Regular Session
Town Council
August 06, 2025
The Regular Session was called to order by Mayor Kenney at 6:55pm with Councillors Louann Link, Laurie Smith, Irene Baker and Max Kenney present.
ADDITIONS TO THE AGENDA:
The probation period for Stephanie Goodwin and the Cape Light Café will come to an end at the end of August 2025. Council discussed what her rent would be for using town property for her endeavor. It was agreed that four hundred dollars ($400) per month would be sufficient for the time being until we can determine what her overall expenses would be for the Town.
Being duly moved and seconded, Cape Light Café (Stephanie Goodwin) will be charged four hundred dollars ($400) per month, commencing September 2025. Motion carried unanimously.
APPROVAL OF THE AGENDA:
Being duly moved and seconded the agenda as well as the additions was approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
Being duly moved and seconded the minutes from the previous meeting was approved as circulated. Motion carried unanimously.

MATTERS ARISING FROM THE MINUTES
The Seaside Heritage Hall has a potential sale, and the terms of the offer included that the contents and artifacts remain. It was the consensus of Council that legal advice be obtained before signing the agreement, as Council would like to see the artifacts remain the property of the Town, bur is willing to allow the new owner(s) to display them for the purpose of a museum. The terms of the agreement did not include a down payment, which Council felt would show that the buyer(s) is/are sincere in the purchasing of the building.
Being duly moved and seconded, Council asked for a fifteen hundred dollar ($1,500) down payment. Motion carried, with Mayor Kenney being against the motion.
REPORTS:
Streets, Sewers and Unsightly Premises:
The Public Works report was read and discussed.
The report contained a detailed description of the deterioration of the ballfield assets, lights need replacement, the roofs of the buildings need new shingles, washrooms need an upgrade, fence posts are rusting off in places, field needs new topping, and bleachers new replacement among other minor repairs.
The Clerk had previously gotten quotes for LED lights, the brand that we currently have cost eleven hundred forty-one dollars ($1,141) each, there were a different brand costing one thousand ninety-three dollars ($1,093) each, the electrician determined that ten (10) would be required. This along with the aforementioned repairs could become costly, it was decided that this be a priority for 2026.
Being duly moved and seconded, Council asked of the Clerk to get estimates of the repairs and apply for any grants that may be suitable. Motion carried unanimously.
Recreation:
The Senior’s Tea Party is set to go on August 13th, and is fully booked.

Building Inspector Report:
No report was available.
Mayor/Councillors:
Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.
CORRESPONDENCE:
All correspondence was shared with Council, only that requiring a motion will be added to the agenda.
A letter was received from Marc Flemming, the director of Seal Island Lighthouse Preservation Society asking for the town’s support in preserving the light on Seal Island.
Being duly moved and seconded, Council instructed the Clerk to draft a letter of support for the Seal Island Lighthouse Preservation Society. Motion carried unanimously.
The U15AA is hosting provincials at the F. A. Brannen Memorial and on the Sherose Island ballfields on Labour Day weekend. They are seeking a donation to help with expenses for this event.
Being duly moved and seconded, Council granted CHAMBA five hundred dollars ($500). Motion carried unanimously.
NEW BUSINESS:
Being duly moved and seconded, Council approved of the draft REMO plan as presented to them. Motion carried unanimously.
