Town Council
January 07, 2025
The Regular Session was called to order by Mayor Kenney at 7pm with Councillors Irene Baker, Louann Link, Max Kenney and Laurie Smith present.
ADDITIONS TO THE AGENDA: None
APPROVAL OF THE AGENDA:
It was moved by Councillor Baker and seconded by Councillor Link that the agenda be approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
It was moved by Councillor Link and seconded by Councillor Smith that the minutes from the previous meeting be approved as circulated. Motion carried unanimously.
APPOINTMENTS:
Mr. Curry was present to relay to Council the upcoming changes to Sou’West Nova Transit such as the engagement mandate to ensure the SWNT name is more widely recognized, to foster employer relations by engaging the business community about providing transit solutions for staff that may find difficulty in transportation needs, extend business operation hours, provide ridership to Yarmouth and Bridgewater for recreational purposes such as shopping, etc. and increasing their fleet of vehicles.
MATTERS ARISING FROM THE MINUTES:
At previous meetings the state of the legion/community hall had been discussed in great length. Tonight, Council decided to seek repairs for the building.

Councillor Link motioned to move forward with repairs by seeking an engineer to determine the proper procedures, Councillor Kenney seconded the motion, motion carried.
REPORTS:
Streets, Sewers and Unsightly Premises:
The Public Works report was read and discussed. A few pieces of snow clearing equipment needs repair or replacement. They are also asking for a flat deck trailer to facilitate in maintenance and other aspects of the requirements to fulfill their employment obligations. Public Works Supervisor and Treatment Plant Operator, Tyrell Goodwin, is now fully certified to operate the facility and lift pumps as required by Nova Scotia Environment and Climate Change.
Recreation:
The fourth item on the agenda: July 1st Planning
The July 1st event planning was discussed, and it was felt that a coordinator be hired to plan the activities. Councillor Link motioned to hire a coordinator to plan the activities for July 1st, 2025, Councillor Baker seconded the motion, motion carried.
Building Inspector Report:
No report available at the time of the meeting.
Mayor/Councillors:
Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.
CORRESPONDENCE:
All correspondence was shared with Council, only that requiring a motion will be added to the agenda.
Councillor Baker motioned to donate one thousand ($1,000) dollars to the Stone Church to help with the repairs to the tower, Councillor Link seconded the motion, motion carried. 2444
NEW BUSINESS:
Councillor Kenney motioned to accept the budget as presented, The Town of Clark’s Harbour’s share of the budget is one thousand, twenty dollars ($1020), Councillor Link seconded the motion, motion carried.
The Clerk informed Council that the current contract with Ridge Road Waste Management expires March 31, 2025, and although she hadn’t had direct contact with Shannon Newell, owner/operator of Ridge Road Waste Management, the Clerk felt that if another contract were to be signed it could be at a significant higher rate. Council was also informed that the current collection of the three (3) streams of garbage was not being properly disposed of according to the details of the current contract. If Ridge Road Waste Management cannot commit to a contract and abide by the stipulations set forth, then Council may have to look at another way for garbage to be collected.
After every municipal election, the MGA requires that the Expense and Hospitality Policy be reviewed and either amend or re-adopt.
Councillor Link motioned to re-adopt the existing policy, Councillor Smith seconded the motion, motion carried.

After much discussion, it was decided to put the Heritage Hall (former IOOF/Mason/Rebecca Hall) up for sale. The hall is not being used to its full potential and just added expense for the taxpayers of the Town Clark’s Harbour.
Councillor Smith motioned to put the hall up for sale, Councillor Kenney seconded the motion, motion carried with Councillor Link being opposed.
