Town of Clark's Harbour : Town Minutes - April, 2015Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line.1909 Regular Session Town Council April 7, 2015 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:55pm with Councillors Rex Stoddard, Cecil Brannen, Russell Atkinson, and Sherry Atkinson, Irene Baker and Trudy Quinlan present. Additions to the Agenda: (a) Dr Blair (b) Irving Sign (c) Privatization for Homecare in NS Approval of the Agenda: It was moved by Councillor R. Atkinson and seconded by Councillor Baker that the Agenda as well as the additions be approved as circulated. Motion carried. Approval of Previous Minutes: It was moved by Councillor Baker and seconded by Councillor Stoddard that the Minutes from the previous meeting be approved as circulated. Motion carried. APPOINTMENTS CHAMBA: Jennifer Sears, President of CHAMBA, was present to express concerns of who was responsible for what regarding the ball field and area. After some discussion all was clarified to everyone’s satisfaction. She also commented on the number of members with CHAMBA and that they expected to have another successful year. MATTERS ARISING FROM THE MINUTES None REPORTS Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Recreation: There was no Recreation Report for March. Building Inspector: There was one building permit issued in March with a value of $50,000.00. Fire: There was no Fire Report for March. 1910 Police: There was no Police Report for March. Mayor/Councilors: Councillor S. Atkinson reported on a Western Regional Counties Library meeting that she attended. Councillor Baker and Councillor Atkinson, along with Karen Goreham, the Volunteer of the Year for Clark's Harbour, attended the Volunteer of the Year dinner held in Halifax on April 07 2015. CORRESPONDENCE TC Media/Shelley Blinkhorn: A request from Shelley Blinkhorn to the Town of Clark's Harbour to place an ad in a program for the Town of Digby’s 125th anniversary celebrations was denied in a motion made by Councillor Brannen and seconded by Councillor R. Atkinson. Motion carried. South Shore Tourism Group: A municipal request of $89.00 from the South Shore Tourism Group was granted in a motion made by Councillor Brannen and seconded by Councillor Quinlan. Motion carried. NEW BUSINESS Barrington Ground Search and Rescue: The annual request for a grant was received from Barrington Ground Search & Rescue. The requested grant from the Town for 2015/2016 was for $852.00, the same as for 2014/2015. It was moved by Councillor Stoddard and seconded by Councillor S. Atkinson that a grant of $852.00 be given to the Barrington Ground Search & Rescue for 2015/2016. Motion carried. 2015/2016 Grants to Organizations : It was moved by Councillor Quinlan and seconded by Councillor S. Atkinson that the grants to organizations be approved as discussed. Motion carried. Oil Companies: Council discussed the fluctuating prices of a litre of oil and it was a consensus among them that we shop around for the best rate. Legion Fire Alarm Monitoring System: The monitoring system for the legion fire alarm will soon become obsolete as the Yarmouth Fire Department will no longer be monitoring these alarms. We had one quote of $1 275.00 from dBm Research Inc. of Tusket to supply and install the equipment needed for the fire alarm to go to a monitoring company, but it was decided that this be looked into further before making a final decision. 1911 Dialysis Committee: Mayor Stoddart and Councillor Stoddard volunteered to sit on the Dialysis committee with Councillor Baker and Brannen being alternates. Committee Appointments: Council revised the committee appointments on which they sit and it was moved by Councillor Baker and seconded by Councillor Brannen that the changes be accepted as discussed. Motion carried. ADDITIONS TO THE AGENDA Dr Blair: Council discussed Dr. Blair’s change of plans regarding a walk in clinic. Irving Sign: Council expressed concerns that the dangling Irving Sign could be a potential danger to passing motorists. Council was informed that Irving was aware of this situation and that we were just waiting for them to come and remove it. Privatization of Home Care Services: Council discussed the possible privatization of home care services by the Nova Scotia Government and how it may affect the not-for-profit sector. The Town Clerk was asked to write a letter to the Minister of Health and Wellness for more information on this subject. As it was 9:50pm and there was no further business for regular Council at this time, it was moved by Councillor R. Atkinson and seconded by Councillor Brannen that the meeting be adjourned.
