Each set of minutes are separated by a horiztonal line. 2199 Special Council February 19, 2020 A Special Council meeting was called to order by Mayor Leigh Stoddart at 5:39pm with Councillors Rex Stoddard, Cara Newell, Trudy Quinlan, and Russell Atkinson, and Councillor Baker present. Additions to the Agenda There were no additions to the agenda Approval Of the Agenda: It was moved by Councillor Quinlan and Seconded by Councillor Stoddard that the agenda be approved as circulated. Motion carried Unanimously. New Business: In Camera Session: Re-Personnel At 5:41pm it was moved by Councillor Baker and seconded by Councillor Stoddard that Council enter an In Camera session. Motion Carried Unanimously At 6pm it was moved by Councillor Stoddard and seconded by Councillor Atkinson to come out of in camera session. Motion carried unanimously. It was moved by Councillor Stoddard and seconded by Councillor Atkinson that the employee in discussion, position be terminated immediately from the Town Of Clark’s Harbour. Motion carried unanimously. It was moved by Councillor Baker and seconded by Councillor Atkinson that an advertisement for an Employment opportunity be run in the local paper, Town’s Facebook site, Town’s web site, and sent to Sou’West Employment Services for a period of Two weeks. Motion carried unanimously. 2200 As there was no further Business it was moved by Councillor Baker at 6:25pm the meeting be adjourned. ________________________ ______________________ Mayor Town Clerk 2194 Regular Session Town Council February 05, 2020 The Regular Session of Town Council was called to order by Mayor Stoddart at 6:54 pm with Councillor Stoddard, Councillor Link, Councillor Baker and Councillor Newell, Councillor Quinlan and Councillor Atkinson all in attendance. ADDITIONS TO THE AGENDA: Public Works Maintenance Building APPROVAL OF THE AGENDA: It was moved by Councillor Atkinson, seconded by Councillor Stoddard to approve the agenda as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Newell and seconded by Councillor Atkinson to approve the previous minutes. Motion Carried unanimously. APPOINTMENTS: None MATTERS ARISING FROM THE MINUTES: None REPORTS Streets, Sewers and Unsightly Premises: Public Works Report was presented to Council and discussed. No issues arising from report. 2195 Recreation: Nothing to report Building Inspectors Report: No report at this time Mayor/Councillors: Town Clerk reported of attendance of Region 6 solid waste Technical Team Meeting at Mahone Bay office on January 31, 2020. CORRESPONDENCE: None NEW BUSINESS: Post Office Upgrades: Mayor Stoddart wrote a letter to Mike Kilger about concerns brought to his attention of the poor upkeep of the local Post Office. Mike replied to Mayor Stoddart stating they are currently working on the operating plan for 2020 and will follow up with area Postmaster to see what need to be done. 2584 Main Street By Law Violation: Councillors discussed at length the current living situation of Aaron Dugas on Cheryl Smiths property. It was moved by Councillor Baker and seconded by Councillor Stoddard that the property owner be given notice that as of April 30,2020 the living quarters of Aaron Dugas is to be removed from her property. Town Councillors and Mayor are going to arrange a meeting with Adult Protection Services, local Services Shawna Symonds and RCMP to get advice on the situation. Motion Carried Unanimously. Dog By Law Violation Update: Councillors were brought up to date with the current outcome of the Court hearing today. It was suggested by Legal Council that the Towns Dog By Law be Amended to clarify and uphold the law as it is. A meeting will be arranged in the near future with our Solicitor to amend the current Dog By-Law to enable the Town to enforce this law. 2196 Legion Back Room Heat: It was asked to Mayor Stoddart if the heat could be left on in the back room of the Legion to prevent it from having a musty smell. Since the Town is responsible for the maintenance and heat at the building and it cannot be separated from the normal heating bill of the building it was determined that it not be left on unless The Legion was willing to pay for a portion of the heating bill. Mayor Stoddart was to follow up with the President of the Legion. Councillor Voting Recording: It was brought to the Mayors attention that Councillors votes and the manner in which it was recorded in the minutes was not showing any negative votes. Going forward any motion that is not unanimous, the Clerk will report all Negative and Affirmative votes. 