 Regular Session
Town Council

November 03, 2021

 

 

The regular session of Town Council was called to order by Mayor Stoddard at 6:57 pm with Councillor Quinlan, Councillor Link, and Councillor Atkinson in attendance Councillor Baker attended via phone. 

 


ADDITIONS TO THE AGENDA:

 

                        Christmas Party & Breakfast with Santa

APPROVAL OF THE AGENDA:

 

            It was moved by Councillor Link, seconded by Councillor Atkinson to approve the agenda as circulated.  Motion carried unanimously. 

          

 

APPROVAL OF THE PREVIOUS MINUTES:

 

            It was moved by Councillor Baker and seconded by Councillor Atkinson to approve the previous minutes. Motion Carried unanimously.

REPORTS

 

Streets, Sewers and Unsightly Premises:

                         Public Works Report was presented to Council.

Public works reported that the largest plow is bent, and fixing it is very costly would be better off getting a new one for the money. Plant is in need of 3 more lift station pumps to have full stock with a spare for both large and smaller ones.

                                  

Recreation Nothing to report

                        

 

Building Inspectors Report:  October- 1 building permit issued totalling $3,900,000.00

          

            Mayor/Councillors:

                        Councillor Quinlan, and Mayor Stoddard gave reports of recent meetings they attended.

                      

                                              

CORRESPONDENCE: 

          

            Shelburne County Student Sponsorship Committee:

A request was received from SCSSC asking the Town if they wished  to continue to contribute to the Student sponsorship program in the Amount of $342/year for 5 years the same as the previous 5 years.

It was moved by Councillor Baker and seconded by Councillor Link that the town continue to contribute to the program at $342/ year for the next 5 years. Motion carried, unanimously.

 

            Letter from Honourable Minister John A. Lohr:

The letter notified the Town of Clark’s Harbour that the Department of Municipal Affairs and Housing as part of a new Provincial-Municipal Memorandum of Understanding the Province has doubled the Municipal Financial Capacity Grant and the Town Foundation Grant. The Town would be receiving a one-time contribution of this Grant in full.

 

          

 

NEW BUSINESS:

 

            Dog By-Law Second reading

            Mayor Stoddard called for any changes or concerns noted form the amended By- Law. No issues or concerns were mentioned.

                        It was moved by Councillor Quinlan and seconded by Councillor Link to approve and pass the amendments made to the town of Clark’s Harbour By-Law #17 Dog Control. Motion carried unanimously.

            Appointment of Fire Inspector

 It was brought to the attention of the Town from the department of the Fire Marshall there was no official record of anyone appointed as the fire inspector by The Town of Clark’s Harbour

It was moved by Councillor Quinlan and seconded by Councillor Atkinson that Dave Andrews be appointed the Fire inspector for the entire jurisdiction of The Town of Clark’s Harbour. Motion carried, unanimously.

 

          

 

            Clerk requesting permission to use online banking:

 

Transferring of funds between accounts has been done by way of checks costing the amount of the check and the processing fee to deposit the check. The town auditor was asked if online banking could be used for internal transfers and was told yes, with permission from Council.

It was moved by Councillor Atkinson and seconded by Councillor Link that the clerk be given permission to transfer fund using online banking when transfers are approved by Council. Motion carried, unanimously.

 

            Clerk Requesting permission to Purchase GIC’s:

 

The Clerk requested permission to purchase 2 GIC’S, one in the Amount of $124,000 from the Operating Reserve and one in The amount of $50,000 from the Capital reserve and lock them both in for the best term according to interest rate returns.

It was moved by Councillor Link and seconded by Councillor Quinlan the the clerk be given Permission to purchase the 2 GIC’s as stated. Motion carried, unanimously.

 

            Permission to transfer Gas Tax Funds:

The Clerk asked Council for permission to transfer top up funding of Gas Tax $44,193.00 from the general operating fund to the gas tax holding account.

It was moved by Councillor Atkinson and seconded by Councillor Baker that permission be granted to transfer the funds of $44,193.00. Motion carried, unanimously.

 

            Rental Agreement for Legion:

 

Council was informed that the Current Rental Agreement for the rental of the Community Centre (Legion) has been sent to the towns Solicitor to be amended and changed to reflect current Health restriction rules and insurance needs.

            Treatment Plant:

 

A list was handed to Mayor Stoddard by Public Works of Items they would like to have purchased. The list consisted of 2 -3hp motors for Lift stations, 1- 10hp motor for lift station, lab supplies for water testing, Plow for 2 ton truck and a propane heater for the new maintenance building. Mayor Stoddard presented the list to council for discussion.

It was moved by Councillor Atkinson and seconded by Councillor Baker that the items on the list be purchased. Motion carried, unanimously.

 

 

Additions to the Agenda:

 

 

            Town Christmas Party and Breakfast with Santa:

Discussion was held around the table about the possibility of having any of these events this year. Councillor Quinlan was going to make some calls and get back to the Mayor regarding these events.

 

            Remembrance Day Service

Mayor Stoddard is unable to attend the Remembrance Day service this year on behalf of the town of Clark’s Harbour. Councillor Quinlan is going to attend.

 


As there was no further business at 8:07pm it was moved by Councillor Quinlan the meeting Adjourn.
