Town of Clark's Harbour : Town Minutes - January, 2023Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2341 Regular Session Town Council January 04, 2023 The Regular Session was called to order by Mayor Stoddard at 7:00 pm with Councillors Trudy Quinlan, Irene Baker and Russell Atkinson, and Louann Link present. ADDITIONS TO THE AGENDA: 1. Appointment – Wanda Crowell – Housing Ms Crowell came before Council to discuss her concerns about her current housing situation, Mayor Stoddard indicated that he would make a phone call on her behalf, but couldn’t promise that the results would be any different than what she had experienced in the past. 2. House Decorating Contest Winners Councillor Atkinson motioned that the winners of the house decorating contest, which was recently published on the Town’s face book page, and the judges all receive fifty dollars ($50) as in past years. Councillor Baker seconded the motion, motion carried. . APPROVAL OF THE AGENDA: It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the agenda as well as the additions be approved as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Quinlan and seconded by Councillor Baker that the Minutes from the previous meeting be approved as circulated. Motion carried unanimously. APPOINTMENTS: See Above 2342 MATTERS ARISING FROM THE MINUTES: a) Regional Emergency Management Organization (REMO) Intermunicipal Service Agreement Councillor Link motioned to enter into an Intermunicipal Service Agreement between the Municipalities of Barrington, and Shelburne and the Towns of Lockeport and Shelburne regarding a Regional Emergency Management Organization. Councillor Quinlan seconded the motion, motion carried. REPORTS: Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Recreation: Council discussed the 2023 July 1st Canada Day activities and would like to take this opportunity to thank the Municipality of Barrington for their one thousand dollar ($1000) donation toward the Canada Day fireworks. It was also discussed to book the entertainment at this time, it was decided to book the same entertainment as in 2022, if available. Building Inspector Report: The building inspectors report for the month of November and that of December was shared with Council. One (1) permit was issued with a residential value of fifteen thousand dollars ($15 000). Mayor/Councillors: Mayor Stoddard and Councillors reported to Council on meetings that they attended since the last regular meeting of Council. 2343 CORRESPONDENCE: a) Western Shelburne County Health Care Charitable Society A written request for a donation from the above named charitable society was received. Councillor Quinlan motioned to donate four hundred dollars ($400), Councillor Link seconded the motion, motion carried. b) December 2022 Library Report This report was shared with Council via email prior to the meeting. c) Fidelis House Society A written request was received from the above named charitable society, and because the Town has already reached its budgeted amount for donations for 2022/2023, Councillor Quinlan motioned to donate three hundred dollars ($300) at the beginning of the next fiscal year (2023/2024), Councillor Baker seconded the motion, motion carried. d) Coldest Night of the Year 2023 Sponsorship (Blue Sea Foundation) A request was received for sponsorship from the above-named charitable foundation, Councillor Atkinson motioned to not participate, Councillor Link seconded the motion, motion carried. NEW BUSINESS: a) Region 6 2023/2024 Budget The budget for Region 6 was presented to Council for approval. Councillor Baker motioned to accept the budget as presented, there was an increase in the municipal billing for the Town of Clark’s Harbour, from $775 per year to $953.43. Councillor Atkinson seconded the motion, motion carried. b) Canada Summer Jobs Application The Clerk was directed to apply for two positions through the Canada Summer Jobs Application process. 2344 c) 2020/2021 Financial Condition Indicators The 20/21 financial condition indicators were shared with Council. The “house” was split between green (low risk) and yellow (moderate risk). d) 2023/2024 Uniform Assessment The 23/24 uniform assessment was shared with Council. The uniform assessment is used to determine municipal contributions to education, corrections and to property valuation services and is also used to calculate the Municipal Financial Capacity Grant. The overall total uniform assessment for the fiscal year 23/24 is $42,201,355 compared to the 22/23 fiscal year of $40,266,656. e) Deed Transfer Tax The total deed transfer tax for the month of November 2022 was twenty two hundred dollars ($2,200).
