Each set of minutes are separated by a horiztonal line. 1955 Special Council March 23 2016 A Special Council meeting was called to order by Mayor Leigh Stoddart at 6:40 pm with Councillors Cecil Brannen, Rex Stoddard, Sherry Atkinson, Irene Baker and Russell Atkinson present. Absent, Councillor Trudy Quinlan. Additions to the Agenda: Camp Jordon. Approval of the Agenda: It was moved by Councillor Brannen and seconded by Councillor R. Atkinson that the agenda as well as the addition be approved as presented. Motion carried. 3280082 Nova Scotia Limited (Island Fresh) – request for development agreement Council received a recommendation from the Planning Committee regarding a development agreement from 3280082 Nova Scotia Limited (Island Fresh). After discussing this recommendation, it was moved by Councillor Baker, seconded by Councillor S. Atkinson that Council accept the recommendation from the Planning Committee. Motion carried. Property of Edward Morris Paige and Devon Swim and the Property of Wiles Welding Ltd. The two above mentioned properties were acquired by the Town at a tax sale held on September 30 2015 and the redemption period ends on March 30 2016. In the event that neither property is redeemed by its due date, it was motioned by Councillors R. Atkinson (Paige/Swim property) seconded by Councillor Brannen and S. Atkinson (Wiles Welding Ltd) seconded by Councillor Stoddard that these properties be put to tender for taxes and expenses owing. Motion carried. Additions to the Agenda: Camp Jordon A request was received from the treasurer of Camp Jordon, Etheren Goreham, for a donation for their 2016 Summer Camp. It was motioned by Councillor S. Atkinson, seconded by Councillor R. Atkinson, that the donation be the same as in 2015. Motion carried. At 7:15pm it was moved by Councillor Baker that the meeting be adjourned. Motion carried. _______________________ ______________________ Town Clerk Mayor 1954 Planning Committee March 23 2016 A meeting of the Planning committee was called to order by Mayor Leigh Stoddart at 6:35 pm with Councillors Cecil Brannen, Rex Stoddard, Sherry Atkinson, Irene Baker and Russell Atkinson present. Absent, Councillor Trudy Quinlan. Additions to the Agenda: No additions were added to the agenda. Approval of the Agenda: It was moved by Councillor R. Atkinson and seconded by Councillor S. Atkinson that the agenda be approved as presented. Motion carried. 3280082 Nova Scotia Limited (Island Fresh) – request for development agreement A request was received from 3280082 Nova Scotia Limited (Island Fresh) for a development agreement between themselves and the Town to demolish an existing bait shed, located at 40 Bruce Street, and replace it with a building of approximately three thousand, two hundred and ninety six square feet (3 296sq’) to hold lobster. After some discussion, it was moved by Councillor Brannen, seconded by Councillor Baker, that the recommendation to Council be; proceed with the development agreement and schedule a public hearing on April 12, 2016 at 6:30pm in Council Chambers to gather public opinion on this request. Motion carried. At 6:40pm it was moved by Councillor S. Atkinson that the meeting be adjourned. Motion carried. ___________________________ _________________________ Town Clerk Mayor 1949 Regular Session Town Council March 08, 2016 The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7:00pm with Councillors Rex Stoddard, Sherry Atkinson, Trudy Quinlan, Irene Baker and Russell Atkinson present. Absent, Councillor Cecil Brannen. ADDITIONS TO THE AGENDA a) Yard Sale – Ethel Atwood b) Fun Run – Row for Nanny’s Cure c) Staff Wages and Councils Honorarium APPROVAL OF THE AGENDA: It was moved by Councillor R. Atkinson and seconded by Councillor S. Atkinson to approve the agenda, as well as the additions, as circulated. Motion carried. APPROVAL OF THE PREVIOUS MINUTES: It was moved by Councillor Stoddard and seconded by Councillor R. Atkinson to approve the previous minutes. Motion carried. APPOINTMENTS: a) Nathan Blades/Clean Ocean Action Committee – Nathan Blades of the Nova Scotia Fish Packers Association, and a member of the Clean Ocean Action Committee, was present to inform Council what the COAC is doing to protect the seafood industry from the ramifications of a poor safety system that they feel is in place for oil exploration and/or drilling on the Scotian Shelf/Slope. He asked Council to put a resolution in place to support their endeavor. It was motioned by Councillor R. Atkinson and seconded by Councillor Quinlan that they support this action. Motion carried. b) Shawna Symonds/Senior Services – Shawna Symonds of Shelburne County Senior Safety Services Society gave a presentation of what her job consists of to aid seniors in Shelburne County. She is funded primarily by the 1950 Department of Health and the Department of Justice for Senior Safety as well as the five (5) Municipal units in Shelburne County, with the Town of Clarks Harbour’s share for the 2016/2017 fiscal year being $1 212.60. She also stated that the criteria for funding in future years from the Department of Health would be changing and was asking for a letter of support for the Senior