 Regular Session

Town Council

April 13, 2022

                                                                                                                


 

The Regular Session was called to order by Mayor Stoddard at 7:00 pm with Councillors Trudy Quinlan, Irene Baker, Louann Link and Russell Atkinson present.

 

ADDITIONS TO THE AGENDA:

                                                            Accessibility Plan

                                                            Insurance (Solicitor)

                                                            Street Clean Up

 

APPROVAL OF THE AGENDA:

 

                It was moved by Councillor Quinlan and seconded by Councillor Baker that the Agenda as well as the additions be approved as circulated. Motion carried unanimously.

 

APPROVAL OF THE PREVIOU MINUTES:

 

                It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the Minutes from the previous meetings be approved as circulated. Motion carried unanimously.

 

APPOINTMENTS:

 

                There were no appointments.

 

MATTERS ARISING FROM THE MINUTES:

 

                 There no matters arising from the Minutes to discuss.

 

REPORTS:

 

 Streets, Sewers and Unsightly Premises:

                  The Public Works Report was presented to Council and discussed. Staff of Public Works had enquired of Councill that the purchase of a small sand blaster be considered.  Councillor Baker motioned that they purchase a sand blaster with a value of no more than $500, Councillor Quinlan seconded the motion.  Motion carried unanimously.

 

Recreation;

                   Nothing to report.

Building Inspector Report:

                    There were two (2) Building Permits issued in March. The annual Builder Permits report was also circulated.

 

 

Mayor/Councilors:

                     Mayor Stoddard and Councillors reported to Council on meetings that they attended since the last regular meeting of Council.  Mayor and Council discussed other issues around the Town, including ballpark drainage, playground equipment and the Heritage Hall.  They set a date of May 3rd @6:30 pm to discuss the July 1st activities.

 

 

CORRESPONDENCE:

 

           Offshore Renewable Energy:

                 

                         Correspondence was shared with Council regarding the above.

 

            Barrington Area Soccer Association:

                      

                        The Soccer Association was seeking a donation from the Town to help carry out their activities this season.  Councillor Baker moved to approve a donation of $200, Councillor Link seconded the motion.  Motion carried unanimously.

 

            ACOA Grants:

 

                        Council discussed various ideas for potential grants.

 

                      

 

NEW BUSINESS:

 

              Launching Equipment for Fireworks:

 

                        Councillor Quinlan moved to agree to cost share with the Municipality of Barrington for the purchase of new equipment to launch fireworks.  Councillor Atkinson seconded the motion.  Motion carried unanimously.

July 1st Pageant Donation:

 

                        Councillor Baker moved to donate $1000 to the July 1st Pageant, this money being part of the July 1st budget for 2022/23 fiscal year.  Councillor Quinlan seconded the motion.  Motion carried unanimously.

 

ADDITIONS TO THE AGENDA:

 

            Accessibility Plan:

 

                        Mayor Stoddard presented Council with the Accessibility Plan for the Town of Clark’s Harbour.  Councillor Atkinson moved to approve the plan as presented.  Councillor Link seconded the motion.  Motion carried unanimously.

 

            Insurance/Town Solicitor:

 

                        Mayor Stoddard asked Council if they supported Mayor Stoddard to contact the Town Solicitor and inquire in more detail the liabilities of the Town and the current Insurance held by the Town.  It was moved by Councillor Baker to go forward with this, Councillor Link seconded this motion.  Motion carried unanimously.

 

            Roadside Gargage Pickup:

 

                        Councillor Baker stressed the need that the Town move forward with advertising for roadside garbage pickup. The terms being the same as in previous years.

 

   


 

            Resumes for Ground Maintenance Personnal:

 

                        At this time Councillor Baker declared a conflict of interest and left the meeting.  There were four (4) applications for the position; Layton Goodwin, Skyler Nickerson, Beth Nickerson and William (Billy) Baker.  By means of secret ballet, Billy Baker was chosen unanimously.  Councillor Link moved that they hire Billy Baker for the position.  Councillor Atkinson seconded the motion.  Motion carried unanimously.

As there was no further business to discuss, it was moved by Councillor Quinlan to adjourn the meeting, the time being 9pm.
