Each set of minutes are separated by a horiztonal line. 2038 Regular Session Town Council September 07, 2017 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7pm with Councillors Irene Baker, Russell Atkinson, Cara Newell, Trudy Quinlan, Louann Link and Rex Stoddard present. ADDITIONS TO THE AGENDA: a) CH Peewees AA Foggies b) CHES Leadership Program c) Interpretive Panels d) Town of Yarmouth e) Pumpkin Weigh Off f) Citizen Concerns Regarding Roadside Garbage APPROVAL OF THE AGENDA: It was moved by Councillor Stoddard and seconded by Councillor Quinlan to approve the agenda as well as the additions as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Quinlan and seconded by Councillor Newell to approve the previous minutes. Motion carried. APPOINTMENTS: a) Samantha Goreham – Physical Activity Strategic Plan: Samantha Goreham, Physical Activity Coordinator for Barrington and Clark’s Harbour was present to give an update as to her plans for the upcoming year. She stated that a survey would be done this fall regarding physical activity in the area and that once the results were collected she would be back with an update. She was asked by Council to look into a possible splash pad for the Town of Clark’s Harbour and for street hockey nets. MATTERS ARISING FROM THE MINUTES: None 2039 REPORTS Streets, Sewers and Unsightly Premises: The report was read and discussed. Recreation: No report available for this period. Building Inspectors Report: There were four (4) permits issued for the month of August with an estimated value of $9000. Fire: No report available for this period. Police: No police report available at this time. Mayor/Councillors: Councillor Quinlan gave an update on her activities and meetings since the last regular meeting of Council. CORRESPONDENCE: a) Gardens of Grace/Proclamation: A request was made to Council to declare October 15th as Pregnancy and Infant Loss Awareness Day in the form of a proclamation. Councillor Atkinson motioned, seconded by Councillor Baker that Council proclaim October 15th as Pregnancy and Infant Loss Awareness Day in the Town of Clark’s Harbour. NEW BUSINESS a) Employee Pension Plan: The employee pension plan was discussed and the Clerk had inquired if they may change the plan from Manulife to RBC employee group pension plan. Councillor Atkinson motioned, seconded by Councillor Baker, that the plan be changed to the RBC pension plan provided that no penalties would be charged to the Town or to the employee and that any employee wishing to withdraw from the plan, permission from Council must first be obtained. Motion carried. 2040 b) Service Agreement w/MOB – Treatment Plant: The service contract with the Municipality of Barrington regarding the sewer treatment plant has expired and under Nova Scotia Environment rules and regulations, there needs to be a transition plan in place which indicates that there is someone available if need be that has an Operators Class II license to operate. Our current Public Works Supervisor has only an “operator in training” designation. There are meetings set to take place with the Municipality of Barrington and Nova Scotia Environment respectively to discuss the classification of the plant and what licenses are required to operate it. c) NSCC Fall Course Schedule: Faculty from the NSCC Shelburne Campus will once again be utilizing the Council Chambers to allow those that have not obtained their grade 12 diploma to do so. Classes are scheduled to start on Tuesday September 19th, 2017 at 6:30pm. ADDITIONS TO THE AGENDA a) CH Peewees AA Foggies: Council was joined by two members of the Clark’s Harbour Peewees AA Foggies, Ethan Brannen and Jacob Mathews to request a grant for their team’s upcoming trip to the provincials which are being held in Conception Bay, NFLD from September 15th – 17th. Councillor Baker motioned, seconded by Councillor Quinlan, that a $200 grant be given to the AA Foggies to facilitate their trip to Newfoundland. Motion carried. b) CHES Leadership Program September 14th: Mayor Stoddart inquired that if any Councillors were available on Thursday, September 14th to greet students from the Clark’s Harbour Elementary School and to share with them what being a member of Council entails and what role each plays on Council, that it would be greatly appreciated. c) Interpretive Panels: Mayor Stoddart would like to have three (3) interpretive panels; one depicting the history of the Stone Lion, one depicting the history of Ole Doc Brown, and one of the Sea View Hotel; done to place on or near the sites in question. Councillor Atkinson motioned, seconded by Councillor Quinlan, that these panels be completed and put on or near their designated place. Motion carried. d) Town of Yarmouth: A letter was received from the Town of Yarmouth stating that a recent meeting of Council the following motion was made: “that the Town of Yarmouth send a letter to each Council in the Western Region from Kings County to Queens County explaining the need for a Radiation Unit to better serve the people of the region with treatment options closer to home and ask them to send a letter of support to the NS Health Authority”. 2041 Councillor Baker motioned, seconded by Councillor Newell that a letter of support be written to the NS Health Authority indicating the need for a Radiation Unit at the Yarmouth Regional Hospital. Motion carried. e) Pumpkin Weigh Off: Councillor Baker informed Council that the Clark’s Harbour annual ‘Pumpkin Weigh Off’ will be held on Sunday October 1st 2017. The parking lot at the back of the Town hall will be the location and the time is 1pm. f) Roadside Garbage: Councillor Quinlan brought to the table a concern of a citizen regarding the garbage that litters the roadside ditches and the suggestion that garbage boxes be placed along the roadside. It was discussed that with winter approaching soon, perhaps this would not be a good idea. It was also discussed that fall cleanup will be happening on the 25th of September and maybe the citizens would go one step further and clean up any garbage that may border their properties. Councillor Atkinson motioned, seconded by Councillor Stoddard that a letter go out with the fall clean up flyer asking citizens to clean up any roadside litter bordering their property. Motion carried. As there was no other business to discuss, at 9:05pm Councillor Baker motioned that the meeting be adjourned.