Services program to remain as is in Shelburne County. It was moved by Councillor Baker and seconded by Councillor R. Atkinson to approve the Town’s share of the Senior Services program as well as write a letter of support to the Department of Health on her behalf. Motion carried. MATTERS ARISING FROM THE MINUTES: a) Employee Evaluations – Employee evaluations for Jennifer Jones, Town Clerk; Julianne Link, assistant Town Clerk; Bryant Newell, public works supervisor; and Curtis Smith, public works were circulated and discussed. It was moved by Councillor Quinlan and seconded by Councillor R. Atkinson that a memo be sent to each of the public works employees encouraging them to upgrade their wastewater management certificates. Motion carried. b) Shelburne County Tourism Association Membership – At the last Council meeting of February 2, 2016, it was asked of Councillor Baker to obtain more information regarding what the membership funds would be used for regarding this association. Councillor Baker informed Council that the membership funds were to be used for promotional purposes. It was moved by Councillor S. Atkinson and seconded by Councillor Baker that the Town pay the $100 membership fee and that Councillor Baker sit on the Shelburne County Tourism Association committee with Councillor Quinlan as an alternate. Motion carried. REPORTS Streets, Sewers and Unsightly Premises: The monthly report was read and discussed. Recreation: Councillor S. Atkinson gave an update on the upcoming Volunteer Supper to be held April 11 2016 at the Legion. 1951 Building Inspectors Report: One building permit in the amount of $4 000 was issued in February. Fire: There was no Fire report available. Police: There was no police report available. Mayor/Councillors: Councillor Quinlan reported on 2 SASI meetings that she had attended on behalf of the Town. CORRESPONDENCE a) Barrington Ground Search and Rescue- 2016/2017 Budget: The 2016/2017 budget for the Barrington Ground Search and Rescue was presented to Council for their approval. The requested amount from The Town of Clarks Harbour was $792, $60 less than in previous years. It was motioned by Councillor S Atkinson and seconded by Councillor R. Atkinson to approve the requested amount as well as their budget. Motion carried. b) Enid Brannen-Mobile Home: A letter from Enid Brannen of 40 Knowles Street, asked that Council consider waiving her property taxes on a mobile home that was removed from site on February 20 2016. The period for appeal had lapsed for the Property Valuation Services and a building/demolition permit wasn’t required. The total amount of property taxes for the 2016/2017 year was $301.95 per assessment of 18 300. It was moved by Councillor S. Atkinson and seconded by Councillor R. Atkinson that Council waive this amount. Motion carried. c) Shelburne County Housing Coalition: A letter from Sheila Bird; on behalf of the Shelburne County Housing Coalition; requesting representation from the Town, either a Council member or member of staff, to become a member of their coalition. Councillor S. Atkinson volunteered to attend a meeting to learn more about the coalition and what their mandate is. 1952 NEW BUSINESS a) Dog Complaint Councillor S. Atkinson received a complaint from a resident that they had sighted a banned breed of dog, a Rottweiler, at 2558 Main Street. The clerk was instructed to write a letter to the homeowner, who is a newcomer to the area, reminding them that there are certain breeds of dogs that are banned in the Town of Clarks Harbour. She was also instructed to send out a flyer to each household reminding them of same. b) Capital Borrowing 2015/2016/Gas Tax Fund It was moved by Councillor R. Atkinson and seconded by Councillor Quinlan that the clerk writes a cheque in the amount of $40 732.00 from the Gas Tax holding account to the operating account to cover the gas tax projects that were performed during the 2015/2016 fiscal year. Motion carried. There was no other significant capital projects carried out that warranted a borrowing resolution from the Town. c) Bowling Alley Tender It was moved by Councillor Stoddard and seconded by Councillor Quinlan that after the redemption period of six (6) months have passed, March 31, 2016, that the bowling alley be put out to tender for taxes and expenses owing. Motion carried. Additions to the Agenda: a) Yard Sale-Ethel Atwood It was moved by Councillor Baker and seconded by Councillor R. Atkinson that Ethel Atwood is permitted to use the legion to hold a yard sale. Motion carried. b) Fun Run – Row for Nanny’s Cure It was moved by Councillor Baker and seconded by Councillor R. Atkinson that the town hall washrooms are available for use to the participants in the Fun Run for Row for Nanny’s Cure to be held on May 07 2016. Motion carried. 1953 c) Staff Wages and Councils Honorarium Wages for 2016 were discussed and it was moved by Councillor R. Atkinson and seconded by Councillor Quinlan that we suspend the Consumer Price Index this year and increase both wages and honorariums by 2%. Motion carried. As it was 10:40 pm and no further business to discuss, it was motioned by Councillor R. Atkinson to adjourn the meeting.
