Town Council
October 07, 2025
The Regular Session was called to order by Mayor Kenney at 7pm with Councillors Louann Link, Laurie Smith, Irene Baker and Max Kenney present.
ADDITIONS TO THE AGENDA:
APPROVAL OF THE AGENDA:
Being duly moved and seconded the agenda as well as the additions was approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
Being duly moved and seconded the minutes from the previous meeting was approved as circulated. Motion carried unanimously.
APPOINTMENTS:
MATTERS ARISING FROM THE MINUTES
There have been ongoing discussions of forming a Municipal Joint Services Board with the 5 Shelburne County units, Town of Clark’s Harbour, Municipality of Barrington, Town of Shelburne, Municipality of Shelburne and the Town of Lockeport. At the last meeting of the five (5) units, it was decided to form a Steering Committee for the MJSB which would consist of two Councillors from each unit with the CAO’s and Clerks acting as staff resource.
Being duly moved and seconded, Council agreed to the formation of a Steering Committee for a possible Municipal Joint Services Board. Motion carried unanimously.

Being duly moved and seconded, the REMO bylaw received its second and final reading and was adopted by Council. Motion carried unanimously.
REPORTS:
Streets, Sewers and Unsightly Premises:
The Public Works report was read and discussed.
Recreation:
The tentative date for the Town’s Christmas Party and Breakfast with Santa will be December 5th and 6th respectively.
Building Inspector Report:
No permits were issued for the month of September.
Mayor/Councillors:
Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.
CORRESPONDENCE:
An email was received by the Clerk from Ms. Nickerson expressing interest in a community led fundraising effort to upgrade the Town’s playground area. Although Council felt this was a great idea but was concerned about legal liabilities that this may create, as the playground is on Town property and cannot be separated. The Clerk was instructed to seek legal advice.

NEW BUSINESS:
The Town was required to have its well registered with NSECC due to a food establishment using said well. A registered well requires bacteria testing quarterly and chemical testing every two years. Due to the results of the chemical tests, the Town was required to consult with water treatment specialists to determine the correct action to take to obtain the correct levels of chemicals detected in the water.
The Clerk consulted with Nova Pure Water Systems and after analysing the test results proposed a system that would eliminate or reduce the levels of arsenic, uranium, iron and manganese from the well water, at the cost of seventy-three hundred dollars (7,300).
Nova Pure Water Systems will submit a corrective action plan to NSECC and await the results of their specialists as they may have a different directive than that of the well water specialists.
Due to the Canada Post Strike, the Clerk asked permission to extend the deadline for the final tax bills to December 12th, instead of the last business day of November.
Being duly moved and seconded, Council agreed to extend the deadline for the final bills to December 12th , 2025. Motion carried unanimously.
A proposal was received from Marion Dolliver and her son Adam to utilize the community hall from Monday to Friday, 6am to3pm, to employ seniors that need extra income. Some of the ideas were to prepare meals for sale to the local processing plants, as well as the public, have baked goods for sale, a bulletin board for Seniors either looking for work, or are willing to offer specialty services such as clothes alterations or small appliance repair, looking for people to do odd jobs, etc.
Council determined that they could not commit at this time as it was unknown what they were doing with the hall and how they would like to utilize it.
