Regular Session

Town Council

August 01, 2018

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:55pm with Councillors Louann Link, Trudy Quinlan, Rex Stoddard, Irene Barker, Russell Atkinson and Cara Newell present.

ADDITIONS TO THE AGENDA: a) GIC Renewal

b) Automatic Payments for Utility Bills

APPROVAL OF THE AGENDA:

It was moved by Councillor Stoddard, seconded by Councillor Atkinson to approve the agenda, as well as the additions, as circulated. Motion carried.

APPROVAL OF THE PREVIOUS MINUTES:

It was moved by Councillor Baker, seconded by Councillor Quinlan to approve the previous minutes. Motion carried.

APPOINTMENTS: No appointments

MATTERS ARISING FROM THE MINUTES:

a) Requests for Proposal:

Seawall Along Boardwalk:

The Town received four (4) requests for proposal to repair the seawall along the boardwalk. Eugene Newell and Sons Construction Ltd for $12,900, Blue Bay Construction Ltd for $28,000, Harlow construction Limited for $31 ,940 and Aberdeen Paving Ltd for $17,900. Eugene Newell and Sons Construction Ltd was the successful bidder.

Councillor Baker motioned, seconded by Councillor Atkinson, that Eugene Newell and Sons Construction Ltd he selected to repair the seawall along the hoardwalk Motion carried.

Photocopier:

The Town received three (3) proposals for the purchase or lease of a photocopier. Workplace Essentials presented two (2) proposals, one for $7,163 and one for $7,535, Xerox submitted a proposal for $8,500 and Cassa Office Supplies submitted a proposal for lease, 48 months - $245.95 per month and 60 months — 205.95 per month. Each also offered a service contract. Council opted for the proposal from Workplace Essentials for the purchase price of $7,163.

Councillor Stoddard motioned, seconded by Councillor Atkinson, that the photocopier for the purchase price of $7,163 from Workplace Essentials be the successful bidder. Motion carried.

REPORTS

Streets, Sewers and Unsightly Premises:

Report was read and discussed; the flat part of the roof of the Treatment plant building has begun to leak and needs attention. The rest of July was spent doing regular maintenance.

Recreation:

No report available for this period.

Building Inspectors Report:

There were two (2) permits issued in July, with an estimated value of $ 14,500.

Fire:

No fire report available at this time.

Police:

No police report available at this time.

Mayor/Councillors:

Councillor Quinlan reported of her various activities and meetings since the last regular meeting of Council.

CORRESPONDENCE:

a) Sou'West 4-1-1 Club:

An invitation to Council was received from Nicole French, the 2018 Youth

Service Leader for 4-H Canada to attend the commemoration of a 4-H picnic structure at the Barrington Exhibition grounds. This structure is being constructed by the Sou'West 4-H Club and the exchange 4-H club from Manitoba. Councillors Atkinson, Newell and Link expressed interest in attending.

NEW BUSINESS
a)    Sage 50 Simply Accounting:

The Town Clerk requested of Council a newer and updated version of the Simple Accounting program as the current one in use is experiencing problems and it was felt that impertinent information may become lost and irretrievable. The 2018 version of Sage 50

Premium 2 user can be purchased for $600; this includes version 2019 when available and 1 year of product updates and tech support.

Councillor Baker motioned, seconded by Councillor Quinlan, that the new version of Simply Accounting be purchased. Motion carried.

b)    Fisherman's Memorial:

The Fisherman's Memorial Service will be held on September 30th, commencing at 2pm, officiator to be determined. In future years, the Fisherman's Memorial Service will be held on the last Sunday of September.

Councillor Quinlan motioned, seconded by Councillor Newell, that the

Fisherman's Memorial Service will be held on the last Sunday of September. Motion carried.

ADDITIONS TO THE AGENDA:

a)    GIC Renewal:

The GIC of $170,000 that was purchased on August 10th, 2017 will come up for renewal on August 10th, 2018, the Clerk requested that an additional $45,000 be added to this and purchase a new one for $215,000 for a period of one year. The rate of interest was unknown at this time.

Councillor Quinlan motioned, seconded by Councillor Stoddard, that the Clerk purchase a GIC for a period of one year in the amount for $215,000. Motion carried.

b)    Automatic Utility Bill Payments:

The Clerk inquired of Council if they would consent to automatic payments for such bills as Bell Aliant, Nova Scotia Power and Eastlink as the bank now charges $1 per bill payment at the bank.

Councillor Baker motioned, seconded by Councillor Newell that the Clerk set up automatic payments with the above mentioned companies. Motion carried.

At 8: 15pm, there being no other business to discuss, Councillor Baker motioned to adjourn.

The next regular meeting of Council will be held September 5th 2018 in Council Chambers of the Town Hall, commencing at 7pm.
