Special Session
Town Council
February 17, 2026
The Special Session of Council was called to order by Mayor Kenney at 1:30pm with Councillors Laurie Smith, Irene Baker and Max Kenney present, Councillor Link arrived at 1:40.
APPROVAL OF THE AGENDA:
Being duly moved and seconded the agenda was approved as circulated. Motion carried unanimously.
NEW BUSINESS:
Two applicants were interviewed for the position of Event Coordinator, Wanda Atkinson and Joanna Hyde.
Through the process of secret ballot, Wanda Atkinson was awarded the position, with a vote of three to two.
Being moved and seconded, Council selected Wanda Atkinson for the position of Event Coordinator. This position is for a two year term with a review to be completed at the end of the first.
Motion carried unanimously.

Regular Session
Town Council

The Regular Session was called to order by Mayor Kenney at 3pm with Councillors Louann Link, Laurie Smith, Irene Baker and Max Kenney present. Due to employment obligations, Councillor Link left the meeting at 3:30pm.

Being duly moved and seconded the agenda was approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
Being duly moved and seconded the minutes from the previous meeting was approved as circulated. Motion carried unanimously.
APPOINTMENTS: NONE
MATTERS ARISING FROM THE MINUTES
Council was brought up to date on the status of the new Wastewater Treatment Facility, which is in its final planning stages. Upon a meeting between the engineers from CBCL, the Clerk and Public Works Supervisor, it was discovered that the new design encroached on property not belonging to the Town, but to residents of the Town. It was discussed at length and on the advice of the engineers, Council decided to approach the property owners to inquire if they would be willing to sell that portion of their property. This in no way affects the living area of the resident’s property, as the section in question is located at the back and abuts the property of the current Wastewater Treatment Facility. This, by far, is the most economical venue to pursue, as the other option includes the redesigning the facility, which could become very costly.

Being duly moved and seconded, Council gave instructions to inquire with the owners of the property located at 2421 Main Street and that the Town would be solely responsible for all costs associated with the purchase.

REPORTS:
Streets, Sewers and Unsightly Premises:
The Public Works report was read and discussed.
Recreation:
Building Inspector Report:
One permit was issued in January with an approximate value of thirteen thousand ($13,000).
Mayor/Councillors:
Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.
CORRESPONDENCE:
All correspondence was shared with Council, however, only that requiring a motion is added to the agenda.
NEW BUSINESS:
The idea of constructing a storage building had been previously discussed, but with the issues arising from the wastewater treatment facility, it was tabled for a future meeting.
Being duly moved and seconded, the 2026-2027 property tax rates are to remain the same as previous years, $1.68 per 100 of assessed taxable value for residential and resource property and $5.58 per 100 of assessed taxable value for commercial property.

Being duly moved and seconded, the Sewer Service Fee for 2026/2027 will remain as last fiscal year two hundred and eighty-eight dollars ($288) per full unit.
Motion carried unanimously.
Being duly moved and seconded, the budget for grants to organizations was set at twenty thousand dollars ($20,000), Canada Day budget set at forty-five thousand dollars ($45,000) and the Other Event budget was set at twenty thousand dollars ($20,000).
Council preapproved grant amounts for organizations for the 2026/2027 fiscal year. Except for those organizations mentioned in the Grants to Organizations policy, funding must be requested in writing and those not preapproved will be taken to Council for consideration.
Being duly moved and seconded, Council preapproved certain grants from the last fiscal year, those not on the list are to be taken to Council for consideration.
Motion carried unanimously.
The Student Bursary Policy was last reviewed in 2010 and upon a suggestion from the Clerk, Council moved to up the Bursary from one thousand dollars to two thousand dollars and asked that the policy be updated to reflect this as well as added criteria to determine the recipient’s eligibility, such as proof of continued education. The policy will be presented for approval at the next regular meeting of Council.
g h and i. Three new Policies
Council was presented with three new draft policies, that of Vehicle Use Policy, Disposal of Incidental Assets and Surplus Property Policy and Workplace Harassment Policy prior to the meeting for consideration.
Being duly moved and seconded, these draft policies were approved by Council with no changes.

j. Burrowing Resolution
In April of 2025 it was approved by Council to prepare a borrowing resolution for the remainder of the funds used to repair the Community Hall (Legion) floor. The Clerk is awaiting instructions from Municipal Affairs as how to proceed with this. The money will be borrowed from the Town reserves. Further discussion on this will be at a later date.
k. Community Hall Rental Fees
The Clerk suggested to Council that they review the current rental fee structure for the community hall as well as the rental agreement contract, and at the next regular meeting, discuss any changes and have them applied via a motion of Council.
