Town of Clark's Harbour : Town Minutes - July, 2015Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line.1921 Regular Session Town Council July 07, 2015 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7:00pm with Councillors Rex Stoddard, Cecil Brannen, Russell Atkinson, and Sherry Atkinson, Trudy Quinlan and Irene Baker present. Additions to the Agenda: There were two additions to the agenda; the ditch bordering the property of 10 Hibbert Street and the fishing vessel that is dry landed near the ‘duck pond’. Approval of the Agenda: It was moved by Councillor Brannen and seconded by Councillor Quinlan that the Agenda, with the additions, be approved as circulated. Motion carried. Approval of Previous Minutes: It was moved by Councillor R. Atkinson and seconded by Councillor S. Atkinson that the Minutes from the previous meeting be approved as circulated. Motion carried. APPOINTMENTS: No Appointments MATTERS ARISING FROM THE MINUTES: None at this time. REPORTS Streets, Sewers and Unsightly Premises: The Public Works Report presented to Council was read and discussed. Recreation: No recreation report was presented. Building Inspectors Report: The Building Inspectors report for May and June was presented. There were three permits issued in May for a total value of $153 000 and one demolition permit issued in June. Fire: There was no Fire Report for May. Police: There was no Police Report for May. 1922 Mayor/Councillors: Councillors S. Atkinson, Quinlan and Baker each reported on meetings that they had attended of which they are committee members. Mayor Stoddart and Councillor Baker reported on the graduation ceremonies at NSCC Shelburne and BMHS respectively. The Clerk reported to Council a situation in which a graduating student, who was eligible to receive a bursary from the Town, who could not return to school in the fall because of medical reasons, but intended to return in the fall of 2016 to further their education, had inquired if their bursary could be held for them at which time when they were to return to school in 2016. Councillor Baker made a motion to allow this, seconded by Councillor Quinlan. Motion carried. CORRESPONDENCE UNSM/Liquor Control Act: Correspondence was received from UNSM regarding changes to the Liquor Control Act that could impact Towns and Municipalities. The changes being considered are to remove dry areas and plebiscites and liquor in eating establishments. Councillor Brannen motioned to inform Service Nova Scotia, Alcohol, Gaming, Fuel and Tobacco Division, that the Town has no issues with these proposals; Councillor R. Atkinson seconded this motion. Motion carried. Tyson Townsend Memorial Golf Tournament: A request was received from Ashley Nickerson asking for a donation to be made to the “Kids Fair Play Fund” in memory of Tyson Townsend. This request was denied due to budgeting constraints. Sou’West Nova Transit: A thank you letter was received from Sou’West Nova Transit for the support of the Town of Clarks Harbour. Town of Shelburne/Dept of Health and Wellness: A copy of a letter to the Town of Shelburne from the Deputy Minister of Health and Wellness regarding the satellite dialysis unit for Barrington/CSI area was read and discussed. Dept of Health and Wellness/Office of the Minister: A letter regarding home care services for Nova Scotia, received from the Minister of Health and Wellness was read and discussed. 1923 NEW BUSINESS 2015/2016 Operating Budget: Council was presented with a proposed 2015/2016 operating budget for discussion. The budget included no change in the residential or commercial tax rates. It was moved by Councillor Baker and seconded by Councillor Quinlan to accept the 2015/2016 operating budget as presented, and that the residential rate of $1.65 and the commercial rate of $5.58 per 100 dollars of assessment remain as in the previous years. Motion carried. 2015/2016 Capital Investment Plan: Council was presented with a proposed 2015/2016 capital investment plan for discussion. It was motioned by Councillor Brannen and seconded by Councillor R. Atkinson to accept the capital investment plan as presented. Motion carried. Paving Projects: Two proposals were received for the 2015/2016 paving projects, which include patch work on Oscar, Boundary, and George Streets as well as around the Legion building and the resurfacing of Water Street to the breakwater. Town and Country’s proposal was $34 943 and Aberdeen’s proposal was $35 850. It was motioned by Councillor S. Atkinson and seconded by Councillor Brannen that the Town accept Town and Country’s proposal. Motion carried. Wyle’s Welding: Council was presented with the status of the Wyle’s Welding account. The terms of the contract have been broken, resulting in the proceedings for a tax sale. 1924 ADDITIONS TO THE AGENDA: Ditch Concern: Public Works will be notified that the ditch bordering 10 Hibbert Street needs clearing. Fishing Vessel: The vessel in question is situated on Harbour Authority Property, therefore there isn’t anything the town can do. Public Works employees will be asked to move the bench.
