Regular Session


Town Council


April 08, 2025


The Regular Session was called to order by Mayor Kenney at 7:00pm with Councillors Louann Link, and Laurie Smith present.

Absent were Councillors Irene Baker and Max Kenney



ADDITIONS TO THE AGENDA:



APPROVAL OF THE AGENDA:


Being duly moved and seconded the agenda was approved as circulated.

Motion carried unanimously.


APPROVAL OF THE PREVIOUS MINUTES:


Being duly moved and seconded the minutes from the previous meeting was approved as circulated.

Motion carried unanimously.



APPOINTMENTS:

  2. Legion 148 Members


Both cancelled prior to meeting.


MATTERS ARISING FROM THE MINUTES:


Mayor Kenney gave Council present an update on the community hall remediations.


REPORTS:


Streets, Sewers and Unsightly Premises:


The Public Works report was read and discussed.

No reports currently.


Building Inspector Report:


There was one building permit issued for the month of March.


Mayor/Councillors:


Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.


CORRESPONDENCE:


All correspondence was shared with Council, only that requiring a motion will be added to the agenda.


  1. Correspondence from Municipal Advisor, Andrea Hyslop.


An email was received from Municipal Advisor, Andrea Hyslop inquiring if Council would be interested in participating in an educational session on shared services and that of municipal restructuring taking place on May 14th at the District of Shelburne council chambers.

This is a great educational opportunity for those new Councillors to better understand how municipal governments are run.

Councillor Smith and Mayor Kenney both expressed interest in attending.




NEW BUSINESS:


  1. Parking across from Red & White


Complaints were received regarding vehicles parking too close to the corner of Saunders and Main St, thereby obstructing driver’s views when coming off Saunders onto Main. It was discussed to widen the shoulder in that area, or to erect a no parking sign. In most cases, parking is not permitted within a 7.5m, approximately 22.5ft, distance from a street corner. Widening the shoulder would only provide more parking space for the residents of the apartment complex, and that is not a requirement of the Town. The person that was usually violating this issue has been spoken to, and to our knowledge has not been parking there since.


Being duly moved and seconded, the Council of the Town of Clark’s Harbour elected to put a no parking sign within 7.5m in the area.

Motion carried unanimously.

  1. Capital Projects


Council discussed up and coming capital projects for the next few years. They include upgrading the roof on the Town Hall, that of the Community Hall and the gazebo. Construction of a storage facility was also discussed, as it has been discovered that there is no storage for seasonal items that are not in use.

There will be no major paving projects this year, as the remediation of the community hall and the construction of a new wastewater facility take priority at this time.






As there was no further business to discuss, the meeting was adjourned at 7:35pm.

Special Session


Town Council


April 01, 2025


The Special Session of Council was called to order by Mayor Kenney at 11:05am with Councillors Irene Baker, Louann Link, Max Kenney and Laurie Smith present.



ADDITIONS TO THE AGENDA:

APPROVAL OF THE AGENDA:


Being duly moved and seconded the agenda was approved as circulated.

Motion carried unanimously.

NEW BUSINESS:


  1. Tenders for Community Hall Remediation


In Camera Session:


Being duly moved and seconded, the Council of the Town of Clark’s Harbour moved “in camera” at 11:10am.

Motion carried unanimously.


Being duly moved and seconded, the Council of the Town of Clark’s Harbour moved out of “in camera” at 11:30am.

Motion carried unanimously.


Being duly moved and seconded, the Council of the Town of Clark’s Harbour awarded the Tender to Bad Boyz Construction Inc. and that they are to follow the terms and conditions set out in the Tender Documents, and that they be supervised by the Engineers of SeaSide Engineering of Yarmouth. The amount of the Tender was three hundred and sixty thousand dollars plus the applicable HST ($360,000).

The Town was awarded a grant in the amount of one hundred and fifty dollars ($150,000) from the Dept of Communities, Culture, Tourism and Heritage.

  1. Borrowing Resolution


Barring no unforeseen circumstances, the Town will borrow the remaining monies, either from own sources or seek other avenues.


Being duly oved and seconded, Council gave the Clerk instructions to prepare a borrowing resolution once the project have been completed.


As there was no further business to discuss, the meeting was adjourned at11:35am.
