Regular Session


Town Council


February 04, 2025


The Regular Session was called to order by Mayor Kenney at 7:05pm with Councillors Irene Baker, Louann Link, Max Kenney and Laurie Smith present.



ADDITIONS TO THE AGENDA: None



APPROVAL OF THE AGENDA:


It was moved by Councillor Baker and seconded by Councillor Link that the agenda be approved as circulated. Motion carried unanimously.


APPROVAL OF THE PREVIOUS MINUTES:


It was moved by Councillor Link and seconded by Councillor Kenney that the minutes from the previous meeting be approved as circulated. Motion carried unanimously.



APPOINTMENTS:


  1. Vince Robertson, West Head Wesleyan Church Reverend – Food Bank


Reverend Robertson was present to discuss the food bank situation within our region. He pointed out that there are more and more people utilizing the food bank located at the Centerville Baptist Church, not just seniors, but those with families as well. He also stated that they also provide meals in the community on the last Saturday of the month for those who need them. Council thanked Reverend Robertson for the information and told him that upon written request, the Town would consider a donation.

MATTERS ARISING FROM THE MINUTES:


  1. Seaside Heritage Hall


At the last meeting of Council, it was decided to put the seaside heritage hall up for sale, but no specifics were instructed to the Clerk. Council was asked if they wanted

to list the hall with a realtor and an asking price. Also, at this meeting another issue was brought to the table, that of a storage place for the items that are held at the hall.


Councillor Baker motioned to rent a storage unit until such a time comes when the Town has its own storage facility, Councillor Link seconded the motion, motion carried.


Councillor Kenney motioned to list the seaside heritage hall at three hundred thousand dollars ($300,000), Councillor Baker seconded the motion, motion carried.


Councillor Kenney motioned to use Viewpoint Realty (Paula Waybret) as the realtor, Councillor Link seconded the motion, motion carried.


  1. Community Hall (Legion)


The Town received a list of repairs required to repair the under-floor joists and beams, it also includes the work required to install proper drainage around the building so that water drains away from the building instead of underneath, which would cause the problem all over again. Once the blueprints are complete it will go to tender.


Councillor Baker motioned to tender out the repairs of the Community Hall, Councillor Link seconded the motion, motion carried.


REPORTS:


Streets, Sewers and Unsightly Premises:


The Public Works report was read and discussed.

There have been issues with one of the salt spreaders as well as the plow on the ¾ ton truck. The price on a new salt spreader is twenty-nine hundred seventy dollars ($2970) plus applicable taxes. The price of a new ‘V’ plow was not available at the time of the meeting. The purchase of a flatbed trailer was also discussed, three (3) different sizes and prices were available for discussion. A 20’ galvanized trailer with ramps - $11,995, a 25’ galvanized trailer with ramps - $13,900 and a non galvanized 24’ trailer with ramps - $8,995.


Councillor Baker motioned to approve the purchase of a salt spreader after the start of the next fiscal year, Councillor Smith seconded the motion, motion carried.

Councillor Link motioned to approve the purchase of a ‘V’ plow after the start of the next fiscal year, Councillor Baker seconded the motion, motion carried.



Councillor Baker motioned to purchase the 25’ galvanized trailer for thirteen thousand, nine hundred dollars ($13,900) plus applicable taxes (the price includes delivery from NB), Councillor Link seconded the motion, motion carried.


Council discussed purchasing a concrete/asphalt saw at the cost of twenty-five hundred dollars ($2,500) plus applicable taxes. This would facilitate the public works personnel in any necessary asphalt cuts needed to repair sewer lines, culverts, etc. This item would also be required for repairs at the community hall, to cut asphalt away from the building so that necessary repairs could be completed and lesson the costs of the overall required repairs.


Councillor Smith motioned to purchase the asphalt/concrete saw for twenty-five hundred dollars ($2,500), Councillor Link seconded the motion, motion carried.


Recreation:


  1. Canada Day Coordinator


Three applications were received for a Canada Day Coordinator, G. Ken Nickerson, Wanda Atkinson and Tammy Atwood, interviews will be held on Wednesday, February 12th in Council Chambers, commencing at 1pm.



Building Inspector Report:


No permits were issued for the month of January.


Mayor/Councillors:


Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.

CORRESPONDENCE:


All correspondence was shared with Council, only that requiring a motion will be added to the agenda.


  1. CUPW – Canada Post


A letter was received, read, and discussed; no motions were made.


  1. Joint Police Advisory Board


The joint police advisory board requires two persons from the community to act as representatives on behalf of the Town, Mark Comley and Trudy Quinlan both expressed interest. The board also requires two members from Council, and they are Mayor Keney and Councillor Link.


Councillor Baker motioned to appoint Mark Comley and Trudy Quinlan to the Joint Police Advisory Board to represent the Town of Clark’s Harbour, Councillor Link seconded the motion, motion carried.




NEW BUSINESS:


  1. 2025/2026 Grant Budget


Council preapproved grants for the 2025/2026 fiscal year, setting a budget of fifteen thousand dollars ($15000). Except for those organizations mentioned in the grant policy, organizations must request funding, those not on the original list will be taken to Council for approval or not.

Councillor Link motioned to set the grants to organizations budget at fifteen thousand dollars ($15000), Councillor Baker seconded the motion, motion carried.


  1. 2025/2026 Canada Day Budget


Councillor Link motioned to set the budget for Canada Day at forty thousand dollars ($40,000), Councillor Kenney seconded the motion, motion carried.


  1. 2025/2026 Property Tax Rate


Councillor Baker, seconded by Councillor Link, motioned to keep the residential tax rate at $1.68 per $100 of assessment and the commercial tax rate at $5.58 per $100 of assessment, motion carried

  1. Sewer Service Rate 2025/2026


The sewer service rate was discussed in length. The current rate of two hundred and thirty-eight dollars ($238) per unit does not reflect the operational costs of the treatment facility. It was the consensus of Council to up the charge to two hundred and eighty-eight dollars ($288).


Councillor Smith motioned to change the sewer service rate from two hundred and thirty-eight dollars ($238) to two hundred and eighty-eight dollars ($288), Councillor Link seconded the motion, motion carried.


  1. Regular Council Meeting Dates


Regular Council meetings are held on the first Tuesday of the month, as some Tuesdays of the month fall on the first day or right after a holiday, so with this in mind the regular meetings for April, July and September will be held on the 8th, 8th and 9th, respectively, which is the second Tuesday of the month. All other months the meetings will be held on the first Tuesday.

At 9:40pm Councillor Baker motioned to enter in Camera.


At 10pm Councillor Baker motioned to move out of Camera.


Councillor motioned to award the merit raises as discussed after the CPI has been applied, Councillor Kenney seconded the motion, motion carried.


The Clerk was instructed to renegotiate the garbage collection contract with Ridge Road Waste Collection.


  1. Transfer of Special Loan Payments 24/25


Councillor Baker motioned to approve the Clerk transfer the special loan payments of fourteen thousand, five hundred and eighteen dollars ($14,518) from operating to the special reserve fund, Councillor Link seconded the motion, motion carried.










As there was no further business to discuss, Councillor Baker motioned to adjourn the meeting at 10:15pm.
