Each set of minutes are separated by a horiztonal line. 1991 Special Council November 22 2016 A Special Council meeting was called to order by Mayor Leigh Stoddart at 6:25 pm with Councillors Rex Stoddard, Louann Link, Cara Newell, Trudy Quinlan and Russell Atkinson present. Councillor Irene Baker was absent. Additions to the Agenda: Seaside Heritage Hall Furnace Approval of the Agenda: It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the agenda as well as the addition be approved as presented. Motion carried. New Business: a) Sheena Pace – Use of Legion for After School Program in the event of Teacher’s Strike If there were to be a teacher’s strike, Ms Pace was seeking the use of the legion for the after school children’s program, in the event that the school couldn’t be used because of a possible picket line crossing restriction. The program runs from 7:30am to 5:30pm Monday to Friday. Council discussed this at length and in a motion by Councillor Quinlan that Ms Pace be allowed to use the legion with the stipulation that there be some flexibility in that another entity wished to rent the premises for an event and that a letter be written to Ms Pace stating such. Councillor Stoddard seconded this motion, motion carried. Additions to the Agenda: a) Seaside Heritage Hall Furnace Council discussed the current furnace at the Heritage Hall, which is hot water heat, and the costs of winterizing each year as well as the costs of hooking it back up in the spring. It was the consensus that a heat pump may be more economical. Councillor Atkinson motioned that the Town purchase a heat pump for the Seaside Heritage Hall, Councillor Stoddard seconded this motion, motion carried. At 7:25pm it was moved by Councillor Atkinson that the meeting be adjourned. _____________________________ _____________________________ Mayor Town Clerk 1986 Regular Session Town Council November 01, 2016 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7:10pm with Councillors Rex Stoddard, Trudy Quinlan, Irene Baker, and Russell Atkinson present. OATHS OF OFFICE: At this time Mayor Stoddart administered the Oath of Office to newly elected Councillors Louann Link and Cara Newell Ross. APPOINTMENT OF DEPUTY MAYOR: There were two nominations for Deputy Mayor, Councillor Baker and Councillor Quinlan and following a secret ballot, Councillor Quinlan was declared Deputy Mayor. COMMITTEE APPOINTMENTS: Council discussed the yearly committee appointments. It was moved and seconded that the committee appointments be approved as discussed. Motion carried. ADDITIONS TO THE AGENDA: Shannon O’Sullivan and Della Smith Thank you notes Sidewalks Drainage Issues on Hibbert St Special Events Coordinator North St Drainage Issues APPROVAL OF THE AGENDA: It was moved by Councillor Atkinson and seconded by Councillor Stoddard to approve the agenda, as well as the additions, as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Baker and seconded by Councillor Atkinson to approve the previous minutes. Motion carried. 1987 APPOINTMENTS: none MATTERS ARISING FROM THE MINUTES: none REPORTS Streets, Sewers and Unsightly Premises: The monthly report was read and discussed. Recreation: No report available for this period. Building Inspectors Report: There was two permits issued in September for an estimated value of $110 000, and two permits issued in October for an estimated value of $41 000. Fire: No fire report available at this time. Police: No police report available at this time. Mayor/Councillors: Mayor Stoddart reported on his activities since last Council meeting. CORRESPONDENCE: a) Darlene Smith: A letter was received from Darlene Smith, requesting permission to allow her food truck to set up on Town property during the 2017 July 1st festivities. Councillor Baker moved that Council allow this, Councillor Quinlan seconded this motion. Motion carried. 1988 NEW BUSINESS a) Public Works Building: Mayor Stoddart stated that he was looking into constructing a new public works building within the next year or two. b) Remembrance Day: Mayor Stoddart will be attending the Remembrance Day Service at the Barrington Municipal High School on November 10th as well as the service to be held in the Town on November 11th. c) Town Christmas Party and Breakfast with Santa: The Town Christmas Party will be held on December 2nd at the legion, commencing at 6:30pm. All are welcome to attend. Breakfast with Santa will be held on December 3rd at the legion, commencing at 9:30am. d) Eyeglasses for Darlene Brannen: Councillor Atkinson motioned that assistance be declined in the event that the above named defaulted on payment of her eyeglasses to CM Optical; Councillor Stoddard seconded this motion, motion carried. e) Shelburne County Housing Coalition: There is a meeting scheduled for November 3rd at the Town Hall in Shelburne, there is no one available from Council to attend at this time. f) Christmas Bonuses: Councillor Atkinson motioned, seconded by Councillor Link, that Jennifer Jones, Julianne Link, Bryant Newell, Curtis Smith and Wanda Atkinson receive the same bonus as in previous years, $500. Motion carried. 1989 ADDITIONS TO THE AGENDA a) Shannon O’Sullivan and Della Smith: Councillor Stoddard motioned that they pay $500 and $350 to Shannon O’Sullivan and Della Smith, respectively, for the work they put into the Haunted House. Councillor Quinlan seconded this motion, motion carried. b) Thank you Letters: Councillor Baker asked that thank you letters be sent to Sea Star Seafoods, Wm R Murphy Fisheries Ltd, and to the operator of Boulder Cover Cottages for their generosity during the Pumpkin Weigh Off held on October 2nd. c) Sidewalks: Councillors Baker and Atkinson both inquired as to the status of sidewalk crossings that where to be done on Main St as well as on Courtney St. They will be painted as soon as Bryant Newell returns from vacation. d) Drainage Issues on Hibbert St.: For some time there have been issues on Hibbert St regarding water running down the street and on to a homeowner’s property. Public Works have tried unsuccessfully to fix this, as the ground is too soft to accommodate the Town’s backhoe. Councillor Atkinson motioned that Eugene Newell Construction be contacted to have the situation resolved. Councillor Baker seconded this motion, motion carried. e) Special Events Coordinator: Council was asked to consider what they would like to do regarding a special events coordinator, as this would be on the agenda in the New Year. f) Drainage Issues on North St: Homeowner, Laurie Smith, of North St, expressed concern to Councillor Link regarding some drainage issues around his home and property. As the issues were not clear, Mayor Stoddart asked that Councillor Link contact Laurie and ask him to call or come in to the Town Hall with his concerns. 1990 At 9:45pm, and there being no other business to discuss, Councillor Atkinson motioned to adjourn. ______________________________ ____________________________ Mayor Town Clerk |