3 Compartment Garbage Cans for Recycling: It was asked by the Clerk if a garbage separating system could be installed at the playground behind the town hall instead of a catch all container that is currently there now. It was decided that the 3 Compartment System that is located at the Duck Pond be more beneficial at the playground and be moved when possible. Memorial Grounds Retaining Wall: The retaining wall is in need of repair in order to sustain the border. D Smith Masonry is coming to do some stone work for the Church in the spring and is able to fix the retaining wall also. It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the wall be repaired at a cost of $1200.00 taxes and labour Inc. Motion carried Unanimously. Land at Bruce Street: The Mayor informed Councillors that the offer of $8000 was turned down for the land at Bruce Street. Backstop Retaining Wall: Scotts Masonry did not get back to the Mayor about installing the retaining wall at the F.A Brannen Memorial Ballfield to hold a new backstop. It was decided at the table that the town would do the work of digging the trench and installing the retaining wall to hold the metal backstop. Mayor Stoddart and Councillor Atkinson would work on the project for no charge to the Town and Councillor Stoddard would work also but be paid for his time. 2197 Tenders: There were advertisements put out in the Tri County Van Guard for 3 different tenders. Painting of Town Hall, Roof at Seaside Heritage Hall and Returning Officer 2 tenders were received for Town Hall Painting: Rhan O’Connell / Harland Amirault cost of $6800.00 Curtis Smith cost of $3500.00 It was moved by Councillor Stoddard and seconded by Councillor Atkinson that Curtis Smith Tender of $3500.00 be accepted. Motion carried Unanimously. 3 Tenders were received for the Sea Side Heritage Roof: John Amirault Interlock Roofing Systems $93,000.00 Walls Metal Roofing $61798.17 MacDonell’s Small Jobs LTD. $64285.00 It was moved by Councillor Stoddard an seconded by Councillor Newell that MacDonell’s Small Jobs LTD tender of $64,825.00 be accepted. Motion carried Unanimously. 1 tender was received for Returning Officer from Wanda Atkinson for $3800.00 It was moved by Councillor Quinlan and seconded by Councillor Baker that the tender for Returning Officer from Wanda Atkinson of $3800.00 be accepted. Motion carried Unanimously. Volunteers: Volunteer nomination forms were sent out in the community to celebrate and recognize our dedicated Volunteers. Volunteer week is an annual event that runs each Year for one week in April. This Year it is being celebrated April 19th through 25th, 2020. The Nominees were; Bethann Link nominated by CHAMBA, Donna Nickerson, Stacey Swim , Steven Nickerson, Sheena & Billy Pace , Gary Sears and Lois Goreham all nominated by the Town of Clark’s Harbour. Council held a vote for someone to be selected to go to the Provincial Awards Ceremony at Casino Nova Scotia on April 27th 2020. Donna Nickerson had the highest vote count but declined the Invitation. Beth-Anne Goreham was the next in line for the award and accepted the Invitation. Clark’s Harbour is hosting the event this year for The Municipality of Barrington and Clark’s Harbour Nominees on April 22, 2020 at The Clark’s Harbour Legion where an awards ceremony and Dinner will take place at 6:30pm. 2198 Additions To the Agenda: Public Works Maintenance Building: It was brought to the table by Mayor Stoddart the there is a strong need to build a maintenance building. The idea brought forward was to erect 3 walls attached to the current salt shed at 69 Woodland Street along with roof, cement floor and Electric door. Along with this project we would include the cost of the Roofing for Seaside Heritage Hall and the repair of the Retaining walls at the memorial grounds. The approximate amount was $105,000. Not including the price of the Roof or Door and some labour for Maintenance Building. It was moved by Councillor Stoddard and Seconded by Councillor Newell that The Town Borrow the funds from their own reserves and pay themselves back at the current interest rate of the Royal bank at time of borrowing over the next 10 years. Motion Carried Unanimously.
