Regular Session


Town Council


October 2, 2019




The Regular Session of Town Council was called to order by Mayor Stoddart at 6:58 pm with Councillor Stoddard, Councillor Quinlan, Councillor Link, and Councillor Newell in attendance.

Councillor Baker and Councillor Atkinson were absent



ADDITIONS TO THE AGENDA:

APPROVAL OF THE AGENDA:


It was moved by Councillor Stoddard, seconded by Councillor Quinlan to approve the agenda as circulated. Motion carried.


APPROVAL OF THE PREVIOUS MINUTES:


It was moved by Councillor Newell and seconded by Councillor Quinlan to approve the previous minutes. Motion Carried


APPOINTMENTS:

Marilyn Johnston:

Marilyn Johnston and two other members of the Shelburne County Mental Health and Wellness Association met with Clark’s Harbour town Council and talked about the Warm Line. It began operation in July 2019 and is currently available Tuesday and Friday evenings 6-10pm. This is a non-crisis line for Shelburne County Residents. They have had good response to this service so far and are looking forward to adding more volunteers as the need may call for. Warm Line –1-833-927-6546.


Shannon O’Sullivan:

Shannon met with Councillors and discussed the preparations and dates planned for the Clark’s Harbour Annual Haunted House. The dates decided upon are as follows,

October 24, 25, 26, 28, 29 & 30th time 7-9pm admission $8. Monday October 28th was designated for Kids Night with the kids meeting at town hall for treats and a parade at 6pm. The Haunted house will open at 7pm for the Children. Admission to haunted house is $3 for children.

MATTERS ARISING FROM THE MINUTES:


August Meeting- It was asked if The Town had considered hiring a program co-ordinator for 3 weeks leading up to July 1st celebrations.

It was moved by Councillor Stoddard and seconded by Councillor Quinlan that council does not feel it necessary for this to be a paid position at this time. Motion carried.



REPORTS


Streets, Sewers and Unsightly Premises:


Report was presented to Council and discussed. No issues arising from report.



Recreation:

Ball Park:

Mayor Stoddart is still waiting for a price on a retaining wall for backstop.



Building Inspectors Report:


September activity 4 Permits Issued Totalling $492,000 in additions and renovations.


Mayor/Councillors:

Councillors Quinlan and Councillor Link and Mayor Stoddart reported information on the most recent meetings they attended.

CORRESPONDENCE:

EMO- Comfort Centers

EMO Co-ordinator Dwayne Hunt sent an email calling for a meeting on Oct 24 with a representative from all Comfort Centers in the area. Mayor Stoddart will attend.

NEW BUSINESS:



Returning Officer for Municipal Election October 2020:


It was moved by Councillor Quinlan and seconded by Councillor Link that the position be advertised in the spring. Motion carried.


Cell Phone:


Permission was asked of council to purchase one Cell phone for Public Works. Currently their personal phone is being used which is on a shared plan with other individuals.

It was moved by Councillor Stoddard and seconded by Councillor Newell that Cell phone be purchased and added to the shared plan for the Town. Motion carried.



Resident Compliant:


It was brought to the attention of the Council that a complaint was given regarding chickens running loose on to other people’s property and causing a nuisance.

 It was moved by Councillor Quinlan and seconded by Councillor Stoddard that a letter is issued by the Clerk to the person owning the chickens. Motion carried.




Additions to the Agenda


Art Club:


It was told to Council that the Clark’s Harbour Art Club wanted to paint a Mural to display in the town and in exchange for the Mural they would like to know if they could use the Legion for 7 nights as a place to make the mural.

It was moved by Councillor Quinlan and seconded by Councillor Link that the Mural would add to the beautification of the Town and the Legion may be used at no Charge. Motion carried.

Website:


It was asked to Councillor Stoddard if Permission could be granted to the Coast Guard for access to The Town of Clark’s Harbour Website to inform Residents of the Town when Military Exercises are going to take place in the area.

It was moved by Councillor Stoddard and seconded by Councillor Newell that the Administrator's E-mail be given to the Coast Guard representative, so the announcement may be put on the Website. Motion carried.






As there was no further business it was moved by Councillor Stoddard the meeting be adjourned at 9:35 pm. Motion carried.
