The Regular Session was called to order by Mayor Kenney at 7pm with Councillors Louann Link, Laurie Smith, Irene Baker and Max Kenney present.

Being duly moved and seconded the agenda was approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
Being duly moved and seconded the minutes from the previous meeting was approved as circulated. Motion carried unanimously.
APPOINTMENTS:
MATTERS ARISING FROM THE MINUTES
There have been ongoing discussions of forming a Municipal Joint Services Board with the five (5) Shelburne County units, Town of Clark’s Harbour, Municipality of Barrington, Town of Shelburne, Municipality of Shelburne and the Town of Lockeport. At the last meeting of the five (5) units, it was decided to form a Steering Committee for the MJSB which would consist of two Councillors from each unit with the CAO’s and Clerks acting as staff resource.
Being duly moved and seconded, Council agreed to the formation of a Steering Committee for a possible Municipal Joint Services Board. Motion carried unanimously.
Committee members are Mayor Clay Kenney and Deputy Mayor Irene Baker, with Councillor Louann Link as an alternate.

b) NSECC – Corrective Action Plan - Approved
The Town was required to have its well registered with NSECC due to a food establishment using said well. A registered well requires bacteria testing quarterly and chemical testing every two years. Due to the results of the chemical tests, the Town was required to consult with water treatment specialists to determine the correct action to take to obtain the correct levels of chemicals detected in the water.
The Clerk consulted with Nova Pure Water Systems and after analysing the test results proposed a system that would eliminate or reduce the levels of arsenic, uranium, iron and manganese from the well water, at the cost of seventy-three hundred dollars (7,300).
Nova Pure Water Systems will submit a corrective action plan to NSECC and await the results of their specialists as they may have a different directive than that of the well water specialists.
The corrective action plan was forwarded to NSECC and was accepted as a corrective action.
Being duly moved and seconded, the Clerk was instructed to move ahead with the corrective action plan recommended by NSECC and Nova Pure Water Systems. Motion carried unanimously.
An email was received by the Clerk from Ms. Nickerson expressing interest in a community led fundraising effort to upgrade the Town’s playground area. Although Council felt this was a great idea but was concerned about legal liabilities that this may create, as the playground is on Town property and cannot be separated. The Clerk was instructed to seek legal advice.
The Clerk sought legal advice from the solicitor and was told that there would be no legal liabilities to accept ‘gifts’ from Town residents.
Being duly moved and seconded, the Clerk was instructed to contact Ms Nickerson and inform her that she may move forward with her plan if she was still interested, knowing that certain requirements must be met for insurance purposes.
Motion carried unanimously.

REPORTS:
Streets, Sewers and Unsightly Premises:
The Public Works report was read and discussed.
Recreation:
Councillors Link and Baker shared their achievements to date for the Town Christmas Party and that of Breakfast with Santa.
The Town will put on a New Years Eve dinner and dance at 12 Kenney St, the community hall, on December 31st. MacKenzie Security has been secured for this event, it will be a couples only event as well, dress code will apply.
The Town’s house decorating for the holidays contest will be judged on December the 18th, with an alternate date of December 19th, if there should be inclement weather.

Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.
CORRESPONDENCE:
No correspondence to discuss.
NEW BUSINESS:
Both the Celebrate Canada and the Canada Summer Jobs grants are open for applications. The Clerk was instructed to apply.

Being duly moved and seconded, the Clerk will apply for funding from Celebrate Canada for Canda Day and for a student from the Canada Summer Jobs portal.
Motion carried unanimously.
For the past few years there has been no regular meetings of Council in the month of December due to employment obligations of Council members elsewhere and that of vacations of staff, Council decided, moving forward, that there be no regular meeting of Council in December unless an emergency arises.
Being duly moved and seconded, there will be no regular meeting of Council in December until otherwise reinstated by Council.
Motion carried unanimously.
Councillor Baker moved to enter into an ‘in camera’ session at 8:10pm, the Clerk left the meeting while discussions were had.
Councillor Baker moved to exist the ‘in camera’ session at 8:15pm.
The Clerk re-entered the meeting.
Being duly moved and seconded, the Clerk was instructed to proceed with the holiday bonuses agreed upon by Council.
Motion carried unanimously.
