Each set of minutes are separated by a horiztonal line. 2112 Regular Session Town Council November 14, 2018 The Regular Session of Town Council was called to order by Deputy Mayor Trudy Quinlan at 7pm with Councillors Louann Link, Rex Stoddard, Irene Barker, Russell Atkinson, and Cara Newell present. ADDITIONS TO THE AGENDA: There were no additions to the agenda APPROVAL OF THE AGENDA: It was moved by Councillor Newell, seconded by Councillor Stoddard to approve the agenda, as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Newell, seconded by Councillor Baker, to approve the previous minutes. Motion carried. APPOINTMENTS: No appointments MATTERS ARISING FROM THE MINUTES: Nothing to report. 2113 REPORTS Streets, Sewers and Unsightly Premises: Report was presented to Council and discussed. Public Works: A new Mitre saw was requested for public works. It was Moved by Councillor Baker and seconded by Councillor Newell that a new saw be purchased. Motion Carried Recreation: Nothing to report Building Inspectors Report: The building inspector’s report for the month of October was nothing Fire: No fire report available at this time. Police: No police report available at this time. Mayor/Councillors: Councillors Baker, Quinlan and Newell spoke of their various activities since the last regular meeting of Council. CORRESPONDENCE: a) Tom Willis SAC: Councillor Baker and Councillor Link agreed to share duties of sitting on the committee. b) Ocean View Christian Academy Festival of Trees: Council received a request to sponsor a tree in The Festival of Trees fund raiser. It was moved by Councillor Stoddard and seconded by Councillor Baker, to give a $300 donation to the project. Motion carried 2114 NEW BUSINESS Tammy Atwood It was moved by Councillor Stoddard and seconded by Councillor Atkinson that Jennifer Jones appointment as Development Officer, Traffic Control Officer and signing Authority be rescinded. Motion Carried It was moved by Councillor Baker and Seconded by Councillor Link that Tammy Atwood be appointed as Town clerk \ Treasurer. Motion carried It was moved by Councillor Newell and seconded by Councillor Stoddard that Tammy Atwood be appointed Development Officer, Traffic Control Officer and be given signing Authority to replace Jennifer Jones. Motion Carried Judith Maxwell It was moved by Councillor Atkinson and Seconded by Councillor Stoddard that Judith may rent the extra space in the old VIC Building for $200 per her request. Motion Carried . Wayne Newell It was moved by Councillor Stoddard and seconded by Councillor Baker that Wayne Newell’s Garbage Collection Contrac be extended for 3 more years at current rates beginning March 31 2019. Motion Carried. Merle Atwood It was moved by Councillor Stoddard and seconded by Councillor Atkinson that Merle Atwood be given consent by the Town of Clarks Harbour to cut across Water Street to install a pipeline to access salt water, pending approval by Department Of Natural Resources and the Town receiving a copy of the Application and him retuning Water Street to its current state at his own expense and to the satisfactory if the Town. Motion carried. Community Garden There is a public meeting scheduled on November 19 at 7pm at the town Hall Mark Townsend Council Members are invited to An Entrepreneurship Seminar on November 15th NSCC Shelburne Campus 9-3pm Municipal Affairs Council meeting with Representatives from Municipal Affairs on Thursday @ 5pm in the Council Chambers. 2115 Shannon O’Sullivan It was moved by Councillor Newell and seconded by Councillor Atkinson that Shannon O’Sullivan be granted $1400 to be disbursed amongst the volunteers of the Halloween Haunted house as previous year. Motion Carried. As of 8:10pm and there was no further business, it was moved by Councillor Stoddard and seconded by Councillor Atkinson that the meeting be adjourned.
