Town of Clark's Harbour : Town Minutes - January, 2020Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2193 Special Council January 20, 2020 A Special Council meeting was called to order by Mayor Leigh Stoddart at 4pm with Councillors Rex Stoddard, Cara Newell, Trudy Quinlan, and Russell Atkinson, Councillor Baker and Councillor Link present. Additions to the Agenda Tartan Gift Certificates Approval Of the Agenda: It was moved by Councillor Quinlan and Seconded by Councillor Newell that the agenda be approved as circulated. Motion carried. New Business: Meeting with MLA Colton LeBlanc: Councillors met with MLA Colton Leblanc for introductions and then talked about concerns with him such as the Provincial CAP program, Line painting and plowing of Clark’s Harbours Main Street by DOT, The current condition of the Causeway, Satellite dialysis in Barrington and the possible implementation of a Dental Health Minister. He told Council that he do his best and bring forward the concerns and try to get some answers New Computers: As of January 14 Microsoft no longer supports the use of Windows 7 therefore our computers at the Town Of Clark’s harbour have to be upgraded and Windows 10 pro installed. Because of the age and capacity of the current computers onsite they are not able to handle Windows 10 pro program. Ocean Computer gives us a price of $1299 for a new unit and $699 for recertified desktops. This price doesn’t includes labor costs of 2-3 hrs per system. The town is in need of 4 systems. It was suggested by the Clerk the refurbished units would perhaps be the best purchase at this time, they have an expected use of at least 5 years. It was moved by Councillor Baker and seconded by Councillor Quinlan that we order 4 recertified desktops, 3 for the town hall offices and one for STP Public works office. Motion carried. 2194 Additions to the Agenda: Gift Certificates: It was suggested to Councillors by Mayor Stoddart that it would be a nice gesture to give Sheena Pace and Gary Sears a gift certificate for appreciation of their hard work put in towards the Community Garden. It was moved by Councillor Baker and seconded by Councillor Quinlan that a $100 gift certificate to Captain Kats be given to each one. Motion carried. Town Tartan: Mayor Stoddart was able to get some pricing information on our town Tartan from the House of Tartan. Woven Wool $89.50\ meter, Polyester Viscos $18.50\ Meter, Faux Silk or Canvas $21.50\ meter. It was determined that Mayor Stoddart would find out what type of material Barrington uses. It was moved by Councillor Stoddard and seconded by Councillor Atkinson that once the type of material is determined that $500 worth of Tartan be ordered. Motion carried. As there was no further Business it was moved by Councillor Stoddard at 5:25pm the meeting be adjourned. ____________________ ____________________ Mayor Town Clerk 2189 Regular Session Town Council January 08, 2020 The Regular Session of Town Council was called to order by Mayor Stoddart at 6:52 pm with Councillor Stoddard, Councillor Link, Councillor Baker and Councillor Newell, Councillor Quinlan and Councillor Atkinson all in attendance. ADDITIONS TO THE AGENDA: Shawna Symonds 17 Boundary Street Driveway APPROVAL OF THE AGENDA: It was moved by Councillor Stoddard, seconded by Councillor Quinlan to approve the agenda as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Newell and seconded by Councillor Quinlan to approve the previous minutes. Motion Carried APPOINTMENTS: Rodney Shand- Rodney made an appointment with council to give a six month report for the operations of the Treatment Plant and a progress report for the Public Works employee in regards to their learning of the operation and understanding of the sewer treatment plant. Rodney reported that all lift stations are in good working order and that the Public works employees will be ready to write the Operator in Training course by the end of the month. This will give them and Rodney a good understanding of how to proceed with training. 2190 MATTERS ARISING FROM THE MINUTES: Land At Bruce Street- Mayor Stoddart had spoken about possibly acquiring a piece of land that was for sale at Bruce Street to perhaps expand the existing parking lot for the ball field, at the last regular Council meeting. Councillors asked to have time to consider and look at the piece of land. It was moved by Councillor Quinlan and Seconded by Councillor Link that an offer be made to the real estate for $8000 for the property. Motion carried. Town Tartan- To this date no more information has been obtained about the cost or purchase of a bolt of Town Tartan. REPORTS Streets, Sewers and Unsightly Premises: Public Works Report was presented to Council and discussed. No issues arising from report. Recreation: Nothing to report Building Inspectors Report: Two reports received: November report 2 permits issued approximately $7500 value December report 0 permits issued Mayor/Councillors: Councillor Quinlan talked about her most recent meeting for SASI in which SASI received an $8400 donation from 100 women who care. Councillor Newell attended a NS marathon Meeting – this year will mark the 50th anniversary for the marathon in this area. 2191 CORRESPONDENCE: Nova Scotia Power – NSP sent out a letter to Municipalities and Towns requesting permission for blanket permit to be issued concerning short duration road closures. This would mean that NSP could have permission to have a road closure within the town for 30 minutes or less without notifying the Town of the pending Closure, except for emergencies where permits are not required. It was moved by Councillor Quinlan and seconded by Councillor Baker to keep things the way they are as of now and no Blanket permit be issued at this time. The town should be made aware of any closures in case there are any plans in place that a road closure would impact directly. Motion carried Bicycle Nova Scotia- A request was received from Bicycle Nova Scotia asking to hold the annual bike race once again in Clark’s harbour as in the past 2 years in the second week of August. This year it will only be held on one day, Sunday. It was moved by Councillor Baker and Seconded by Councillor Newell that permission be granted once again this year. Motion carried. NEW BUSINESS: Gas Tax Funds- The Clerk asked permission of Council to Move the First installment of Gas Tax Funds of $21,946 to a holding account. It was moved by Councillor Newell and seconded by Councillor Quinlan that permission be granted for the Clerk to move the funds from the operating account to holding account. Motion carried Comfort Center – Mayor Stoddart informed Council of meeting held with Garnet Sullivan concerning Island Barrington Fire Department and Clark’s Harbour Legion, the designated Comfort Centers in the area. The agreement settled on was that IBFD and the Clark’s Harbour Legion would alternate openings. IBFD would take the first turn on opening, following the 72 hour protocol before opening suggested from EMO. The 72 hrs protocol can be moved in the case of an emergency situation in which case the Legion could be available should it be ultimately necessary. It was moved by Councillor Quinlan and seconded by Councillor Link the agreement be approved. Motion carried 2192 At 7:40 pm Council Entered into In Camera Session to discuss Personnel Matters At 8:05pm Council Came out of in Camera Session It was moved by Councillor Baker and seconded by Councillor Quinlan that Vincent has completed the 6 month probation period and now full time employee. Motion carried. It was moved by Councillor Baker and seconded by Councillor Stoddard that Jason’s probation continues until the previously selected date of June 28 2020 and be reviewed at that time. Motion carried. Additions To the Agenda Shawna Symmonds- Shawna was inquiring if there would be a room available possibly if needed, for a Volunteer to come to Town Hall once a week to complete Senior / Low income Income Taxes. It was moved by Councillor Baker and seconded by Councillor Newell that the Office that was used for Recreation Co-ordinator in the past could be used if needed. Motion carried. 17 Boundary Street- It was brought to Councillor Bakers attention from residents at 17 Boundary Street that water is holding at the end of their driveway and was wondering if it could be levelled . The town will send someone out to investigate and see what can be done to fix the situation.
