Town of Clark's Harbour : Town Minutes - May, 2019Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2149 Special Council May 13, 2019 A Special Council meeting was called to order by Mayor Leigh Stoddart at 6:30 pm with Councillors Rex Stoddard, Cara Newell, Trudy Quinlan, Irene Baker, Louann Link and Russell Atkinson present. Additions to the Agenda: Town Float Approval of the Agenda: Motioned by Councillor Quinlan, seconded by Councillor Newell to approve the agenda as circulated, motion carried. New Business: Appointment: Rodney Shand Rodney Shand was invited to council meeting to discuss the proposal for Operator in Charge of the sewer treatment plant given to him at the last regular meeting of council on May 1st 2019. A draft contract was given to each Councillor for consideration. After a few questions for Rodney, Council excused Rodney from the room to discuss. Rodney was invited back in chambers and 2 changes were discussed with him. Rodney agreed with the changes and accepted the contract. It was moved by Councillor Quinlan and seconded by Councillor Atkinson that the Town of Clark’s Harbour enter into a contract for $20,000 net of employee deductions per year commencing on May 26th 2019 until May 26th 2023 with Rodney Shand to be the Operator in Charge for the sewer treatment plant and train the Public Works employees for the Waste Water Treatment Level 1 exam. Motion Carried. Summer Jobs Employee: 3 employees were selected for employment at the regular meeting of council in April for the town of Clark’s Harbour Summer Jobs. Confirmation from Canada Summer Jobs employment funding approved Clark’s Harbour for 4 employees so one more employee need be selected from the remaining 2 resumes`. It was moved by Councillor Stoddard and seconded by Councillor Baker that Amanda Hunt be offered a job at the Seaside Heritage Hall for the summer months . Motion carried. 2150 Tri County Vanguard: An email was received from Tri-County vanguard asking if the Town Of Clark’s Harbour wished to put an ad in the Newspaper to support the advertising of the Shelburne County Lobster Festival. It was moved by Councillor Stoddard and seconded by Councillor Baker that a small size ad $51+tax be put in the June 5th paper. Motion carried. Additions to the Agenda: Town Float: Mayor Stoddart asked council if they wished to enter a float in the Canada Day parade this year to commemorate the Towns 100th year Anniversary. Council members were all able to participate in the Parade. At 7:40 pm it was moved by Councillor Stoddard that the meeting be adjourned. ______________________________ ______________________ Mayor Town Clerk 2145 Regular Session Town Council May 1, 2019 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7pm with all Councillors in attendance. ADDITIONS TO THE AGENDA: 6 Month Probationary review- 2 Staff: Tammy Atwood and Paul Hayes Trudy- Movie Night Louann – Metal at Woodland Street. APPROVAL OF THE AGENDA: It was moved by Councillor Stoddard, seconded by Councillor Quinlan to approve the agenda as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Stoddard and seconded by Councillor Newell to approve the previous minutes. Motion Carried APPOINTMENTS: Rodney Shand Rodney Shand met with council to discuss a proposal from the Town of Clark’s Harbour for him to be the Operator in Charge of the Sewer Treatment Plant for a period of time until the Public works Employees in the Town are able to write and obtain a Waste Water Treatment Certificate. It was moved by Councillor Stoddard and seconded by Councillor Atkinson that a proposal be made to Rodney for his consideration. Pending acceptance of the proposal a contract will be drawn up accordingly. Motion carried. 2146 MATTERS ARISING FROM THE MINUTES: There were no Matters from the previous minutes REPORTS Streets, Sewers and Unsightly Premises: Report was presented to Council and discussed. Town Council Street Committee conducted a street review on April 24, 2019. Report was handed in to the town hall and work will be done when the weather breaks. Recreation: Inquiries were being made to Councillor Newell concerning July1st activities, and people being able to put up booths for fund raising. There is a meeting being held on May 6th to discuss July 1st amongst the councillors. It was asked that all inquiries be given to Mayor Stoddart or Town clerk as to avoid confusion and organize the booths that will be setting up behind the Town hall on July 1st. Building Inspectors Report: There were 2 permits issued for the month of April approximate value of $10,500 Mayor/Councillors: Councillor Quinlan reported of the most recent meeting outcomes from SASI. Councillor Quinlan extended an invitation on behalf of SASI, to their annual general meeting being held at the Osprey Club on June 25th at 6:30pm. Councillor Link reported on her attendance at the Library audit meetings also SAC Meeting. CORRESPONDENCE: New CEO for NSFM The new CEO for the NSFM will be visiting the area for the first time and wishes to meet with Clark’s Harbour Town Council and the Mayor to discuss any issues there are in the town. The meeting is set for 11:30am Thursday May 2 in Council Chambers 2147 Capital Investment Plan: The Capital Investment Plan was presented to Council and discussed. NEW BUSINESS a) ) GIC Purchase: The Clerk asked permission to add to an existing GIC or purchase a New GIC with the Capital funds in the amount of $50,000. Councillor Quinlan motioned, seconded by Councillor Newell to allow the Clerk to add to an existing GIC or purchase a new GIC in the amount of $50,000, motion carried. b) Donation for Matt Maxwell Memorial Golf Tournament: A motion was made by Councillor Quinlan and seconded by Councillor Newell that council wishes to donate an item for $100 value to the tournament. Motion carried. c) Donation for Bizarre: A request was received from CHES for a donation towards the annual School Bizarre on May 3rd. It was moved by Councillor Baker and seconded by Councillor Atkinson that $100 be donated to the Bizarre. Motion carried. Additions to the Agenda a) Employees Probation: Two of the Town employees probationary period of 6 months has ended for Town Clerk Tammy Atwood and public works employee Paul Hayes and Council discussed the performance of employees. It was moved by Councillor Stoddard and seconded by Councillor Atkinson that the acting Town Clerk Tammy Atwood be offered a full time job with a $2000 salary increase. Motion carried. The offer was accepted By Tammy Atwood. It was moved Councillor Stoddard and seconded by Councillor Atkinson that a meeting be set in the near future for Mayor Stoddart and Councillor Stoddard to meet with Paul Hayes and let him know that his probationary period has been extended until September 4th 2019 as so both publics works Employees can be reviewed at the same time. Motion carried. 2148 b) Movie Night: Councillor Quinlan has had a good response from the public from the past movie night that was put on at the Clark’s Harbour Legion in February, and would like to see possibly more of these in the future. Councillor Quinlan is planning for another movie night tentatively on the 14th of June. c) Metal at Woodland Street: Councillor Link had some inquiries regarding some Metal and junk piled up on Woodland Street near the Sewer Treatment plant. It was reviewed with Public Works and it has been mostly all cleared out with the annual Spring Clean-up. As there was no further business it was moved by Councillor Stoddard the meeting be adjourned at 9:55 pm.
