Town Council
April 02, 2024
The Regular Session was called to order by Mayor Stoddard at 6:55pm with Councillors Louann Link, Irene Baker, and Russell Atkinson present. Councillor Quinlan absent due to illness.
ADDITIONS TO THE AGENDA: None
APPROVAL OF THE AGENDA:
It was moved by Councillor Baker and seconded by Councillor Atkinson that the agenda be approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
It was moved by Councillor Atkinson and seconded by Councillor Link that the minutes from the previous meeting be approved as circulated. Motion carried unanimously.
APPOINTMENTS:
Dave Toope (RCMP)
Constable Toope was present to relay to Council, what the priorities of the RCMP in Shelburne County. Mainly that of drug and street crime enforcement around the county. He will return in July to give Council a report on Clark’s Harbour specifics.
MATTERS ARISING FROM THE MINUTES:
The Town received no tenders for this project.

Two (2) applications were received for the position of grounds maintenance. With a unanimous decision Council chose Ralston Waybret for the position.
Councillor Baker motioned to hire Ralston Waybret for the position of grounds maintenance, Councillor Atkinson seconded the motion, motion carried.
At the last regular meeting, Council was asked to come up with suggestions for additions to the playground. Councillor Baker suggested a pirate ship, which seems to be popular with the kids. Mayor Stoddard suggested a activity wall/windbreak as the playground is susceptible to the wind from the ocean. It was decided to start with the activity wall/windbreak and expand from there.
Councillor Atkinson motioned to construct the activity wall/windbreak and expand from there, Councillor Link seconded the motion, motion carried.
Councillors Baker and Link along with Misty James with the recreation department in Barrington, will head up the activities and operations associated with this event
REPORTS:
Streets, Sewers and Unsightly Premises:
The Public Work’s Report was presented to Council and discussed. No major issues indicated at this time.
Recreation:
A meeting will be held on April 23rd to discuss the upcoming Canada Day events.

Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council. 2406
. CORRESPONDENCE:
All relevant correspondence was shared with Council via email and only that that required action is listed below.
NEW BUSINESS:
Mayor Stoddard expressed concern about the parking area of the Canadian Post Office in Clark’s Harbour. he felt if the parking area was extended toward the building by six (6) feet, there would be enough room to get off the highway safely and to see oncoming traffic when trying to leave.
Mayor Stoddard will collaborate with Canada Post officials and the office of MP Rick Perkins to see if this can be accomplished.
Private health care has been a topic of discussion for some time. The Town has connected with Bluenose Health, which is a Nova Scotia owned and operated subscription-based nurse practitioner-led clinic providing health care for those that require/need it. Bluenose Health expressed interest in expanding their operations to this area. Also, in discussion was where would the Town accommodate such a health care provider if one was available. Remodeling of the Library seemed to be the most economical thing to do.
Councillor Atkinson motioned to remodel the library, if need be, to accommodate a private health care provider, Councillor Link seconded the motion, motion carried.
The Clerk presented a draft capital budget for 2024/2025 fiscal year, with the finishing of the boardwalk project being at the top of the list. Other capital projects on going is the pursuing of a new wastewater facility, acquiring new spare lift station pumps and street paving.
Councillor Baker motioned to accept the draft budget as presented, Councillor Atkinson seconded the motion, motion carried.
