Each set of minutes are separated by a horiztonal line. 2381 Regular Session Town Council October 04, 2023 The Regular Session was called to order by Mayor Stoddard at 7pm with Councillors Irene Baker, Trudy Quinlan and Russell Atkinson present. Councillor Louann Link arrived 7:25pm. ADDITIONS TO THE AGENDA: a) GIC’s b) Nurse Practitioner c) Tri County Blood Collection Agency APPROVAL OF THE AGENDA: It was moved by Councillor Atkinson and seconded by Councillor Baker that the agenda as well as the additions be approved as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Quinlan and seconded by Councillor Atkinson that the minutes from the previous meeting be approved as circulated. Motion carried unanimously. APPOINTMENTS: None MATTERS ARISING FROM THE MINUTES: None REPORTS: Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Recreation: Pumpkin Weigh-Off is slated for October 8th, 2023, commencing at 1:30pm, however with the impending weather forecast, it may be postponed to October 10th @ 3:30pm. Breakfast with Santa will be held December 02, 2023, further details will be forthcoming. 2382 Building Inspector Report: No report available. Mayor/Councillors: Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council. Mayor Stoddard gave an update on the Boardwalk renovations. CORRESPONDENCE: All relevant correspondence was shared with Council via email and only that that required action is listed below. a) Municipality of Shelburne – Advocacy Cell Phone Letter Correspondence was received from Warren MacLeod, CAO, for the Municipality of Shelburne asking for the Town’s support in advocating for better cell phone coverage within the County. Councillor Baker motioned to add the Town’s name to the advocacy letter, supporting the Municipality of Shelburne in their endeavor for better cell phone coverage, Councillor Atkinson seconded the motion, motion carried. NEW BUSINESS: a) Women’s Wellness Clinics Mayor Stoddard had been approached by a member of NS Health inquiring about having a Women’s Wellness Clinic in the office space once occupied by a doctor and to be shared with NS Mental Health. The member of NS Health was asked to forward more information regarding this, but as of Council meeting, nothing had been received. Council had many questions, such as: is this for all women, with or without a family doctor and for those without, where does one go to obtain reports? Who does the follow up? Who would be administering these clinics, doctors, nurse practitioners or RN’s? After some discussion and without knowing any answers to their questions, it was decided to do a trial run for three (3) months. Councillor Quinlan motioned to do a three (3) month trial run, Councillor Atkinson seconded the motion, motion carried. 2383 b) Deed Transfer Tax The Town received five thousand fifty dollars ($5,050) of deed transfer tax for the month of August, 2023. c) December’s Regular Council Meeting Council discussed November’s and December’s regular dates for Council meetings. It was decided that November’s meeting be held on the 8th instead of the 1st, to give enough time for the previous months bills to come in for the finance committee to endorse and the meeting in December be cancelled altogether, due to the onset of the lobster season. Councillor Baker motioned to postpone November’s meeting from the 1st to the 8th and to cancel December’s regular meeting, Councillor Link seconded the motion, motion carried. d) Haunted House Mayor Stoddard discussed some of the potential danger should a fire break out during the showing of the ‘Haunted House’ at the Seaside Heritage Centre, particularly on the third floor in which there is only one way out and that is the staircase (2) leading down to the second floor. There is no outside exit from the third floor. Councillor Baker suggested that the volunteers of the ‘Haunted House’ present the Town with a safety plan before continuing on with preparations. Councillor Link motioned to carry out the ‘Haunted House’, with a safety plan in place, Councillor Quinlan seconded the motion, motion carried with three (3) for (Councillors Baker, Quinlan and Link) and two (2) against (Mayor Stoddard and Councillor Atkinson). ADDITIONS a) GIC’s – Investments The Clerk asked for consent to reinvest the current cashable GIC’s coming due on October 13th, Council consented as there is no projects in the near future that require funding. Councillor Baker motioned to reinvest the current cashable GIC’s for another one (1) year, Councillor Atkinson seconded the motion, motion carried. b) & c) Nurse Practitioner and Blood Collection Agency No action was required for these, information purposes only. 2384 As there was no further business to discuss, Councillor Baker motioned to adjourn the meeting, the time being 8:30pm. __________________________ ______________________________ Mayor Town Clerk |
