Each set of minutes are separated by a horiztonal line. 1945 Regular Session Town Council February 02, 2016 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:35pm with Councillors Rex Stoddard, Cecil Brannen, Sherry Atkinson, Trudy Quinlan, Irene Baker and Russell Atkinson present. Additions to the Agenda a) MacCoy Insurance Brokers Limited Approval of the Agenda: It was moved by Councillor R. Atkinson and seconded by Councillor Brannen that the Agenda as well as the additions be approved as circulated. Motion carried. Approval of Previous Minutes: It was moved by Councillor S. Atkinson and seconded by Councillor R. Atkinson that the Minutes from the previous meeting be approved as circulated. Motion carried. APPOINTMENTS: No Appointments MATTERS ARISING FROM THE MINUTES: a) Volunteer of the Year Nominations: The Town received a nomination of Leigh B. Stoddart and Robbie Newell from the Friends of the Cape Light, Kim Messenger and Lynn Atkinson from the West Head Wesleyan Church, Sherrill Stoddard and Sheldon Bell from the CSI New Horizons, Bethany Nickerson from Row for Nanny’s Cure and from Council members, there was, Kyle Smith, Marlene Smith, Denise Goodwin, Eileen Cunningham, and Curtis Smith. It was moved by Councillor Brannen, seconded by Councillor Quinlan, that Denise Goodwin be the Volunteer of the Year to represent the Town in Halifax, with Eileen Cunningham being the alternate. Motion carried. REPORTS Streets, Sewers and Unsightly Premises: The monthly report was read and discussed. Recreation: No recreation report was presented. Building Inspectors Report: There was no building permits issued for the month of January. 1946 Fire: There was no Fire report available. Police: Councillors Brannen and Quinlan reported on a police advisory meeting that they had attended on January 20th, 2016. The main concern was the number of individuals that were texting and driving. Mayor/Councillors: Councillor S. Atkinson reported that she would be attending a Regional Library as well as a CAP meeting this month. Councillor Quinlan reported on a SASI meeting that she had attended on behalf of the Town. Councillor Baker reported on the progress of the Bay Side home improvements. Mayor Stoddart and Councillor S. Atkinson will be attending the Black Heritage Proclamation on February 5 2016. CORRESPONDENCE a) Shelburne County Tourism Association Membership: The Town received a membership form from the Shelburne County Tourism Association. Council felt that there was more information needed before agreeing to become a member. Councillor Baker reported that she would be attending a meeting in the near future and would report back. NEW BUSINESS a) Returning Officer: There were no tenders received for a Returning Officer for the upcoming election in October of 2016. Councillor S. Atkinson contacted Marjory Ross to inquire if she would be interested in this position. It was moved by Councillor Brannen, seconded by Councillor Quinlan, that the Town appoint Marjory Ross as Returning Officer. Motion carried. It was moved by Councillor Brannen, seconded by Councillor R. Atkinson, that the awarded Returning Officer be awarded four thousand dollars ($4 000) and that the Poll Clerks be awarded $12 an hour. Motion carried. It was moved by Councillor Brannen, seconded by Councillor S. Atkinson, that the Federal Voters List be used to develop the preliminary voters list for the Town of Clarks Harbour. Motion carried. 1947 b) July 1st Coordinator: It was decided that a meeting be held, with all interested parties, on February 11 2016 at 6:30 in Council Chambers to discuss the various activities to be held on Canada Day. c) Finances –April 01/15-December31/15: Financial information for the first nine months of the fiscal year were presented to Council and discussed. There were small variations to the budget in a number of areas, but it was estimated that there could be a small surplus at the end of the fiscal year. d) March Council Meeting: The Clerk inquired of Council if March’s regular Council meeting could be postponed to the second Tuesday of the month, since she would be away the week prior and felt that there may not be enough time to ready for a meeting for the first Tuesday. After some discussion it was decided that the regular meeting of Council in March will be held on March 8 2016, the second Tuesday, instead of March 1 2016. e) Wedding Dance/July 16 2016-Lisa Chetwynd: Lisa Chetwynd, whom has booked the legion for July 16 2016 for her wedding reception inquired if she could hold a dance as well. No liquor was to be served and it was an invitation only event. It was moved by Councillor R. Atkinson, seconded by Councill Brannen, that Lisa be allowed to have the dance. Motion carried. Additions to the Agenda: a) MacCoy Insurance Brokers Limited: Correspondence was received from MacCoy Insurance Brokers Limited asking if they might review our Municipal Insurance requirements. Council members stated that our municipal insurance is obtained through the Union of Nova Scotia Municipalities. 1948 As it was 8:55 pm and no further business to discuss, it was motioned by Councillor R.
