Regular Session


Town Council


March 17, 2026


The Regular Session was called to order by Deputy Mayor Baker at 7:05pm with Councillors Louann Link, Laurie Smith, and Max Kenney present.

Mayor Kenney joined the meeting at 7:20pm.



ADDITIONS TO THE AGENDA:

Being duly moved and seconded the agenda was approved as circulated.

Motion carried unanimously.


APPROVAL OF THE PREVIOUS MINUTES:


Being duly moved and seconded the minutes from the previous meeting was approved as circulated.

MATTERS ARISING FROM THE MINUTES


  1. Burrowing Resolution


At the last regular meeting of Council, the Clerk was awaiting direction from Municipal Affairs regarding an in-house borrowing resolution. In prior years permission from the Minister was required, but since, has changed.

It states in the Municipal Government Act, Section 99(5) that – Council may borrow from a capital reserve fund, by resolution, if the resolution prescribes the terms of repayment, including interest, at a rate not less than the interest rate that the municipality would pay to borrow the funds for a similar term from another source.


Being moved and seconded, the Clerk was instructed to borrow three hundred thousand dollars ($300,000) from Capital Reserve to cover capital projects from the 2025/2026 fiscal year to be repaid over a period of not more than ten years at a rate of 4.95% interest, which is the rate the Clerk acquired from her finance manager at the Royal Bank of Canada.

  1. Wastewater Treatment Facility – Land Acquisition


At the last regular meeting of Council, they learned that the new wastewater treatment facility design encroached on property not belonging to the Town. Mayor Kenney approached the owners of 2421 Main St to inquire if they would sell that portion of property that abuts that of AAN 04643313 (PID 80073695) located at 69 Woodland St.

The property owners gave verbal consent to give that portion in question to the Town so that the Town may move forward with the new wastewater facility.

The Clerk was instructed to get written confirmation and then move to the next step which would be the hiring of a surveying company.


Being duly moved and seconded, the Clerk is to inquire with the solicitor to get something in writing legally between the Town and that of the property owners and then move forward with hiring a surveyor to subdivide the property in question.

  1. Student Bursary/Scholarship Policy # 7


Being duly moved and seconded Council accepted the draft Student Bursary/Scholarship Policy # 7 as presented. Being no recommended changes, the policy will be accepted as is.

  1. Community Hall/Legion Rental Fees


The rental fees for events, other than Town events, at the community hall/legion hadn’t been looked into since 2021 and it was the consensus of Council that these be raised to reflect the increase of costs for heating and lighting.

For those that have already booked for an event will be charged the old fee any new bookings will reflect the new fee.


Being duly moved and seconded, the fees for rental of the community hall/legion will be risen as discussed by Council.

REPORTS:


Streets, Sewers and Unsightly Premises:


The Public Works report was read and discussed.


Recreation:


Building Inspector Report:


No permits were issued for the month of February.


Mayor/Councillors:


Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.


CORRESPONDENCE:


  1. Senior Services Budget Request


Being duly moved and seconded, Council granted Senior Services the budget request of five thousand and ninety-two dollars ($5092).


Motion carried unanimously.


  1. Barrington Ground Search and Rescue Budget Request


Being duly moved and seconded, Council granted BGSR one thousand eighty dollars ($1080) the same as the previous year.


Motion carried unanimously.


  1. Sou’West Nova Transit Budget Request


Being duly moved and seconded, Council approved two thousand dollars for Sou’West Nova Transit.

  1. Barrington Municipal High School – Grad Class of 2026


Being duly moved and seconded, Council granted five hundred dollars ($500) to the BMHS Graduating Class of 2026.


Motion carried unanimously.



NEW BUSINESS:


  1. Equity & Inclusion Plan


Council approved the draft Equity & Inclusion Plan as presented with no changes to be made, so this version will be the plan for the Town of Clark’s Harbour.


Motion carried unanimously.
