Town Council
January 09, 2024
The Regular Session was called to order by Deputy Mayor Quinlan at 7pm with Councillors Louann Link and Russell Atkinson present. Mayor Stoddard absent due to employment obligations. Councillor Baker absent due to medical appointments.
ADDITIONS TO THE AGENDA:
Councillor Link stated that she had had inquiries regarding the Town Christmas Party that used to take place the first Friday in December. This will be looked into with the Recreation Committee.
APPROVAL OF THE AGENDA:
It was moved by Councillor Atkinson and seconded by Councillor Link that the agenda as well as the additions be approved as circulated. Motion carried unanimously.
APPROVAL OF THE PREVIOUS MINUTES:
It was moved by Councillor Atkinson and seconded by Councillor Link that the minutes from the previous meeting be approved as circulated. Motion carried unanimously.

REPORTS:
Streets, Sewers and Unsightly Premises:
The Public Works Report was presented to Council and discussed.
Recreation: No report available.
Building Inspector Report:
One permit was issued in November and none in December of 2023. 2393
Mayor/Councillors:
Mayor and Councillors shared their activities and meetings attended since the last regular meeting of Council.
CORRESPONDENCE:
All relevant correspondence was shared with Council via email and only that that required action is listed below.
Mr Stoddart had inquired about putting on a dance at the legion, the Clerk explained to him in detail what was involved and that it would have to be the decision of Council. Previously, Council had voted for dances to be held by a committee of like-minded people, April 2016, an advertisement was put out but no one came forward, nor was there any committee formed. Councillor Atkinson motioned to allow dances at the Legion (Community Centre) if Councils rules and regulations were followed, Councillor Link seconded the motion, motion carried.
NEW BUSINESS:
The budget was approved by a motion from Councillor Link and seconded by Councillor Atkinson, motion passed. The Town of Clark’s Harbour’s share of the overall budget is twelve hundred and one dollar and nineteen cents ($1201.19) for the fiscal year.
The Town received forty-one hundred and thirty dollars ($4130) in deed transfer tax for the month of November.
A fifteen-thousand-dollar ($15,000) budget was approved for the 2024 Municipal Election in a motion made by Councillor Link and seconded by Councillor Atkinson, motion carried.

Councillor Atkinson motioned that forty five hundred dollars ($4500) be the renumeration set for the Returning Officer, Councillor Link seconded the motion, motion carried. Any other discussions were tabled until further information could be obtained and the absentees present.
Council was given an information pamphlet on electronic voting, with other options being, phone and paper ballets. A decision will be made at a later meeting.
