Town of Clark's Harbour : Town Minutes - July, 2022Below you will find this year's Town Minutes. Please note that the most recent is at the top and the oldest one at the bottom. Each set of minutes are separated by a horiztonal line. 2317 Special Council July 21, 2022 A Special Council meeting was called to order by Mayor Rex Stoddard at 6:30 pm with Councillors Trudy Quinlan, Louanne Link, Russell Atkinson and Irene Baker present. Additions to the Agenda: Dogs Approval of Agenda: It was moved by Councillor Link and seconded by Councillor Quinlan that the agenda as well as the additions be approved as circulated. Motion carried unanimously. Office Space: The Clerk was asked if a visitor from another province would be able to utilize the empty office space at the Town Hall during the last week of August in order to do their work as an accountant. Councillor Atkinson motioned to approve the the request, seconded by Councillor Quinlan, motion carried. Letter to Municipality of Barrington: A letter was penned to the MOB asking for support, if needed, during the preliminary stages of a possible new wastewater treatment facility for the Town of Clark’s Harbour. Councillor Atkinson motioned to forward the letter to the Municipality of Barrington, Councillor Quinlan seconded the motion, motion carried unanimously. Dogs: Councillor Baker stated that she had received a complaint from a resident that there may be possibly a pit bull breeder residing in Town. Mayor Stoddard directed her to inform the complainant that he/she must come in and fill out the complaint form. 2318 It was 6:55 pm and there being no further business, it was motioned by Councillor Quinlan that the meeting be adjourned. _____________________________ _______________________ Mayor Town Clerk 2313 Regular Session Town Council July 06, 2022 The Regular Session was called to order by Mayor Stoddard at 7:00 pm with Councillors Trudy Quinlan, Irene Baker, Louann Link and Russell Atkinson present. ADDITIONS TO THE AGENDA: 1. NS Utility and Review Board Every eight (8) years, the NS Utility and Review Board requires that all municipal units, towns, and villages within Nova Scotia do a review of the electoral boundaries and number of Councillors. After requesting public consultation on the matter, of which there was no response, Councillor Baker motioned that Council remain as is, four (4) Councillors and one Mayor, Councillor Atkinson seconded the motion, motion carried. APPROVAL OF THE AGENDA: It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the agenda as well as the additions be approved as circulated. Motion carried unanimously. APPROVAL OF THE PREVIOU MINUTES: It was moved by Councillor Link and seconded by Councillor Baker that the Minutes from the previous meetings be approved as circulated. Motion carried unanimously. APPOINTMENTS: There were no appointments. MATTERS ARISING FROM THE MINUTES: a) 2022-2023 Budget A balanced budget was presented to Council for approval, Councillor Atkinson motioned that the budget be approved as presented, Councillor Quinlan seconded the motion, motion carried. 2314 b) Wastewater Treatment Plant Report from CBCL Limited CBCL was contracted by the Town of Clark’s Harbour to do an assessment of the Wastewater Treatment plant as per regulations of Nova Scotia Environment and Climate Change. This assessment was shared with Council. c) Student Employment Due to lack of response for student employment and because of certain criteria on the Canada Summer Job application for funding, the application was withdrawn. REPORTS: Streets, Sewers and Unsightly Premises: The Public Works Report was presented to Council and discussed. Recreation: Councillors reported that Canada Day was a success, with all going smoothly, with the exception of the fire works, due to weather. Building Inspector Report: There were seven (7) Building Permits issued in June. Mayor/Councillors: Mayor Stoddard and Councillors reported to Council on meetings that they attended since the last regular meeting of Council. CORRESPONDENCE: 1. West Head Wesleyan Church Rev Vincent Robertson of the West Head Wesleyan Church requested a donation from the Town to aid in the drilling of a well in Sierra Leone. Councillor Baker motioned that a $200 donation be given, Councillor Quinlan seconded the motion, motion carried. 2315 2. Garrett Goreham Mr Goreham had inquired of Councillor Quinlan about dances at the Community building (formerly Legion). The Clerk informed, because of liability reasons, that it would be in the best interest of the Town that no functions containing alcoholic beverages be sanctioned. Mr Goreham may rent said building, and complying with all aspects of the rental agreement, may have a dance. NEW BUSINESS: a) SCFFA Mutual Aid Agreement: At the time of the meeting of Council, the recommended changes of the Mutual Aid Agreement had not been finalized. b) Deed Transfer Tax – May 2022: The deed transfer tax for the month of May was shared with Council. c) Tri County Regional Planning Project: Councill Link motioned that the Town not become involved in this project at this time, motion seconded by Councillor Atkinson, motion carried. d) Events Some of the tentative upcoming events in the Town of Clark’s Harbour are the Senior’s Tea Party on August 17th, Family Day slated for September 10th, and the Pumpkin Weigh off set for the weekend of October 8th. 2316 As there was no further business to discuss, Councillor Atkinson motioned to adjourn the meeting, the time being 8:35pm. _____________________________ ________________________ Mayor Town Clerk |
