1938

Regular Session
Town Council
December 01, 2015

 

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:55pm with Councillors Rex Stoddard, Cecil Brannen, Sherry Atkinson, Trudy Quinlan, Irene Baker and Russell Atkinson present.

 

Additions to the Agenda

Approval of the Agenda: It was moved by Councillor Baker and seconded by Councillor S Atkinson that the Agenda as well as the additions be approved as circulated. Motion carried.

 

Approval of Previous Minutes: It was moved by Councillor Brannen and seconded by Councillor R Atkinson that the Minutes from the previous meeting be approved as circulated. Motion carried.

 

APPOINTMENTS:

 

a) Renee LeBlanc, Health Promotor, Public Health Services was in attendance to introduce herself to Council and to offer any assistance that Council may require regarding health services or issues.

 

MATTERS ARISING FROM THE MINUTES:

 REPORTS

 

Streets, Sewers and Unsightly Premises:  There was no report for this period.

 

Recreation:  No recreation report was presented.

 

Building Inspectors Report:  There was no building inspectors report available.

          

Fire:  There was no Fire report available.

 

1939

 

 

Police: There was no Police Report available.

 

Mayor/Councillors:  Councillor Quinlan stated that she had two meetings coming up for December, one for SASI and one for the Kid’s Fair Play Fun’d.

Councillor S. Atkinson has a regional library approaching in December.

Councillor Baker reported on a retreat she attended for the Bay Side Home, and reported that they were considering some renovations to the older part of the building, mainly the kitchen and some painting.

The Clerk reported on a Region 6 Solid Waste meeting she had attended.

Mayor Stoddart reported that the week of October 5 2016, there would be celebrations planned to commemorate 50 years for the Coast Guard/Search and Rescue being in Clarks Harbour.

 

 

CORRESPONDENCE

 

The Town received a request from Shelley Smith of the Clarks Harbour Library for computer chairs and headphones that need replacing.  In a motion made by Councillor S. Atkinson, seconded by Councillor Baker, the headphones be purchased immediately, but more information was required before the purchase of the chairs, mainly the costs.  Motion carried.

 

A letter of thanks was received from the Tri-County Pregnancy Care Centre in appreciation of the $100.00 donation that they received from the Town of Clarks Harbour.

 

A request was received for a donation from the Western Shelburne County Healthcare Charitable Association to assist in their “Operation Christmas Angel” program, which, with a local pharmacy, subsidizes those on fixed income in the purchase of drugs and health related items.   In a motion made by Councillor Stoddard, due to the grant budget for the Town being met for this fiscal year, this request be considered in the 2016/2017 fiscal year. This motion was seconded by Councillor Brannen and carried.

 

A letter was received from the South West Nova Transition House Association, Juniper House, asking in Council’s assistance to raise awareness of Violence Against Women by wearing a purple ribbon from November 25th to December 10th to support this effort.

 

A letter was received from the Union of Nova Scotia Municipalities that stated that Government introduced amendments to the Liquor Control Act on November 25 2015; this Bill would give them the authority to make changes to the Liquor Licensing Regulations.

 

Penny Smith, Clerk with the Municipality of Shelburne sent out an invitation regarding a meeting with Intelivote to learn and discuss electronic voting for the upcoming and future elections.

 

 

1940

 

 

Property Valuation Services of Nova Scotia sent a letter stipulating that there would be no increase in the overall funding from municipalities.  For the sixth consecutive year, their budget remains at $17.09 million.

 

An invitation was received from the Nova Scotia Department of Fisheries and Aquaculture to attend a holiday open house on December 4 2015.

 

A thank you card was received from Wanda and Warren Amirault expressing their gratitude for the plaque they received for their property upgrades and improvements.

 

 

 

 

NEW BUSINESS

 

a)  An overnight stay as well as a dinner and breakfast at White Point Beach Lodge for Marlene Smith, whom represents the Town on the Board for the Western Regional Housing Authority was discussed.  It was motioned by Councillor Brannen and seconded by Councillor Quinlan that we purchase a gift certificate for Marlene from White Point Beach Lodge for this.  Motion carried.

 

b)  Colin Fraser, with the firm, Nickerson Jacquard Fraser, whom represented the Town’s legal issues, has moved on to the political field.  It was moved by Councillor Baker, seconded by Councillor S. Atkinson, that an inquiry be made to Pink Star Barro for Town representation.  Motion carried.

 

c)  Mayor Stoddard made an inquiry to Marjorie Ross and Alfred Atkinson, who owns the property on which a sculptured lion resides.  Mayor Stoddard was informed that if the property were to be sold, the Town would have first choice in either acquiring the property itself, or the option of acquiring the lion only.   This issue will be kept on top of.

 

d)  The first installment of Gas Tax funds in the amount of $21 475.00 was direct deposited into the operating account.  It was motioned by Councillor Brannen and seconded by Councillor Baker that this amount be transferred to the holding account.  Motion carried.

 

e)  Employee Christmas bonuses was discussed.  It was motioned by Councillor Brannen, seconded by Councillor Baker, that employees, Bryant Newell, Curtis Smith, Julianne Link, Jennifer Jones and Wanda Atkinson, receive that same bonus as in previous years, which was $500.00.  Motion carried.

 

 

 

1941

 

Additions to the Agenda:

 

a)  Recreation Meeting – it was decided that a recreation meeting be held after the regular council meeting on January 05 2016, which will commence at 6:30pm instead of the regular time of 7pm.

 

b)  Employee Evaluations – the Clerk was instructed to contact the Municipality of Barrington in regards to their employee evaluation process, and this will be discussed at the next meeting.

 

c)  Old VIC Door – the door to the old VIC building which now houses the Scotia Fundy Inshore Fisherman’s Association office, may need repairs or replacement.  It was motioned by Councillor S Atkinson, seconded by Councillor Quinlan, that Rex Stoddard look at the door, decide what must take place and that council would go with his recommendations.  Motion carried.

 

d)  Events Page on Facebook – Councillor Quinlan suggested that this too be discussed at the next meeting as there would be no more town events until after January 2016 and it was too late for the Christmas Party, being held on December 04 2015, and the Breakfast with Santa, on December 05 2015 to be advertised on that page.

 

 

At 7:50pm, with no more itemsto discuss, Councillor Baker motioned to adjourn.
