Town Council
July 08, 2025
The Regular Session was called to order by Mayor Kenney at 7pm with Councillors Louann Link, Laurie Smith, and Max Kenney present. Councillor Irene Baker was absent due to death in the family.
ADDITIONS TO THE AGENDA:
APPROVAL OF THE AGENDA:
Being duly moved and seconded the agenda was approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
Being duly moved and seconded the minutes from the previous meeting was approved as circulated. Motion carried unanimously.
APPOINTMENTS:
Ms. Knowles was present to express her desire to carry out several business ideas at the Seaside Heritage Hall, such as a Haven for the gentlemen in the area, a museum, a place for the local children to express themselves through dance, etc. Council acknowledged her passion and vision. She had no business plan in place to show how she would maintain the building if Council decided to allow her to utilize it. It is currently for sale and will remain so until the end of the contract.

MATTERS ARISING FROM THE MINUTES:
Being duly moved and seconded, the Capital Budget for 2025/2026 was approved. Motion carried unanimously.
At the last regular meeting of Council, the Clerk was asked to consult with the Realtor as to any progress with the sale of the Seaside Heritage Hall. Upon consultation, the Realtor suggested a reduction in price in order to attract potential buyers. As of June 07, 2025, the building had only been shown three (3) times, twice to the same people. Along with her report, she attached a comparable sheet showing other buildings of similar size and the selling price of each. According to the report, the listing price should be around one hundred and eighty- two thousand dollars ($182,000).
With a three (3) to one (1) vote, Council decided to reduce the listing price from three hundred thousand dollars ($300,000) including HST to two hundred twenty- seven thousand dollars ($227,000) including HST.
Being duly moved and seconded, Council reduced the listing price of the Seaside Heritage Hall from three hundred thousand ($300,000) to two hundred and twenty-seven thousand ($227,000), HST included. Councillors Kenney, Smith and Mayor Kenney voted in favour, Councillor Link was against. Motion carried.
REPORTS:
Streets, Sewers and Unsightly Premises:
The Public Works report was read and discussed.
Recreation:
The Clerk presented Council with a Canada Day 2025 recap, which was put together by the Coordinator, Wanda Atkinson. Discussion was then had about hiring Wanda to coordinate the Senior’s Tea, Council was in favour. Being duly moved and seconded, Council voted to hire Wanda Atkinson to coordinate the Senior’s Tea Party being held on the 13th of August. Motion carried unanimously. 2473
Building Inspector Report:
Three permits were issued in June for repairs/additions with an approximate value of seventy-two thousand five hundred dollars ($72,500).
Mayor/Councillors:
Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.
CORRESPONDENCE:
All correspondence was shared with Council, only that requiring a motion will be added to the agenda.
A request was received from western Counties Regional Library, to write Minister Ritcey, Minister of Communities, Culture, Tourism and Heritage, urging the Province of Nova Scotia to review the recommendations put forward by the Library Funding Review Committee in September of 2024.
Being duly moved and seconded, the Clerk was instructed to write to Minister Ritcey, on behalf of the Western Counties Regional Library. Motion carried unanimously.
A request for an easement was received from Clark’s Harbour Seafoods to allow them access under the boardwalk to install a new discharge hose to release saltwater directly into the ocean.
Being duly moved and seconded, the easement was granted. Motion carried unanimously.

NEW BUSINESS:
Being duly moved and seconded the five (5) year Capital Investment Plan was approved. Motion carried unanimously.
The Capital Investment Plan will form part of the minutes.
There was only one quote received for paving, that being from Town and Country Property Improvements Ltd in the amount of eighteen thousand, eight hundred seventy-one dollars ($18,871).
Being duly moved and seconded, Town and Country Property Improvements Ltd was selected. Motion carried unanimously.
Council decided to obtain quotes for roofing of the Community Hall to apply for funding when such is available.
Being duly moved and seconded, quotes are to be obtained on metal roofing for the Community Hall, and when and if funding becomes available, the Clerk is to apply. Motion carried unanimously.
Being duly moved and seconded the draft Regional Emergency Management By-Law was approved by Council Motion carried unanimously.
Oscar Street has a very narrow approach and Councillor Kenney suggested having it widened. Two different larger trucks have run off the side of the road on to the property of 2608 Main Street as their isn’t enough room to properly turn out on or off of Main Street.

Being duly moved and seconded Council approved the widening of the approach of Oscar Street. Motion carried unanimously.
Being duly moved and seconded, Council approved the trimming of the wild shrubbery growing along Main Street across from George St, along Main St north of the Post Office and before 2793 Main and along Main St north of Manford and before 2520 Main. Motion carried unanimously.
