received. Advertising will be posted on the town sign and Town Facebook site. Motion carried. In favor were Councillor Quinlan, Councillor Baker, Councillor Link, Councillor Atkinson, Councillor Newell and Mayor Stoddart. Opposed, Councillor Stoddard 2020 Municipal Election: Mayor Stoddart informed Councillors of the deadline for Nominations was Sept 8th. It was also discussed if there was to be a deposit for candidates this time. It was decided not to have a deposit fee implemented and stay the same as previous elections in Clark’s Harbour. Election Day is October 17th with 2 advance polls being held. One poll date is mandated to be on October 13th. It was moved by Councillor Stoddard and seconded by Councillor Newell the first advance poll will be held on Thursday October 8th at the Clark’s Harbour Legion. Times for advanced polling will be determined at a later date. Motion carried, unanimously. Additions to the Agenda: Green Building on Kenney Street: Mayor Stoddart spoke with the owners asking when the demolition of the green building on Kenney Street was to take place, the owner assured it would be completed in 3-4 weeks. Supervisor for Public Works: It was asked of council by Mayor Stoddart if Coucil’s wishes were to appoint a supervisor for public works. It was Moved by Councillor Atkinson and seconded by Councillor Newell that a supervisor be appointed at the regular meeting of council in October. Motion carried, unanimously. 2219 Vendors at Boardwalk. Mayor Stoddart was called and an application was put forward by someone wanting to put on a fund raiser at the board walk with local vendors and proceeds from table spot sales would be donated to the town for Fireworks. It was moved by Councillor Stoddard and seconded by Councillor Atkinson that the application for fund raising be refused. Motion carried, unanimously. Local Farm Market: Councillor Newell was approached and was asked if the possibility of having a local farmers market at the Seaside Heritage Hall. It was moved by councillor Stoddard and seconded by Councillor Newell that Seaside Heritage hall may not be the appropriate place, but the Sea View Park and gazebo area could be used. Motion carried, unanimously.
