Town Council
January 06, 2026
The Regular Session was called to order by Mayor Kenney at 7pm with Councillors Louann Link, Laurie Smith, Irene Baker and Max Kenney present.
ADDITIONS TO THE AGENDA:
APPROVAL OF THE AGENDA:
Being duly moved and seconded the agenda was approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
Being duly moved and seconded the minutes from the previous meeting was approved as circulated. Motion carried unanimously.
APPOINTMENTS:
Ms Donaldson presented to Council a project that was initiated by Korean Veteran Bob Garron who wanted to remember those men and woman who served their country and died as a result and are buried abroad.
The focus of the picture is of Beny-Sur-Mer Cemetery in France; maple leaves are added to the picture as a national symbol; a poppy and the words REMEMBER THEM. Pictures of men and women of Shelburne County are circular and represents the Dead Man’s Penney which is a memorial plaque given to the families of those who died while in service under the British Empire. Accompanying the picture is a package of detailed information on every soldier that comes with the project.
The costs of the pictures range from one hundred dollars ($100) to one hundred and seventy-five dollars ($175), depending on size and quantity.
Being duly moved and seconded it was decided to order three (3) of the 22X30 inch pictures at one hundred dollars ($100) each plus tax 2496

The AAA members started meeting in the Legion quarters of the Community Hall located at 12 Kenney St, and when the renovations started, they moved their meetings to the town hall in Council Chambers on Thursday evenings. Once the renovations were completed, they returned to 12 Kenney St meeting in a side room off the main hall, then the Legion members decided to hold a crib tournament on Thursday evenings to raise money for their organization and the AAA members found themselves with no place to meet. Ms Ross asked if Council would be willing to consider a safe uninterrupted space in which they could hold their meetings.
At this point Councillor Link declared a conflict of interest and left the meeting.
Being duly moved and seconded, Council thought the Council chambers would be the perfect place for their meetings to be held every Thursday evening with little to no interruptions in their weekly meetings.
Motion carried unanimously.
MATTERS ARISING FROM THE MINUTES
REPORTS:
Streets, Sewers and Unsightly Premises:
The Public Works report was read and discussed.
Recreation:
Building Inspector Report:
No permits were issued for the month of December.
Mayor/Councillors:
Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.

CORRESPONDENCE:
A donation for the “Souper Saturday “program put on by the West
Head
Being duly moved and seconded, Council donated one thousand dollars ($1,000) to the program.
Motion carried unanimously.
NEW BUSINESS:
After much discussion it was decided to move the regular meeting of Council from the first Tuesday of the month to the third Tuesday of the month.
Being duly moved and seconded, the regular meeting of Council will now be held on the third Tuesday of each month, with the exception of December, in which no meeting is held unless the subject is of a time sensitive nature.
Motion carried unanimously.
Being duly moved and seconded, the 2025-2028 Accessibility Plan was approved by Council.
Motion carried unanimously.
The Town of Clark’s Harbour share of Municipal Billing from Region 6 for the 2026/27 fiscal year is one thousand, one hundred and sixty-two dollars ($1,162).
Being duly moved and seconded, Council approved the Region 6 Municipal billing budget.
Motion carried unanimously.

The first eight months of revenue and expenses was shared with Council.
