Town of Clark's Harbour : Town Minutes - May, 2022Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2302 Regular Session Town Council May 04, 2022 The Regular Session was called to order by Mayor Stoddard at 7:00 pm with Councillors Trudy Quinlan, Irene Baker, Louann Link and Russell Atkinson present. ADDITIONS TO THE AGENDA: 1. Old Vic APPROVAL OF THE AGENDA: It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the agenda as well as the additions be approved as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOU MINUTES: It was moved by Councillor Link and seconded by Councillor Baker that the Minutes from the previous meetings be approved as circulated. Motion carried unanimously. APPOINTMENTS: 1. Suzie Nickerson Mrs. Nickerson brought concerns to Council regarding a new resident of the Town. It was shared that there was “shady” business happening at 2951 Main Street and that she was afraid that something may transpire that could put her and her neighbors in jeopardy. Mayor Stoddard stated that he would contact a member of the RCMP on her behalf to see what, if anything, could be done regarding this situation. MATTERS ARISING FROM THE MINUTES: 1. Beautification Grant: It was decided by Council to put on hold any projects in relation to the Beautification Grant at this time. REPORTS: Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Staff of Public Works had enquired of Council that they do a garbage clean up once a month instead of twice yearly because of the number of items that were put out. Council decided to leave things as they are and would review again after the fall clean up. Recreation: The July 1st Parade will start at 11am. Building Inspector Report: There were two (2) Building Permits issued in April. Mayor/Councillors: Mayor Stoddard and Councillors reported to Council on meetings that they attended since the last regular meeting of Council. CORRESPONDENCE: Vacant Doctors Accommodations/Karen Mattatall, Nolan Young Correspondence was shared with Council regarding an email that was received from the office of Nolan Young, MLA. It was understood that there were accommodations available for one or two doctors at no cost in the Town of Clark’s Harbour, and they requested a letter from council to Minister Comer would be the best course of action. Councillor Baker motioned that the Clerk pen a letter to Minister Comer seeking a doctor of specialized training in mental health and addictions and/or one general practitioner or nurse practitioner or any combination of the two. Councillor Quinlan seconded this motion, motion carried unanimously. REMO – Regional Emergency Management Organization A request was received from the Municipality of Barrington for Councils of Towns and Municipalities of Shelburne County to participate in the discussion of establishing a Regional Emergency Management Organization instead of the two that we currently have. Councillor Atkinson motioned that we participate in the discussion. Councillor Quinlan seconded the motion, motion carried. 2304 Wastewater Treatment Facility: In regard to a directive from Nova Scotia Environment and Climate Change, Councillor Atkinson motioned that the Town engage the services of an engineer to determine the extent of work required to bring the Wastewater Treatment Facility up to code. Councillor Quinlan seconded this motion, motion carried. NEW BUSINESS: Transfer of Gas Tax Funds: Councillor Baker motioned that the Clerk transfer the required funds to cover projects that were completed the previous fiscal year from the Gas Tax Account. Councillor Link seconded the motion, motion carried. Pension Plan Policy: Upon the review of the Personal Policy it was decided that the Pension Plan would no longer be mandatory for all employees, but available if an employee requires such. Canada Summer Jobs: Upon approval of the Canada Summer Job Application, Council instructed the Clerk to advertise for 2 summer positions for students. Street Committee: There will be a meeting of the Street Committee on Monday, May 09 2022 at 6:30pm to discuss paving needs for the current fiscal year. Volunteers: Even though the Town missed out on celebrating “Volunteer Week” in April, it was decided to move forward and ask for nominations from various groups for volunteers that would be recognized at a dinner in their honor in September. 2305 ADDITIONS TO THE AGENDA: Old VIC/Scotia Fundy Inshore Fisherman’s Association: At a previous Council meeting, it was motioned to have this building painted. It was decided to ask the occupants/tenants of the building to choose a color that would compliment the Town Hall.
